Litterbugs to face clean-up duty under new Bill

KUALA LUMPUR: Housing and Local Government Minister Nga Kor Ming has called on all MPs to fully support a proposed Bill that would make community service mandatory for those caught littering.
The measure is part of a broader campaign to improve public hygiene in preparation for the Visit Malaysia 2026 tourism initiative.
Speaking at the Kuala Lumpur Architecture Week 2025 event, Nga said the Bill – involving amendments to the Solid Waste and Public Cleansing Management Act 2007 and the Street, Drainage and Building Act 1974 – is scheduled for its first reading in the Dewan Rakyat today.
'This is the time. We cannot afford to delay,' he said.
'The government is committed to implementing this law within the year.'
He said the initiative draws on best practices from countries such as Sweden, Japan and Singapore.
Under the proposed legislation, individuals caught littering will face a compound fine and be required to perform up to 12 hours of community service.
Offenders will be issued green uniforms by the Solid Waste Management and Public Cleansing Corporation, and tasked with clean-up duties such as sweeping streets, clearing drains and scrubbing public toilets.
'This initiative is not just about punishing people. It's about building civic consciousness and instilling personal responsibility,' Nga said.
'We want tourists to see a Malaysia that is clean, beautiful and welcoming – not dirty and neglected. Cleanliness speaks volumes about who we are as a nation.'
He also cautioned that failure to comply with the community service order could lead to further legal action, including possible jail time, depending on the ruling of the Magistrate's Court concerned.
According to the ministry, the revised penalties represent a significant increase from current fines.
Under the new provisions, those who fail to complete their community service could face fines ranging from RM2,000 to RM10,000 – up from the existing RM500 to RM2,000 – or up to one year in prison.
The ministry added that the stricter measures are aimed at fostering a culture of accountability and curbing irresponsible waste disposal in public areas, especially as the government targets 35.6 million international visitors in 2026.

KDM deputy president Wetrom Bahanda said former Sabah Treasury permanent secretary Rusdin Riman will be fielded by the party in the Paginatan seat, the Borneo Post reported. 'Although (Rusdin) could not be with us today, his supporters are present and he has contacted me personally. 'Rusdin will be joining our fight for Paginatan,' Wetrom was quoted as saying. Rusdin is reportedly the deputy chairman of Progressive Insurance Berhad, a general insurance firm in which the Sabah government is the majority shareholder. The Paginatan seat is currently held by Parti Solidariti Tanah Airku (STAR) vice-president Abidin Madingkir, who is also an aide to chief minister Hajiji Noor. Abidin won the seat with a majority of 1,323 votes in a nine-cornered contest in the 2020 state polls. At the time, STAR had gone up against Umno, Parti Bersatu Sabah (PBS), Upko, Parti Cinta Sabah (PCS), Liberal Democratic Party (LDP), United Sabah National Organisation (Usno) and Parti Gagasan Rakyat Sabah. STAR and PBS have signed a pact for the upcoming state polls to avoid seat clashes, while the two parties are also part of the Gabungan Rakyat Sabah coalition along with Gagasan Rakyat, LDP, Usno and PCS.

RAUB, July 27 — UMNO president Datuk Seri Dr Ahmad Zahid Hamidi said that in today's challenging political landscape, decisions made by the party are aimed at ensuring the country's stability and future, even if those decisions are unpopular. Explaining the matter when officiating the Raub UMNO Division Delegates' Meeting, he emphasised that in any struggle, not all decisions taken will be comfortable — but they must be principled. 'No matter how high our position is in the party or government, we must realise that every post is a trust that must be carried out with full responsibility,' he said. Ahmad Zahid, who is also Barisan Nasional (BN) chairman and Deputy Prime Minister, said what UMNO needs most right now is unity of purpose and strong fighting spirit, without faltering when tested. He also reminded party members to take UMNO and BN's failure to form the government in the past two general elections (GE) as a lesson and turning point to rebuild the party's strength. 'We have been tested twice in the general elections… enough of the divisions, quarrels, shooting at each other, and hidden saboteurs within. PUTRAJAYA: The public should assess the government's efforts and policies based on facts rather than political sentiment, says Datuk Seri Anwar Ibrahim. The Prime Minister said that although the government has implemented various initiatives, there were still parties spreading inaccurate information, such as claims of rising fuel and commodity prices, when in reality, the opposite was true. "This is a free and democratic country, but we must provide clarification. During interviews (at the gathering in Dataran Merdeka), some claimed fuel prices had gone up, when in fact they had gone down. There are many (such false claims). "This reflects political sentiment and hatred, not facts. Therefore, we suggest that people make judgments based on facts. If there are shortcomings, we are open to improvement,' he told reporters after attending the Organisational Strengthening Seminar and PKR president's tour of the Federal Territories here on Sunday (July 27). Anwar, who is also Finance Minister, acknowledged that while not every government initiative was perfect, efforts were continually being made to resolve issues. "…I'm not saying what we've done is perfect, but we constantly listen and make adjustments where needed,' he said. Meanwhile, Anwar said he was open to the Opposition tabling a vote of no confidence against his leadership in the Dewan Rakyat.
