The Karnataka government on Monday revoked the suspension of four senior police officers, including two Indian Police Service officers, against whom action was taken after the stampede outside the Chinnaswamy Stadium that killed 11 persons, The New Indian Express reported. The four officers are former Bengaluru Police Commissioner B Dayananda, Deputy Commissioner of Police (Central) Shekhar H Tekkannavar, Assistant Commissioner of Police (Cubbon Park Division) C Balakrishna and Cubbon Park Police Station Inspector AK Girish, Deccan Herald reported. He was in charge of stadium security, Deccan Herald reported. Vikash had approached the Central Administrative Tribunal to challenge his suspension. The CAT had quashed the suspension order, following which the state government filed an appeal before the High Court, where the case is pending. The tribunal is a quasi-judicial body to resolve the grievances of government employees. It had held in its July 1 order that the basis for such a conclusion was unclear as the order suspending the police officer did not explain how it came to the finding before the inquiry was completed. The stampede had taken place at Gate Number 3 of the stadium on June 4, where fans had gathered to celebrate the Royal Challengers Bengaluru's victory in the Indian Premier League. Eleven persons were killed and more than 50 were injured in the incident.

Stampede: Govt revokes suspension of four police officers
Bengaluru: The government on Monday revoked the suspension of four police officers, including the then Bengaluru Police Commissioner B Dayananda, who were suspended in connection with the June 4 stampede outside the Chinnaswamy Stadium here, which left 11 people dead. However, the suspension of Vikash Kumar Vikash - Inspector General of Police, stands as proceedings related to his case are currently underway in the Karnataka High Court, official sources said. According to the government order, the suspension has been revoked as both the Judicial Commission and Magisterial committee have completed their inquiry into the stampede incident and submitted their reports to the government, and the officers have also submitted representations requesting to revoke their suspension. The officials whose suspensions have been revoked are IPS officers: B Dayananda - Additional Director General of Police and Shekar H Tekkannavar - Superintendent of Police. Also, two Karnataka State Police Service officers: C Balakrishna - Deputy SP and A K Girish - Police Inspector. On July 1, the central administrative tribunal (CAT) Bengaluru bench quashed the suspension of Vikash, challenging which, the state government had moved the High Court. The stampede occurred on June 4 evening outside the Chinnaswamy stadium in Bengaluru, where a large number of people thronged to participate in the RCB team's IPL victory celebrations.

The Karnataka government issued the order after representations by the suspended officers and the submission of reports by district magistrate and judicial commission The Karnataka government on Monday revoked the suspension of former Bengaluru police commissioner B Dayananda and three other officers in connection with the Chinnaswamy Stadium stampede, in which 11 people died and at least 70 were left injured. The Siddaramaiah-led government issued the revocation order following representations by the suspended officers and the submission of two inquiry reports – one by district magistrate G Jagadish as part of the magisterial inquiry, and the other by the one-person judicial commission headed by Justice John Michael Cunha, a retired Karnataka High Court judge. The inquiries were conducted to investigate the stampede that took place during the RCB team's IPL victory celebrations. The order stated: 'Since both the judicial commission and the magisterial committee have completed their enquiry into the stampede incident and submitted their reports to the government on 10.07.2025 (July 10) and 11.07.2025 (July 11), respectively, and since the officers have also submitted representations requesting to revoke their suspension, the suspension stands revoked." Despite the revocation, however, Dayananda – an officer of the rank of additional director general of police (ADGP) – will not be promoted to DGP even as a vacancy arises on July 31, following the retirement of Malini Krishnamurthy. This is due to a pending departmental inquiry against him. The suspensions of superintendent of police (SP) Shekar H Tekkannavar, deputy SP C Balakrishna, Cubbon Park police inspector AK Girish have also been revoked alongside Dayananda's. 'Despite revoking the suspension, the officers will have to face a departmental inquiry, which may be headed by a former judge or a former IAS officer. Only if the departmental inquiry gives all of them a clean chit can you say they are exonerated," a government source told News18. Among the suspended senior officers was IPS officer Vikash Kumar Vikash, who was serving as additional Commissioner of Police (West) at the time of the incident. He had approached the Central Administrative Tribunal (CAT), seeking reinstatement soon after his suspensions as announced. The suspension of Vikash Kumar Vikash, former additional commissioner of police (west), is not considered in this order as it remains pending with the high court. It depends on the decision on the state government's appeal against the order by the Central Administrative Tribunal (CAT), which Kumar had brought in his favour. On July 10, the CAT passed an order quashing Kumar's suspension and directed the government to reinstate him. He told the tribunal that he was made a scapegoat and had been suspended without being given an opportunity to explain. The CAT further ruled that his suspension period should be treated as official duty. He was then serving as additional commissioner of police (west) of Bengaluru City. His suspension, however, has not been revoked as yet because the state government has challenged the CAT's order in the HC. While revoking the other suspensions, it said the departmental inquiries against all the officers will continue. The stampede on June 4 left 11 people dead and dozens injured after massive crowds gathered at and around the M Chinnaswamy Stadium in Bengaluru to celebrate Royal Challengers Bangalore's (RCB) historic IPL win – the team's first trophy in 18 years. The unexpected surge of fans led to a stampede that left 11 dead and over 50 others injured. In the immediate aftermath, the government had suspended several senior officers, including Circle Inspector A K Girish of Cubbon Park police station, ACP C Balakrishna, DCP Central Division Shekhar H Tekkannavar, ACP Vikash Kumar Vikash, and Commissioner B Dayananda. The government had cited 'substantial dereliction of duty' in its suspension order, stating that the officers had failed to manage the event and its associated risks. Karnataka revokes suspension of top cops after Bengaluru stampede case inquiry
The Karnataka government has revoked the suspension of former Bengaluru Police Commissioner B Dayananda, Additional Commissioner of Police Vikash Kumar Vikash and Deputy Commissioner of Police (Central) Shekar H Tekkannavar. The three senior officers were suspended following the June 4 stampede incident outside M Chinnaswamy Stadium, which claimed 11 lives and left several others injured. A government order confirmed their reinstatement into service. Alongside Dayananda, Vikash Kumar and Shekar, the suspension of Deputy Superintendent of Police (DySP) C Balakrishna, who was then serving as Assistant Commissioner of Police (Cubbon Park), and Inspector Girish, the then Station House Officer of Cubbon Park Police Station, has also been revoked with immediate order stated, 'Since both the Judicial Commission under John Michael D'Cunha and the Magisterial Committee District Magistrate Jagadish G have completed their enquiry into the stampede incident and submitted their reports to the government on July 10 and July 11, 2025 respectively, the officers also submitted representations requesting that their suspension be revoked. In view of the above, the order of suspension of the officers has been reconsidered by the government.' All five officers were suspended by the Karnataka government after a Cabinet meeting on June 5. The stampede took place during a special felicitation ceremony organised by the Karnataka State Cricket Association (KSCA) to honour the Royal Challengers Bengaluru (RCB) players after they won their maiden Indian Premier League (IPL) title in 18 years. The incident drew widespread criticism of the police over lapses in preparedness and crowd control July 1, the Central Administrative Tribunal (CAT) had ordered the reinstatement of suspended IPS officer Vikash Kumar Vikash and directed that the period of his suspension be treated as duty with full pay and allowances.
