Andhra ranks second in justice delivery among large, mid-sized states in India
The state rose from fifth place in 2022, while Karnataka claimed the top spot in 2025.
The state also ranked fourth in the 'prisons' category and fifth in 'legal aid,' the report said.
'We are delighted with this dramatic turnaround in our ranking. We are committed to being No. 1 in the next ranking," said TDP national spokesperson Jyothsna Tirunagari.
The IJR combines the latest official statistics from government sources with data from the four pillars of justice delivery—police, judiciary, prisons, and legal aid.
Each pillar was analysed through indicators such as budgets, human resources, workload, diversity, infrastructure, and trends against the state's declared standards and benchmarks, the report added.
Andhra Pradesh ranked second also under the police pillar, followed by fifth place in the judiciary and legal aid.
According to IJR 2025, Andhra Pradesh spends the highest amount on inmates, at Rs 2.6 lakh annually per inmate, or Rs 733 daily, with a prison population of 7,200.
The report noted that both Andhra Pradesh and Telangana do not record overcrowding in prisons, with no facility exceeding 250 per cent occupancy.
Under legal aid, Andhra Pradesh and Telangana governments contribute over 80 per cent of their respective legal aid budgets, with 100 per cent fund utilisation reported in 2022-23.
However, Andhra Pradesh reported 89 per cent utilisation of The National Legal Services Authority (NALSA) funds, compared to Telangana's 61 per cent, the report said.
On gender and caste representation, Andhra Pradesh has recorded over a 10 per cent shortfall in SC officers since 2016, while vacancies among ST constables rose from six per cent in 2019 to 11 per cent in 2022.
Both Andhra Pradesh and Telangana reported over 50 per cent women's representation in district courts. Andhra Pradesh also boasts the highest ratio of women in the police force nationally, at 22 per cent.
The state logged a 21 per cent vacancy rate among constables and 10 per cent among officers in the police department.
The IJR highlighted that Andhra Pradesh has one of the lowest vacancy rates for district judges at 12 per cent as of 2025. However, High Court judge vacancies have increased to 19 per cent since 2022.
Reflecting on the report, retired Justice Madan B Lokur said, 'The fourth edition of the India Justice Report points out that improvements remain few and far between in the absence of adequate attention to resources. Alas, the burden continues to remain on the individual seeking justice, not the state to provide it." Initiated by Tata Trusts and first published in 2019, the IJR is a collaboration among the Centre for Social Justice, Common Cause, the Commonwealth Human Rights Initiative, and others.
Based on 24 months of quantitative research, the 2025 edition tracks the performance of states in strengthening justice delivery systems and their capacity to provide mandated services effectively.
'As India moves forward into a hundred years as a democratic, rule-of-law nation, the promise of rule of law and equal rights will remain hollow unless underwritten by a reformed justice system," said Maja Daruwala, chief editor of IJR.
The report reiterated the need for immediate and foundational reforms, highlighting urgent vacancy fillings and increased representation.

Mohali councillor Sarabjit Singh Samana calls Mohali Mayor ‘complete failure'; Sidhu says MC facing severe fund crunch
Mohali councillor Sarabjit Singh Samana on Tuesday accused Mayor Amarjit Singh Jeeti Sidhu of 'dodging key issues' and being a 'complete failure' in development works, asking him to resign voluntarily, even as the latter claimed that the Municipal Corporation (MC) is facing a severe fund crunch. Speaking with The Indian Express, Samana said the Mayor had recently claimed to give a 24-hour ultimatum to meet the Mohali MLA but 'has not shown up till today (Tuesday).' 'The Mayor should stop playing hide-and-seek and come to MLA Kulwant Singh's office anytime if he genuinely wants to solve Mohali's issues,' he added. Targeting Sidhu's handling of the garbage crisis, Samana alleged, 'until MLA Kulwant Singh raised the Samgoli issue, the Mayor didn't even know about it. Even after visiting the site, he's only making delaying statements, though the access road is the corporation's responsibility'. He said the crisis could have been avoided had action been taken when the dumping ground shut down 18 months ago. On the drainage issue, Samana claimed the Mayor talks about a Rs 200-crore project 'without bringing it to the House, passing it, or even presenting a survey report.' Taking a dig, he said: 'the Mayor is an expert in airy statements. He even said in public that saving his chair for four years would be his biggest success which shows staying in power is his only goal'. The councillor also took a swipe at the Mayor's elder brother, former MLA Balbir Singh Sidhu, saying, 'Despite holding no constitutional post, Balbir Sidhu claims he is getting works done, while the Mayor says his works aren't done. Either one is lying, or both are. It seems Balbir has taken the contract to lie in villages, and the Mayor in the city'. Meanwhile, in a counter move, Mayor Sidhu, through his representative, delivered a copy of a letter addressed to the Chief Minister at MLA Kulwant Singh's office. The letter seeks a Rs 600-crore grant for 15 major projects, including resolving the garbage problem, rainwater drainage, city bus service, replacing asbestos sewage pipes, and constructing an auditorium. In the letter, the Mayor stated that Mohali MC faces a severe fund crunch as it has 'no independent sources of income,' while GMADA 'earns billions by selling land in Mohali but does not provide necessary funds.' Sidhu said he has now sent full expenditure details to the MLA as requested. 'Now it's up to the MLA to tell when he will go to the Chief Minister for this grant. I, along with my fellow councillors, am ready anytime to accompany him,' the Mayor added.

Rajasthan governor offers prayers at Tripura Sundari temple in Banswara
Jaipur, Aug 12 (PTI) Rajasthan Governor Haribhau Bagade on Tuesday visited the historic Tripura Sundari temple in Banswara district and offered prayers at the revered Shakti Peeth. During his visit, the Governor performed rituals and prayed to Goddess Tripura Sundari for peace, prosperity and well-being of the state, according to an official statement. The Tripura Sundari Mandir, located about 20 km from Banswara city, holds immense spiritual importance for devotees of Goddess Shakti. The deity, also known as Maa Turtia Mata, is believed to be an incarnation of Goddess Durga. The temple is said to date back over 1,000 years and attracts pilgrims from across Rajasthan, Gujarat and Madhya Pradesh, especially during the Navratri festival when grand celebrations are held. Sukhu gifts 5,000 chilgoza seedlings to Bhutan government
Agency: PTI Shimla, Aug 12 (PTI) Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Tuesday handed 5,000 chilgoza seedlings to the Bhutan government as a token of friendship. On Tuesday, a Bhutanese delegation, led by Royal Bhutanese Embassy Deputy Chief of Mission Tashi Peldon and Minister Counsellor Chimi Wangmo called on Sukhu and discussed mutual relations. 'About 50 kilogram seeds collected by self-help groups under the JICA project will also be provided to Bhutan in October," Sukhu said, according to a statement. He said that an agreement of friendship was signed between the two countries in 1949 and renewed in 2007. 'Chilgoza plants are found in Kinnaur district and Pangi and Bharmour areas of Chamba district of the state. These seeds play a vital role in the livelihood of the people of Kinnaur and get remunerative prices in the market. Seeds of this plant have medicinal properties and are full of antioxidant values," Sukhu said. The chief minister also offered technical support to the Bhutan government for the planting of the seedlings. Tashi Peldon thanked Sukhu for the gesture.
