Gurdwara bodies of Haryana and Punjab clash over control of Miri Piri group of institutions

Chandigarh: Within days of establishing the elected body, tensions have emerged between the Haryana Sikh Gurdwara Management Committee (HSGMC) and the Shiromani Gurdwara Parbandhak Committee manned trust, which manages the Miri-Piri group of institutions, including the medical college at Kurukshetra.
The war of words between the two Sikh bodies intensified after the executive body of the HSGMC, led by president Jagdish Singh Jhinda, former president Baljit Singh Daduwal, and other executive members, visited the medical college site in Shahabad Markanda. This was followed by a meeting with the Haryana chief minister Nayab Singh Saini.
During their visit to the medical college, Jhinda and Baljit Singh Daduwal asked the local management to hand over control to the HSGMC as the premises were established on the land of Gurdwara Mastgarh Sahib.
"During their tenure, the SGPC created a private trust and raised the building of the said medical college on the land owned by Gurdwara Sahib. Now, with the implementation of the Haryana Sikh Gurdwara Management Act 2014, all the gurughars are under the control of the HSGMC. According to the act, the movable and immovable assets on gurughars and their land are now under the control of the HSGMC. Since the Badal family created a family trust to manage this institute, we have termed this as illegal and initiated the process to acquire the same in accordance with the provisions of the Act," said Baljit Singh Daduwal.

When contacted, Sukhminder Singh, secretary of the trust managing the Miri Piri group of institutions, categorically dismissed the claims of the HSGMC. "Firstly, the issue related to this institution is under litigation and the court has imposed a stay. They can download the orders from the website and get those vetted by the govt as well as their legal team. Let them get the stay vacated and take directions from the court," said Sukhminder Singh.

Subsequent allottees of flats in cooperative societies to pay stamp duty now
The Punjab Cabinet, led by Chief Minister Bhagwant Singh Mann, Thursday approved an amendment to the Punjab Cooperative Societies Act, 1961 and the withdrawal of stamp duty and registration fee exemptions for certain classes of cooperative societies. Currently, the Act provides exemptions from compulsory registration, originally intended to facilitate the development of cooperative institutions. However, this provision enabled property transactions, particularly in urban housing societies, to take place without formal registration or the payment of stamp duty and registration fees, said the spokesperson. With this amendment, residents who buy apartments/flats from original allottees or subsequent buyers will now have to pay stamp duty while getting their property registered with the revenue department of the government from now on. The situation has encouraged unregistered possession, benami transactions, and other legally risky arrangements. Therefore, an amendment to Section 37 of the Act has been made by adding Clauses 2 and 3. These clauses stipulate that the State Government may, through a notification in the Official Gazette, direct that the exemption under sub-section (1), or any part thereof, shall not apply to certain classes of cooperative societies or specified categories of instruments. Upon the issuance of such a notification, the instruments so notified shall be deemed to fall within the scope of clauses (b) and (c) of sub-section (1) of Section 17 of the Indian Registration Act, 1908, and will accordingly be subject to compulsory registration under that Ac. Panchayat development secretary post To enhance the development of rural areas through proper execution and supervision, the Cabinet also approved the creation of the post of Panchayat Development Secretary by merging the cadres of Panchayat Secretaries and Gram Sevaks (Village Development Officers). Subsequently, a state cadre will be constituted for these posts to accelerate rural development across Punjab. For existing Panchayat Secretaries, a dying cadre will be created, who will be placed based on their self-declaration letters and as per their seniority, following the existing Gram Sevaks in the seniority list.

"Even your PDA (Picchda, Dalit Alpsankhyak) narrative is 'namoona' (sample) of that self-interest," Yogi said speaking on floor of UP assembly. In a jibe at SP chief Akhilesh Yadav for his 'PDA' slogan , said it was "Parivar Development Authority". "The vision of opposition was like that of a "frog in a pond" which can't see beyond a limit," he added. He said while the world was witnessing fierce competition, opposition was only limited to its "family". "And you want to take the state in that direction," Yogi said. His remark was sharp retort to opposition benches, which have questioned fulfilment of promises BJP made to people in the last eight years. Adityanath said UP had all resources to develop before 2017. "But the state faced hampered growth because of policy paralysis," he said, stressing decline of UP, which started after 1980, became even more serious after 1990. "But between 2017 and 2025 it has touched a mark of Rs 35 lakh crore," he said. Similarly, UP's contribution to national GDP has grown from 8% to 9.5%. Yogi said economic growth rate of UP was better than national average. The state's per capita income too grew from Rs 43,000 per annum to Rs 1.2 lakh. He said in centenary year of Independence, UP aims to take the PCI beyond the national average. Exports have grown from Rs 84,000 crore to 1.86 lakh crore, and the state budget has jumped from around 3 lakh crore to over Rs 8 lakh crore. He said state dependence on Central taxes reduced from 56% to 46%. "UP is no more BIMARU, but a revenue surplus state," Yogi said. Spelling out various measures initiated for the agricultural sector, Yogi said state accounted for only 10% of total cultivable land but contributed over 14% of the national need for foodgrains. Yogi slammed opposition for staking claim to development projects, saying UP was fast becoming an expressway state in past eight years and hosting 16 domestic and four international airports. He said from 1947 to 2017, power sector struggled with limited capacity and irregular supply, and total production capacity was only 12,000 MW, insufficient to meet needs of industry, agriculture, and domestic consumption, especially in rural areas where irrigation, education, and small industries were affected by no electricity. Govt is successfully meeting the demand that has more than doubled, he said. From 2017 to 2025, power generation capacity increased by 8,000 MW, due to which the total capacity has now increased to more than 20,000 MW.
