The analysis revealed outstanding performance in several districts.
Ghaziabad received 24,115 applications with just 15 pending (0.06%), Prayagraj (RTO) had 33 pending out of 23,914 (0.13%), and Muzaffarnagar reported only 20 pending out of 13,523 (0.15%).
In districts like Shahjahanpur (0.46%) and Amethi (0.63%), where application volumes were lower, pendency rates were slightly higher. The department has responded by initiating special monitoring in these areas.
Thanks to strong monitoring, administrative efficiency, and effective public awareness campaigns, including outreach via social media, the pendency rate dropped below 0.5% in over 90% of the districts, said an official.
The department aims to further streamline the application and approval process with the help of Community Service Centres (CSCs) and the Sarathi portal. Performance reviews will be conducted regularly to maintain and improve results.
"Owing to the department's continuous efforts, the licence issuance process has become simpler, faster, and more transparent. All districts have been instructed to ensure that pending cases are resolved within seven days. Officials from lagging districts have been urged to evaluate their performance and take swift corrective measures based on the comprehensive review report issued by the department," said transport commissioner, Brijesh Narayan Singh.

PUNE: With only a few days left for the August 15 deadline for high-security registration plate (HSRP) installation in Maharashtra, the state transport department has made it clear that there will be no extension this time. The transport department has warned vehicle owners who fail to install HSRPs within the stipulated time of strict action. Out of these, 698,497 appointments have been scheduled and 540,009 fitments have been completed as of August 11, 2025. As per the information shared by the state transport department, not only will the RTO-related work (ownership transfers, fitness certificates, and other services) of vehicle owners who fail to install HSRPs within the stipulated time be put on hold, they will also be liable to pay an additional penalty. The department has urged citizens to get their HSRPs fitted at the earliest to avoid last-minute rush and legal consequences. The authorities have also indicated that enforcement drives will intensify immediately after the deadline, and vehicles found without the mandatory plates will be penalised on the spot. The HSRPs, designed to enhance vehicle identification and curb theft, are being made compulsory across the state with the final compliance date now rapidly approaching. Swapnil Bhosale, deputy regional transport officer, Pune, said, 'Vehicle owners must ensure that they get their HSRPs fitted before the deadline. Post-deadline, we will not process any RTO-related work for non-compliant vehicles, and penalty action will be taken as per the rules.'

RTO issues notice to cricketer Akash Deep over SUV sans HSRP
LUCKNOW The RTO office in Lucknow on Monday issued a notice to cricketer Akash Deep, directing him to immediately stop using his newly purchased SUV on public roads until the completion of registration formalities and the installation of the mandatory high-security registration plate (HSRP) and third registration mark (TRM). The RTO gave the cricketer 72 hours to appear in person or through an authorised representative with all requisite documents, including proof of registration, insurance, tax payment. It also issued a show-cause notice to the Chinhat-based automobile dealership that delivered the vehicle to Akash Deep without an HSRP and third registration mark (TRM). 'Legal action under Sections 192 and 207 of the Motor Vehicles Act will be initiated against the defaulting dealer,' read the copy of the letter issued by Lucknow regional transport officer. The RTO issued strict instructions to all dealers, reiterating that no vehicle whether for temporary or permanent registration can be handed over without HSRP and TRM. Dealers were also asked to ensure compliance with Form 20, 21 and 22 requirements and to update records on the Vahan portal before delivery.

Footfall in RTO office reduces by 60%, says RTO
Mangaluru: The office of the Mangaluru RTO has witnessed a drastic decline in footfall, thanks to the online facilities in the Parivahan portal, said RTO Shridhar K Mallad. At a transport adalat held on Monday, the RTO stated that the Mangaluru RTO office issues an average of 500-600 Registration Certificate (RC) smart cards and 300-400 driving licences (DL) per day. In the past year, 1.4 lakh smart cards were delivered to applicants' addresses. Since the Parivahan portal offers options to apply for or renew licences and several other features, the majority of people have stopped visiting the RTO office. He requested people to update their mobile numbers in their RC and DL by logging on to the Parivahan portal so that all messages pertaining to various information will be delivered to the users' mobile phones. With e-challan systems implemented through the Command and Control Centre, owners now receive real-time notifications on traffic violations, vehicle fitness expiry, DL expiry, and other updates, he added. In response to a complaint raised by a participant, the RTO said the office premises are free from crowds. "People need to go to different counters at the RTO office to get their work done. They can apply for everything online through Parivahan. The RC and DL are sent to the applicant's address by speed post. There is no mess at the RTO office now as more than 60% of the applications are processed online. People need not come to the RTO office," he said. The govt has sanctioned Rs 1.5 crore for the renovation of the RTO office. The public works department will commence the work soon, he said. On a proposal to open pre-paid autorickshaw counters at railway stations in Mangaluru, the RTO mentioned that a team of officials has already conducted a study in Palakkad and Mysuru.
