Qatar has launched a $1 billion incentives programme to attract both foreign and local investment, unveiled during the 5th Qatar Economic Forum. The initiative offers financial support covering up to 40% of eligible costs over five years, including business setup, construction, office leases, equipment, and employee expenses.
Rolled out in phases, the programme's first stage introduces four ready-made incentive packages targeting advanced industries, logistics, technology, and financial services in Lusail. These packages aim to stimulate new investment, expand and digitise existing operations, create high-skilled jobs, and encourage knowledge transfer.
Eligibility is guided by clear criteria, including a minimum investment of QAR 25 million over five years, sector relevance, and job creation targets. Investors can apply through the Invest Qatar Gateway, the country's first digital platform for business registration and services.
The programme builds on the National Incentives Framework, aligning with wider reforms aimed at improving the business environment. These include new digital services and simplified licensing processes across sectors. In 2024, Qatar attracted $2.74 billion in foreign direct investment through 241 projects, resulting in 9,348 new jobs.

Under the agreement, Jahez will acquire 8.14 million shares - representing 75% of Snoonu's share capital - from existing shareholders for $225 million. The deal will be financed through a combination of internal cash resources, bank facilities, and Jahez's treasury shares. Additionally, Jahez will subscribe to 723,960 newly issued shares, securing an additional 1.56% stake for $20 million. The transaction values Snoonu at approximately QAR 1.17 billion ($320 million), making it the first Qatari startup to cross the QAR 1 billion threshold. The deal is expected to close in the second half of 2025, subject to regulatory approvals and a shareholder vote at Jahez's upcoming extraordinary general meeting. Upon completion, Jahez will hold a 76.56% stake, while Snoonu founder Hamad Al-Hajri will retain the remaining 23.44%. Al-Hajri will continue to serve as CEO, supported by Snoonu's existing executive team. A new four-member board will be formed, comprising three representatives from Jahez - including the chairman - and one from Al-Hajri. Snoonu, founded in 2019, operates an integrated e-commerce and delivery platform offering food, grocery, and retail services, alongside third-party logistics solutions for startups and SMEs. The acquisition aligns with Jahez's broader strategy to deepen its regional footprint and drive platform synergies across the GCC. The $20 million capital injection is set to support Snoonu's ongoing innovation efforts and market expansion initiatives. The agreement also includes standard terms and warranties, with lock-up periods on transferred shares governed by Saudi Arabia's Capital Market Authority.

Cairo – February 16, 2025: According to Qatari Finance Minister Ali bin Ahmed Al Kuwari, Egypt is viewed as a prime candidate among emerging economies for investments within Qatar's investment strategy. He made this statement during the opening of the Al-Ula Conference for Emerging Market Economies, which kicked off in the Saudi city of Al-Ula on Sunday. Al Kuwari emphasized the considerable opportunities available in emerging markets, both on a global scale and within the region. He specifically pointed to Egypt, emphasizing its strong potential for investment. He also mentioned that other North African countries, such as Morocco, are also attractive options for investment. The finance minister stressed that Qatar's investment decisions are primarily driven by commercial considerations, explaining that the focus is on ensuring a return on investment, and that Qatar regularly reviews its investment strategies, making adjustments as needed. Deputy Prime Minister for Industrial Development and Minister of Industry and Transport, Kamel Al-Wazir, met with Qatari and Bahraini officials last week to discuss ways to enhance economic cooperation and attract more investment into Egypt's industrial and transport sectors. Al-Wazir also engaged with the Qatar Chamber of Commerce and Industry, where he encouraged Qatari investors to expand their presence in Egypt's industrial sector. He highlighted several opportunities for collaboration, such as establishing joint ventures with Egyptian manufacturers or setting up fully Qatari-owned factories. The strengthening of economic ties between Egypt and Qatar has been reflected in a significant agreement for $5 billion worth of investments and partnerships in Egypt, not including investments from the Qatar Investment Authority, with an estimated $3.317 billion set for resorts and tourism projects in Egypt. Trade between the two countries has increased notably, with the total volume of trade rising by 38 percent last year, reaching approximately QAR 746 million, up from QAR 540 million in 2023.
