MoD review of Defence Acquisition Procedure 2020
The ministry on Thursday said that a committee headed by the Director General (Acquisition) has been constituted to carry out extensive deliberations with all stakeholders.
Dipti Mohil Chawla is Additional Secretary and DG (Acquisition). 'The ministry has also appointed former IAS officer Apurva Chandra (1980 batch), who has previously served as DG (Acquisition), as the Principal Advisor to the committee,' a statement said.
The panel has already begun consultations and invited suggestions from stakeholders by July 5.
The aim of the review is to meet the 'operational requirements and modernisation of the armed forces' in a timely manner to ensure national security, according to the defence ministry.

The Pension Committee, led by senior IAS officer Gagandeep Singh Bedi, has called for four rounds of talks with associations of government servants and teachers on August 18 and 25 and September 1 and 8. In February, the Tamil Nadu government constituted a committee under the chairmanship of Mr. Bedi to examine in detail the three pension schemes — Contributory Pension Scheme (CPS), Old Pension Scheme (OPS), and Unified Pension Scheme (UPS). It was tasked with making recommendations on the 'most suitable and feasible pension structure to address the demands of employees, while maintaining the fiscal sustainability of the State.' The CPS was introduced for Tamil Nadu government employees, who joined service on April 1, 2003. The National Pension System was introduced for employees of the Union government from January 1, 2004. However, the CPS was followed for the State government employees. Resuming old scheme There have been representations from the State government employees to resume the OPS, which was followed before April 1, 2003. In this situation, the Union government introduced the UPS on January 24 this year. In April, Chief Minister M.K. Stalin announced in the Assembly that the committee would be advised to submit its report by September 30 this year.

HC seeks data on pupil-teacher ratio in all govt schools
Cuttack: Orissa high court has directed the director of elementary education to submit detailed data on the pupil-teacher ratio (PTR) across all govt-run schools till Aug 1. The court issued the direction recently while hearing a petition filed by a teacher seeking intervention against his transfer from one school to another in Cuttack district. In what it called "a bit unusual approach", the court directed the state authorities to submit PTR data for all schools, specifying existing vacancies and the measures being undertaken to fill them. In his Aug 7 order, Justice Dixit Krishna Shripad noted that the transfer appeared to have been effected before the expiry of the minimum retention period (three years), which, as per the extant transfer guidelines, is to be reckoned from Aug 8, 2023. Justice Shripad stayed the transfer of the teacher and observed that several such cases are being brought before the court, where the PTR is allegedly not maintained, adversely impacting the quality of instruction. Stating that the Right to Education is a fundamental right under Article 21 of the Constitution, Justice Shripad remarked that it could not turn a "Nelson's eye" to administrative deficiencies in the education sector. NEP-2020 recommends a pupil-teacher ratio (PTR) of under 30:1 at each school level, with a preference for 25:1 in socio-economically disadvantaged areas. It is similar to the recommendations of the RTE Act, 2009. "The future of the nation depends upon the quality of education given to growing children," Justice Shripad observed. Petitioner Sitakanta Samal has been allowed to continue as assistant teacher in Bapuji Govt High School under the administrative control of block education officer, Nischintakoili, until the next hearing.
