Vietnam proposes five-year visa exemptions for foreign contributors

HANOI: Vietnam is considering granting long-term visa exemptions of up to five years to selected foreign nationals deemed key contributors to the country's socio-economic development, Vietnam News Agency reported on Monday (July 21).
Under the proposal by the Vietnamese Ministry of Public Security, eligible foreigners would be allowed to stay for up to 90 days per entry, a significant increase from the current limit of 45 days.
The exemption would apply to individuals invited by senior leaders of the Communist Party of Vietnam, the state and the government, as well as chief executive officers, scientists, university professors, researchers, engineers and highly skilled information technology personnel.
The policy aims to attract high-level foreign expertise in priority sectors such as semiconductors, digital technology, science and creative industries, according to the ministry. - Xinhua

HANOI: As Vietnam marks 30 years of membership in the Association of Southeast Asian Nations (Asean) on Monday (July 28), New Zealand's Ambassador to Vietnam Caroline Beresford praised the country's pivotal contributions to regional unity and global economic integration in a recent interview with Vietnam News Agency. Since joining Asean in 1995, Vietnam has emerged as a key player in uniting the bloc and deepening its ties with external partners, Beresford said. Its brainchild, the Asean Future Forum (AFF), has quickly become a leading strategic dialogue platform for shaping the bloc's outlook, bringing together leaders, scholars, and business and civil society representatives. The forum, she noted, exemplifies Vietnam's commitment and proactive spirit in promoting dialogue and cooperation with partners. Beresford tied Vietnam's efforts to Asean's current priorities under the Asean Community Vision 2045: 'Our Shared Future', which envisions a peaceful, stable and prosperous Indo-Pacific with Asean at its core - a goal New Zealand strongly backs. Speaking on Vietnam's role in strengthening Asean-New Zealand relations and Asean's engagement with other partners, Beresford pointed to Vietnam's considerable contributions. As Asean Chair in 2010, Vietnam hosted the second Asean-New Zealand Summit in Hannoi. A decade later, during its 2020 Asean chairmanship, Vietnam overcame the challenges of the Covid-19 pandemic to successfully hold the Asean-New Zealand Leaders' Commemorative Summit virtually marking the 45th anniversary of their dialogue relations, paving the way for the launch of negotiations to upgrade the Asean-Australia-New Zealand Free Trade Area (AANZFTA) in early 2021. She also hailed Vietnam's close coordination in the establishment of the Comprehensive Strategic Partnership between New Zealand and Asean, expected by the end of 2025, a milestone in the 50-year Asean-New Zealand relationship. Expressing commitment to deepening engagement with South-East Asia, Beresford wished to continue upholding effective cooperation with Asean in trade, economic integration, maritime security, education-training, peace initiatives and knowledge-sharing with future business leaders. She expressed particular anticipation for the upcoming Asean-New Zealand Young Business Leaders Initiative (YBLI) Summit to be held in Danang and Hue, which will bring together 120 young entrepreneurs from both sides. Congratulating Vietnam on three decades of Asean membership, the ambassador noted the country's remarkable economic progress. Since joining Asean in 1995, its GDP has ballooned 20-fold, placing it among the world's 40 largest economies, she said. With its dynamic development, status as a manufacturing hub, and network of 17 free trade agreements, including those with Asean and New Zealand, Vietnam is emerging as a key driver of global and regional economic integration. Beresford underlined the country's growing influence, particularly as it prepares to assume key regional leadership roles: Chair of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) Commission in 2026 and host of the Apec Economic Leaders' Meeting (Apec) in 2027. She expected that Vietnam would continue to play a vital role in shaping Asean's strategic directions and contributing to a peaceful, stable and prosperous Indo-Pacific. She stressed Vietnam's potential to steer the region toward digital transformation, green growth, and enhanced connectivity, building on its strengths as a young, dynamic, tech-savvy and industrious nation. The improvement, announced on July 22 by UK-based Henley & Partners, signals stronger global confidence in Vietnam and presents broader opportunities for its citizens in tourism, trade, and international integration. The Henley Passport Index ranks passports based on the number of destinations their holders can access without a visa, or with simplified procedures such as e-visas, visas on arrival, or electronic travel authorisations (ETAs). Vietnamese passport holders can now enter 51 destinations without a traditional visa - on par with several other developing nations. Though still ranked in the lower-middle tier globally, the recent jump reflects growing trust in Vietnam's foreign policy, administrative transparency, and international reputation. It is also one of Vietnam's most significant upward moves since Henley & Partners began tracking global passport access nearly two decades ago using data from the International Air Transport Association (IATA). Vietnamese citizens can currently travel visa-free or with simplified entry to several Asean countries, including Thailand, Singapore, Indonesia, and the Philippines, as well as to destinations in Africa, South America, Central Asia, and South Asia, such as Kenya, Panama, Kyrgyzstan, Iran, and the Maldives. In South-East Asia, Vietnam's passport ranks above Laos (92nd) and Myanmar (93rd), while Singapore remains at the top worldwide with visa-free access to 195 destinations. According to tourism and policy experts, a passport's ranking reflects more than mobility, it serves as a 'soft measure' of a country's political stability, global standing, and the trust placed in its citizens. The improvement also mirrors Vietnam's efforts in bilateral diplomacy, upgrades in e-passport systems, and negotiations for visa waivers with countries across Asia, Africa, and the Pacific. Experts also noted the broader impact on outbound tourism. Visa-free access stimulates demand for international travel and enables Vietnamese tour operators to design more diverse and high-end packages. Better passport access allows students, businesspeople, and workers to engage internationally with greater ease, enhancing Vietnam's role as a contributor to global culture, trade, and diplomacy. As Vietnam continues to modernise its passport system and expand diplomatic ties, the rising passport ranking not only reflects progress but also serves as a gateway for millions to explore the world and represent their country with pride. These new partners complement the list of strategic partners with whom VinFast previously finalized agreements, including Otoklix and Bengkel BOS. Otoklix has added 150 workshops to VinFast's network, comprising 41 Level 1 and 109 Level 2 workshops. Bengkel BOS has also contributed 12 Level 1 workshops. As a result, VinFast has built a nationwide network of 181 authorized genuine service workshops, including a total of 69 Level 1 and 112 Level 2 workshops. All Indonesian service workshops will meet VinFast's stringent standards for facilities, machinery and equipment, and personnel qualifications. These partners will also provide genuine services and parts for VinFast car owners, contributing to maximum convenience and peace of mind.
