Govt reaffirms LPG subsidy for households and F&B businesses
Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali dismissed rumours of subsidy removal, calling them misleading.
'The mandate given to the Domestic Trade and Cost of Living Ministry is to address leakages like misappropriation and smuggling, not to withdraw or abolish the LPG subsidy,' Armizan said during a Dewan Rakyat session. He was responding to a question from Young Syefura Othman (PH-Bentong) regarding concerns over subsidy discontinuation.
Armizan clarified that while the subsidy primarily benefits consumers, micro and small F&B businesses serving the public will also retain access.
'The government remains open to allowing these businesses to benefit, but food prices must remain reasonable, not premium,' he added.
To strengthen oversight, the government will amend the Control of Supplies Regulations 2021, formally recognising eligible businesses.
'These controls will ensure subsidies reach intended recipients—households and small traders,' Armizan said. - Bernama

KUALA LUMPUR: Comprehensive improvements to the government's selective pre-qualification procurement method (Pre-Q) is needed if it is to be continued in the future, says Lim Hui Ying. The Deputy Finance Minister said the improvements are necessary following the Auditor-General' Report findings of weaknesses in the system including manipulation for bidding companies to be shortlisted. "The Ministry takes note of the audit findings and recommendations. "If the Pre-Q method is to be introduced again in the future, overall improvements are needed which has to be carefully looked at, particularly the aspects which could give rise to manipulation," she said when wrapping up her ministerial replies when debating the Auditor-General's Report in Dewan Rakyat on Wednesday (July 23). She acknowledged that the report had found weaknesses in the Pre-Q method, which was introduced by the Finance under a pilot project in March 2023. The aim of the Pre-Q method was to improve the open tender process to ensure that high impact project meant for the rakyat were implemented swiftly, she noted. She said that the ministry had requested the Auditor-General's Department conduct an audit of the Pre-Q method on several ministries in August last year to determine its effectiveness, which was completed in April this year. Among the weaknesses found during the audit, was at the two-stage evaluation process where companies were shortlisted for bidding for government projects. "There was manipulation at this stage for companies to be shortlisted for the second stage of bidding," she said. She said that the evaluation process need to be improved and made more transparent if the Pre-Q method is to be reintroduce in the future. She noted that the Pre-Q pilot project had ended on Dec 31 last year. The audit noted that the Energy Transition and Water Transformation Ministry and the Rural and Regional Development Ministry did not comply with the evaluation criteria stipulated by the Finance Ministry. The audit found that six companies even passed the first stage without submitting required documents, with three of them later awarded Letters of Acceptance (LOA) for flood mitigation projects in Penang, Pahang and Selangor totalling over RM811mil under the Energy Transition and Water Transformation Ministry. Furthermore, seven companies that did not have the financial capacity were invited to participate in the second round, up to four times under the Rural and Regional Development Ministry. One of these companies was awarded the LOA for an RM40.1mil road upgrade works in Tumpat, Kelantan. This was the first time that the Auditor-General's Report was tabled in Parliament for debates.

Tan Kar Hing (PH-Gopeng) proposed that the cooking oil subsidy be transformed into targeted assistance through e-vouchers using the Central Database Hub (PADU) system, following the serious weaknesses in the Cooking Oil Price Stabilisation Scheme (COSS) highlighted in LKAN. 'With this voucher, consumers can make purchases at supermarkets, retail stores, or online. This approach will also reduce administrative burdens, increase transparency, and prevent leakages that have plagued the distribution chain,' he said.

Malaysia strengthens whistleblower protection with new legal amendments
PUTRAJAYA: The Whistleblower Protection (Amendment) Bill 2025, passed unanimously in the Dewan Rakyat, represents a significant step in Malaysia's efforts to promote integrity and combat corruption. The Legal Affairs Division (BHEUU) hailed the amendments as a crucial development under the National Anti-Corruption Strategy 2024–2028. According to BHEUU, the updated law aims to encourage more individuals to report misconduct without fear of retaliation. 'The MADANI government remains committed to rejecting all forms of intimidation against whistleblowers and will continue to strengthen protection policies to build a more transparent, accountable and corruption-free Malaysia,' the agency stated. Key reforms include the formation of a Whistleblower Protection Committee to oversee implementation and the removal of legal loopholes that previously allowed protection for corrupt acts. 'This principle is crucial to ensure that any misconduct or harmful action occurring in the public or private sector can be exposed, provided the disclosure is made responsibly and in accordance with the stipulated conditions,' BHEUU explained. Additional safeguards extend protection through the Witness Protection Programme for those facing threats after reporting wrongdoing. The amendments also introduce Section 11(1A), granting enforcement agencies discretion to maintain or revoke protection based on public interest. 'These amendments are vital in allowing for the revocation of protection if a whistleblower is found to have participated in the misconduct in question,' the statement added. BHEUU expressed gratitude to lawmakers, stakeholders, and civil society for their contributions in shaping the reforms.
