
From cosmos to classrooms, the Kasturirangan impact
As chairperson of the NEP drafting committee, Kasturirangan recognised that the key to India's growth lay in empowering its youngest minds with the foundational skills necessary for a prosperous nation. NEP laid the groundwork for a future where foundational literacy and numeracy (FLN) are not aspirational but guaranteed for every child.
The impact of his work, particularly through initiatives like the National Initiative for Proficiency with Reading with Understanding and Numeracy (NIPUN) Mission, is already being felt across India. He may have laid the foundation for a developed India built on the knowledge and capabilities of those who are children now.
Kasturirangan's deep commitment to education was apparent long before his role as the chief architect of NEP 2020. In 2008 he was appointed chairman of the Karnataka Knowledge Commission. In that role and as a board member of institutions such as IIT Roorkee, IIT Madras, and IISc Bangalore, Kasturirangan was instrumental in shaping curricula and guiding strategic decisions in India's higher education system.
If students do not achieve the first milestone of reading and numeracy by Grade 3, they fall behind not just in school but in life. This would have profound implications for their ability to engage in higher-level learning and, ultimately, for their success in life.
FLN eventually became a movement across the country. Over 15 states have launched FLN missions and programmes, and NISHTHA FLN (a programme that aims to improve teacher training and education quality) has been adopted by 90% of states and Union Territories. It even made it to the G20 Summit in 2023 where Prime Minister Narendra Modi highlighted NIPUN Bharat and G20 took up FLN as an international priority.
Green shoots from the FLN drive are beginning to show in survey data. According to the latest Annual Status of Education (Rural) Report (ASER), literacy levels in government schools have gone up from 20.9% (2018) to 23.4% (2024) and numeracy from 20.9% (2018) to 27.6% (2024) at the national level -- the highest ever outcomes at a Grade 3 level.
Another NEP breakthrough has been recognising the importance of strong early years and play-based learning for children in the 3-6 years age group. This has been institutionalised in the form of Balvatika (pre-primary) and Vidya Pravesh (transitioning from pre-primary to primary) programmes, a total of 72% of students were covered under Vidya Pravesh by 2023.
Another cornerstone of NEP 2020 is the creation of large, integrated school complexes — a move away from fragmented, under-resourced institutions toward more cohesive, resource-efficient hubs. The PM SHRI (Prime Minister Schools for Rising India) scheme, launched in 2022, represents a major step forward in implementation, where 14,500 schools are meant to be transformed into model institutions. These schools are meant not only to embody NEP's pedagogical ideals but also to serve as demonstration and anchor schools within their clusters.
The National Curriculum Framework (NCF) has also been revamped under Kasturirangan's leadership for a better fit with NEP 2020 goals. It restructures schooling into four stages — foundational, preparatory, middle, and secondary — aligning curriculum and pedagogy with child development milestones. It also shifts focus from rote memorisation to building core skills like critical thinking, problem-solving, and the application of knowledge; emphasises FLN, experiential learning, and a reform of assessment methods to measure conceptual understanding rather than just exam performance.
Kasturirangan may no longer be with us. But his legacy lives on through the transformative changes he initiated in India's education system. His work continues to push Indian education toward greater inclusivity and innovation, ensuring that every child has the opportunity to learn, grow, and thrive in a rapidly evolving world.

New Delhi: India is soon set to become a space superpower, and the industry has grown multifold in the last five years, said experts on Friday, lauding Prime Minister Narendra Modi's Independence Day speech on the space sector. In his address to the nation from the Red Fort, PM Modi said the nation is proud of its space sector. The Prime Minister stated that India is working towards becoming self-reliant in the space sector. Citing several space missions, like Gaganyaan, Chandrayaan, and Mangalyaan, space scientist Dr P K Ghosh, told IANS: 'I think we are very near to becoming a space superpower with all these projects coming up'. Ghosh lauded the PM for acknowledging the space sector, which 'has achieved a lot of technologies on our own, capabilities'. One such example is the Cryogenic Engine technology. Another is the Gaganyaan mission -- India's flagship human spaceflight programme -- for which preparations are underway, he said. Notably, the space feats have been achieved on a 'frugal budget and they have produced results'. Now 'other countries want to collaborate with us', Ghosh told IANS, while mentioning the recent NISAR mission conducted in collaboration with NASA, and other impending missions with Japan's space agency JAXA, as well as other countries. The PM had also mentioned plans to build our own space station -- Bharatiya Antariksh Station (BAS) -- and underscore the need to become self-reliant in the space sector. 'The BAS, which will come around after 2030, would be a major step. I think each of our 1.4 billion people should be very proud of it. Currently, we have the International Space Station and the Chinese Tiangong,' Ghosh said. 'Our youth have been really motivated to join the space sector,' the space scientist said, citing the 300 space startups in the country. Lt. Gen. AK Bhatt (retd.), Director General, Indian Space Association (ISpA) lauded the government's policy to open up the space sector to the private industry in 2020. He credited the policy behind the surge in space startups in the country. 'Our Hon'ble Prime Minister's visionary plan to open up India's space sector has been a true game-changer. Backed by progressive reforms such as the Space Policy, liberal FDI push, and strong government support, the industry has grown multi-fold in just five years,' Bhatt said. 'The surge in space startups and their achievements reflects an unprecedented wave of innovation and ambition among our youth. With this momentum, we are confident of achieving the goal of $44 billion space economy by 2033 and cementing India's position among the world's leading spacefaring nations. This is not just growth, it's a national movement inspiring every Indian to aim higher and reach for the stars,' he added.

Marksheet scam in Gulbarga University: loss pegged at ₹11.67 crore
A multi-crore marksheet scam has been reported in the Department of Evaluation of Gulbarga University, in which marksheets were printed in violation of the government orders. A committee headed by S.R. Niranjana, Vice-Chairman of Karnataka State Higher Education Council, has conducted a probe into the issue and submitted a report to the government stating that the university has suffered a loss of about ₹11.67 crore due to the printing of marksheets in violation of the rules. Minister for Higher Education M.C. Sudhakar revealed this in response to a question raised by Talwar Sabanna, MLC, in the Legislative Council session The previous BJP government implemented National Education Policy (NEP-2020) in the higher education sector in 2021-22. As per the rules of NEP, instead of physical marksheets, it is mandatory to issue digital marksheets to students who have completed their degrees. After the results of various examinations, the digital marksheets are uploaded in DigiLocker. Students can download these marksheets using their login credentials. But, Gulbarga University violated the government order and printed marksheets from 2021-22 to 2024-25. The university obtained these marksheets from the government press. Since digital marksheets were mandatory, the university did not distribute these printed marksheets to any student. As a result, the marksheets of more than five lakh undergraduate and postgraduate courses had remained in the university godown. The syndicate members of the university had objected to the printing of marksheets in violation of the rules, after which the State government had formed a committee headed by Prof. Niranjana to investigate the issue. The report, in addition to the financial loss, has also framed charges against 11 people, including the university's Registrar (Evaluation). 'The names of the officers/staff members who were there during that period, and their designations have been given. After examining the report, it has been found that Gulbarga University has illegally printed marksheets and degree certificates in violation of the orders issued by the State government, causing financial loss. Legal action will be taken against the officers/employees under the Karnataka State Universities Act, 2000,' said Dr. Sudhakar.

Chief Minister Siddaramaiah announced on Friday that the state government is taking steps to develop a comprehensive 'Karnataka-specific" education policy aimed at the holistic development of the youth. Formed in October 2023, it followed the Congress' election pledge to replace the National Education Policy (NEP) implemented by the BJP-led Centre. Siddaramaiah stated that this year, the government is establishing 500 Karnataka Public Schools (KPS) with a budget of Rs 2,500 crore. 'We are providing nutritious food to 53 lakh children, ragi malt, milk, eggs or bananas on all school days, and a hot midday meal. We have increased honoraria for guest teachers and midday meal staff, prioritised teacher recruitment, upgrading first-grade colleges and polytechnics at a cost of Rs 2,500 crore, and are establishing 13 new technical education institutions," he said. During his address at the 79th Independence Day celebrations, the Chief Minister highlighted that the government is enhancing first-grade colleges and polytechnics in the state and establishing 13 new technical education institutions. Emphasizing that skill training and employment opportunities for youth are a top priority for his government, the CM stated that under the initiative 'My Career, My Choice," vocational guidance programmes are being implemented in 150 government schools for students from grades 8 to 12, benefiting 35,000 students so far. 'This will be expanded to train 2.3 lakh students.
