Koraput: Tribal-dominated Koraput district was awarded the Prime Minister's Award for Excellence in Public Administration 2024 under the category of '
holistic development
of districts' on Monday. The award was presented by Prime Minister Narendra Modi to collector-cum-district magistrate
Keerthi Vasan V
during a function in New Delhi, coinciding with Civil Services Day.
The award recognises the districts outstanding performance in implementing social welfare and development schemes aimed at last-mile delivery. "This recognition is the result of several innovative steps taken to ensure that social security schemes reach the last mile," the collector told TOI.
According to the collector, effective implementation of initiatives such as Har Ghar Jal Yojana, PM Awas Yojana (Urban and Rural), Mission Indradhanush, PM-Jan Arogya Yojana, PM Ujjwala Yojana, PM SVANidhi, PM Matru Vandana Yojana, PM Vishwakarma Yojana, PM Poshan Yojana and the Kisan Credit Card scheme, among others, contributed to the recognition.
The collector noted that PM Matru Vandana Yojana has been instrumental in promoting institutional deliveries. "We are effectively running Maa Gruha centres (maternity waiting homes) where pregnant women are shifted 15 days before their expected date of delivery, ensuring their complete care for safe institutional births," he said.

‘Be like Colonel Sofiya Qureshi: BJP's minority wing to spread message at Shaheen Bagh chaupal today
In an attempt to motivate Muslim women to join the Indian Army, the BJP's Minority Morcha will be organising a 'minority chaupal' in Shaheen Bagh, Tuesday. The initiative marks the first such event in the Capital as part of a nationwide campaign by the minority wing to mark the Narendra Modi government's first anniversary of its third term in office The chaupal, according to party organisers, is aimed at encouraging Muslim women — particularly young girls — to consider careers in the Indian Army, including under the Agniveer recruitment scheme. The event will also include the distribution of copies of the Indian Constitution and information sessions on various government programs. 'Through this chaupal, Minority Morcha National President Jamal Siddiqui will inspire Muslim girls to join the Army, taking inspiration from officers like Colonel Sofiya Qureshi,' said Ashu Chaudhary, Delhi State Executive Member and programme coordinator. 'Muslim women will also be informed about their rights and achievements of the Modi government over the past 11 years.' Colonel Qureshi was the Indian Army officer who had briefed the media during Operation Sindoor. Siddiqui will be the chief guest at the event. A camp for one-stop registration under the Ayushman Bharat Yojana will be set up as part of the programme. Shaheen Bagh, which gained national attention during the 2019–20 anti-CAA protests led largely by Muslim women, has been chosen for the pilot chaupal under this campaign. In preparation for the chaupal, the Minority Morcha has reached out to residents through phone calls, text messages, and posters inviting them to attend, a party source said. Sources also said that the event is part of a broader campaign by the minority wing to reach minority communities across the country. 'State units have been tasked with forming teams at the district level to organise similar Chaupals nationwide, aimed at increasing awareness of central government initiatives and encouraging participation in civic and national programmes,' a minority morcha leader said. The campaign also comes in the backdrop of criticism faced by the party after BJP leader and Madhya Pradesh Minister of Tribal Welfare, Kunwar Vijay Shah, had made remarks about Colonel Qureshi. Shah, an important tribal leader in the BJP ranks and a controversial figure, had said at an event near Mhow last month that 'India had taught a lesson to those responsible for the Pahalgam terror attack using their own sister (unki samaaj ki behen ke zariye)', triggering a backlash from the Congress that alleged he referred to Col Qureshi. While the party has not officially responded to the incident, the minister later apologised and said that the comment was misunderstood and was a 'linguistic error.' While announcing the minority chaupal on Monday, the minority morcha stated, 'In the chaupal, while discussing with the daughters, they will be told about Colonel Qureshi and they will be inspired to be like her.'

Delhi: HC declines immediate stay on Batla House demolitions
The Delhi high court on Monday declined to immediately stay the demolition of homes and establishments in Batla House, scheduled for June 11 by the Delhi Development Authority (DDA). The court, however, agreed to hear the matter on the day of the demolition -- Wednesday -- in the morning. The case stems from a public interest litigation filed by Aam Aadmi Party (AAP) MLA Amanatullah Khan, who challenged DDA's demolition notices served to properties in Khasra No. 283, arguing that these fall under the 2019 PM-UDAY scheme and not in the unauthorised zone (Khasra No. 279) flagged by DDA. A division bench of justices Girish Kathpalia and Tejas Karia initially hesitated to take up the plea, since justice Karia had earlier in the day granted interim relief to three similarly placed residents in a related matter. 'If he [Justice Karia] has already passed orders, how can he now sit in the division bench?' justice Kathpalia remarked. Eventually, justice Kathpalia agreed to hear the matter in a single-judge capacity on June 11, after Khan's counsel submitted that the demolition drive was scheduled to begin that day. '11th June morning, I will take up this matter. I will pass the order after hearing the parties,' the judge said. However, he declined petitioner counsel Salman Khurshid's request to direct the DDA to defer action until Wednesday, noting that the Supreme Court had already refused to stay the demolition. 'I'm not going to say this. The Supreme Court has already declined,' he said. The DDA's notices, issued on May 26, followed the Supreme Court's May 7 order directing the removal of unauthorised structures outside regularised colonies under PM-UDAY. Marked with red Xs, the notices gave occupants 15 days to vacate before demolitions begin on June 11. On June 2, the Supreme Court also declined to halt demolitions in response to petitions by over 40 residents, instead agreeing to hear the matter after its summer recess. Meanwhile, the Delhi high court granted interim relief to a property in Khasra No. 283 on June 4. In Monday's plea, argued by advocate Fahad Khan on behalf of Khan, it was reiterated that the affected properties fall within Khasra No. 283 — not Khasra No. 279 — and are covered under the 2019 PM-UDAY scheme for regularisation of unauthorised colonies. The DDA opposed the petition, stating that the Supreme Court had already declined relief on June 2 and that a protection order could not be issued in a public interest litigation. The court's order noted procedural complexities and listed the matter for June 11: 'Two issues arise... One of us has already granted interim protection to the present petitioners. That being so, it needs to be examined whether this bench can deal with the present plea. Second, counsel for DDA contends that the Supreme Court has already declined protection…'

Kulsi hydel project sparks anger among tribals
Guwahati: A proposed 55-MW hydroelectric project, planned jointly by the Assam and Meghalaya govts in the upper reaches of the Kulsi river, has sparked anger among the Rabha and Garo tribal communities. Tired of too many ads? go ad free now These tribes form the majority population in villages near the proposed dam site on this significant Brahmaputra tributary that flows through Guwahati's western outskirts. The Kulsi river, also called Kolohi in certain downstream villages in Kamrup district, serves as a vital resource for thousands of farming families. Additionally, fishing communities along the river are concerned about their future sustenance. The river holds particular importance as a habitat for the endangered river dolphin. The first national river-dolphin survey report, unveiled by PM Narendra Modi, highlighted Kulsi's significance. The survey, conducted in April 2022, covered 61 km from Kukurmara to Nagarbera. The findings revealed an estimated dolphin population of 20(19-21), with a minimum count of 17. On Monday, the All Rabha Students' Union (Arsu) members, who support the BJP-led state govt, organised a protest at Ukiam in the upper Kulsi region. Senior Arsu leaders led the demonstration, with protesters chanting "We want justice" and "our demands are genuine" at the remote wooded location. Arsu vice-president Pradip Rabha warned that dam construction would leave downstream areas parched, affecting agricultural communities who have resided there for generations. Arsu leadership expressed concerns about the proposed the dam's impact on at least 25 villages in the surrounding area. Tired of too many ads? go ad free now Recent discussions between Assam CM Himanta Biswa Sarma and Meghalaya CM Conrad Sangma have caused significant concern among riverside residents. CM Sarma announced the 55MW Kulsi project as a friendship initiative between the states, noting that local opinions would be considered as approximately 10 villages face displacement. CM Sarma emphasised the dam's benefits for farmers, citing power generation and irrigation advantages for Kamrup and Goalpara districts. However, Arsu leader Rabha contested the govt's figures, stating that about 25 villages would be submerged. He firmly stated their opposition to the dam project. Arsu's Chaygaon local committee expressed concerns about the dam's impact on the Chandubi freshwater lake, located roughly 3 km from Ukiam. Their statement warned, "It will be like a water bomb near Chandubi."
