‘Suspension of police officers without any sufficient grounds, prima facie RCB responsible for large gathering'
It also directed the Karnataka government to reinstate him in the post he held. CAT said that the suspension order 'has been passed in a mechanical manner and the order is not based upon any convincing materials. The police officers have been suspended without any sufficient material or grounds.'
CAT further said that it expects that the government 'will give the same benefit to the other officers who were suspended by the same order'. Former city police commissioner B. Dayananda, former DCP (Central) H.T. Shekhar, former Cubbon Park ACP Balakrishna and former Cubbon Park inspector Girish are the other four officers suspended by the same order.
The order is seen as a setback for the State government as Chief Minister Siddaramaiah had personally announced the suspension of officers at a press conference. Sources in the government told The Hindu that the order will likely be challenged in the High Court of Karnataka.

'Police are neither Gods nor magicians'
In the order passed by Justice B.K. Srivastava and Administrative Member Santosh Mehra, CAT - Bangalore Branch, citing lack of time to make arrangements, said the police were also human beings and neither 'God or magician' having magical powers like 'Alladdin ka Chirag' to make adequate arrangements in such short time.
'...The question arises whether 'sufficient time' was available to the police for making the sufficient arrangements? The answer is negative,' CAT said in its order. 'Because of a shortage of time on 04.06.2025, the police were unable to make the appropriate arrangements. Sufficient time was not given to the police….It cannot be expected from the police that within a short time of about 12 hours the police will make all arrangements,' it said.
'Prima facie RCB responsible for large gathering'
In its order, CAT finds that prior permission was not taken for the stadium event as per rules. Citing the letter given by Karnataka State Cricket Association (KSCA) to Inspector, Cubbon Park on June 3 before the finals match, the Tribunal said the letter was in violation of Licensing and Controlling of Assemblies and Public Procession (Bengaluru City) Order, 2009, as per which permission needs to be taken seven days in advance from Additional Commissioner of Police in-charge of law and order, after making a security deposit. CAT found that none of these provisions were followed and the letter was not submitted to the Additional Commissioner, in this case Vikash Kumar Vikash, or the Commissioner.
'The KSCA submitted a letter which also did not contain any request for granting the permission or for making the arrangements. The letter shows only the information regarding the intention,' CAT said, adding: 'Upon the basis of this letter, prima facie the police was not bound to give any facilities or to provide any support. In spite of that, the police provided the proper arrangements as far as possible'.
Detailing how RCB announced a victory parade repeatedly on June 4 on its social media handles, CAT observed that 'prima facie it appears that the RCB is responsible for the gathering of about three to five lakh people'. 'The RCB did not take the appropriate permission or consent from the police. Suddenly, they posted on social media platforms and as a result of aforesaid information, the public gathered,' it said, referring to it as 'creating nuisance without any prior permission', elsewhere in the order.
'No convincing materials for suspension'
Quoting from the terms of reference to the judicial inquiry commission formed by the state government to probe the stampede case on June 5, one of which reads: 'Identification of persons responsible for lapses/deficiencies that led to the incident', CAT said that this showed 'that till June 5, it was not ascertained that who are responsible for the lapses and deficiencies. The same is also reflected from the order of magisterial inquiry'. 'At the time of passing of the aforesaid order there was no convincing material for showing the default or negligence of the concerned police officers,' CAT said in its order.

NEW DELHI: In a major move to "clean up" the electoral system, the Election Commission of India (ECI) has identified 476 Registered Unrecognised Political Parties (RUPPs) for delisting due to their failure to contest even a single election in six years, an official said on Monday. Out of the 476 parties under the ECI scanner, a maximum of 121 are in Uttar Pradesh, followed by Maharashtra with 44, Tamil Nadu with 42 and Delhi with 41, the ECI said. 'As part of a comprehensive and continuous strategy to clean up the electoral system, ECI has been conducting a nationwide exercise to identify and delist RUPPs which have failed to fulfil the essential condition of contesting even a single election for 6 years continuously, since 2019,' said the ECI in a statement. Guidelines for registration of political parties mention that if the party does not contest elections continuously for 6 years, the party shall be taken off the list of registered parties, it said. Under provisions of the Act, any association once registered as a political party, gets certain privileges and advantages such as symbol, tax exemptions among others, it said. On August 9, as many as 345 RUPPs, which have failed to fulfil the essential criteria of contesting even a single election for the last six years since 2019 and whose offices could not be physically located at the address mentioned in their registered documents were delisted by the ECI. 'As part of second round of the exercise, another 476 RUPPs have been identified, which are from different States and UTs across the country,' the ECI said. To ensure that no party is unduly delisted, the CEOs of the respective States/UTs have been directed to issue show-cause notices to these RUPPs following which, the parties will be given an opportunity through a hearing, it said. On August 9, the ECI said, "After considering all facts and recommendations of CEOs, the Commission has delisted 334 RUPPs. Now, out of the total of 2,854 RUPPs, 2,520 are remaining." "These RUPPs will now not be eligible to avail any benefit under the provisions of Section 29B and Section 29C of the RP Act, 1951 and the Election Symbols (Reservation and Allotment) Order, 1968. Any party aggrieved by this order can appeal to the Commission within 30 days," it further added. The delisting of RUPPs is part of the ECI's comprehensive and continuous strategy to purge the system of parties which have become redundant and merely exist on paper. Since 2022, the poll panel has delisted 284 defaulting and non-compliant RUPPs and declared 253 RUPPs inactive as part of its efforts to clean up the political space, occupied by non-functional parties.

As soon as WhatsApp was set up using the new SIM, the display picture was of Rajat Patidar. Manish and Khemraj initially dismissed the proceedings as a glitch. However, soon, the room for all jokes disappeared as the duo started receiving calls from Virat Kohli, AB de Villiers and Yash Dayal. Speaking to news agency PTI, Khemraj, who is an ardent Kohli fan, said he was ecstatic to hear the voice of AB de Villiers despite not understanding a word he said as the former South Africa captain spoke in English. Gariaband Deputy Superintendent of Police Neha Sinha later clarified that the SIM was deactivated after 90 days as per telecom policy and then reassigned to a new customer, Manish. "Manish was actually getting calls from cricketers who were in contact with Rajat Patidar. Patidar informed the Madhya Pradesh Cyber Cell that his number had been allotted to someone else and requested to have it back," she was quoted as saying by PTI. The SIM card drama might be too hard to believe, but Manish and Khemraj are not complaining. Their lifelong dream of speaking to Virat Kohli came true. 'Even if it was all due to a mix-up, these conversations happened out of sheer luck. People just dream of seeing them, we got to speak to them,' Manish's brother Deshbandhu Bisi said.
