Indian Defence Minister Rajnath Singh highlights terrorism's threat to world at SCO meeting in China
Qingdao: Defence Minister Rajnath Singh has condemned terrorism at a meeting on Thursday of the Shanghai Cooperation Organisation in China's Qingdao, emphasizing the need to hold perpetrators, organizers, financiers, and sponsors of terrorist acts accountable and bring them to justice.
"We reiterate the need to hold the perpetrators, organizers, financiers and sponsors of reprehensible acts of terrorism, including cross border terrorism accountable and bring them to justice. Any acts of terrorism are criminal and unjustifiable regardless of their motivation, whenever, wherever and by whomever committed. SCO members must condemn this evil unequivocally," said Rajnath Singh.
He highlighted the recent Pahalgam terror attack in Jammu and Kashmir, which was carried out by 'The Resistance Front' (TRF), a proxy of the UN-designated terror group Lashkar-e-Taiba (LeT).
"On 22 April 2025, the terror group 'The Resistance Front' (TRF) carried out a dastardly and heinous attack on innocent tourists at Pahalgam in the Indian state of Jammu and Kashmir. 26 innocent civilans, including a Nepali national, were killed. Victims were shot at after they were profiled based on religious identity. The Resistance Front which is a proxy of UN designated terror group Lashkar-e-Taiba (LeT) claimed responsibility for the attack," added Singh.
He said that India successfully launched Operation Sindoor on May 7, 2025, to dismant cross-border terrorist infrastructure.
"The pattern of Pahalgam terror attack matches with LeT's previous terror attacks in India. In exercising its right to defend against terrorism and pre-empt as well as deter further cross border terrorist attacks, India on 07th May 2025 successfully launched Op Sindoor to dismantle cross border terrorist infrastructure," said Singh.
At the SCO meeting, the Defence Minister reaffirmed India's resolve to fight terrorism in all its forms and manifestations, adding that terrorism is a transnational threat that demands a unified response from nations.
"These threats do not respect national boundaries, and they demand a unified response rooted in transparency, mutual trust, and collaboration."
He emphasised the need to counter the technology used by terrorists, including drones, for cross-border smuggling of weapons and drugs. The Minister highlighted the complexity of modern threats, which include transnational terrorism, cyber-attacks, and hybrid warfare.
"We should seek to counter the technology used by terrorists, including drones, for cross-border smuggling of weapons and drugs. In our interconnected world, traditional borders are no longer the sole barriers against threats. Instead, we face an intricate web of challenges that range from transnational terrorism and cyber-attacks to hybrid warfare," said Singh.
He emphasised the need for proactive steps to prevent the spread of radicalization among youth. The Minister highlighted the significant role played by the Regional Anti-Terrorist Structure (RATS) mechanism of the SCO in this regard.
"We should also take proactive steps to prevent the spread of radicalization among our youth. The RATS mechanism of SCO has played a significant role in this regard. The joint statement of the Council of SCO Heads of State on 'Countering Radicalization leading to Terrorism, Separatism and Extremism' issued during India's Chairmanship symbolises our shared commitment," added Singh.
He highlighted India's proactive approach to defending itself against terrorist threats and emphasised that India will not hesitate to target epicentres of terrorism, ensuring that those who sponsor and perpetrate terrorism are held accountable.
"India's zero tolerance for terrorism is manifest today through its actions. This includes our right to defend ourselves against terrorism. We have shown that epicentres of terrorism are no longer safe and we will not hesitate to target them," added Rajnath Singh.
He emphasised the need for countries that sponsor, nurture, and utilize terrorism for their own interests to be held accountable for their actions and criticized the practice of using cross-border terrorism as a policy tool and providing shelter to terrorists, calling for an end to such double standards.
"It is imperative that those who sponsor, nurture and utilize terrorism for their narrow and selfish ends must bear the consequences. Some countries use cross-border terrorism as an instrument of policy and provide shelter to terrorists. There should be no place for such double standards. SCO should not hesitate to criticise such nations," added Singh.
He said that peace and prosperity are incompatible with terrorism and the proliferation of Weapons of Mass Destruction (WMDs) in the hands of non-state actors and terror groups.
"Peace and prosperity cannot co-exist with terrorism and proliferation of Weapons of Mass Destruction (WMDs) in the hands of non-state actors and terror groups. Dealing with these challenges require decisive action and we must unite in our fight against these evils for our collective safety and security," said Singh.
The Defence Minister identified the biggest challenges facing the region as peace, security, and trust-deficit issues. According to him, these problems are primarily caused by increasing radicalization, extremism, and terrorism.
"I believe that the biggest challenges that we are facing in our region are related to peace, security and trust-deficit. And the root cause of these problems is increasing radicalization, extremism and terrorism," added Singh.
The SCO Defence Ministers' Meeting is being held from June 25 to 26 in Qingdao, bringing together defence leaders from member states including India, China, Russia, and several Central Asian nations to discuss issues related to regional and international peace and security.
At the SCO meeting, Rajnath Singh also welcomed Belarus, which joined the SCO family as a new member.
The SCO, established in 2001, is an intergovernmental organisation aimed at promoting regional stability and security through cooperation and dialogue. India became a full member in 2017 and held the rotating Chairmanship in 2023. China has assumed the Chair for 2025 under the theme 'Upholding the Shanghai Spirit: SCO on the Move.' (

India looking at option of buying more S-400 air defence systems from Russia
New Delhi: With the S-400 air defence missile systems performing very well during Operation Sindoor, India is considering the option of buying two more squadrons of S-400 long range surface-to-air missile systems from Russia, defence sources told ANI. The sources said more systems of the S-400 are being considered due to security threats in view of the recent hostilities and the time to be taken in the development and deployment of the indigenous LRSAM programme, codenamed Project Kusha by the Defence Research and Development Organisation, with Solar Defence and Aerospace Limited and Bharat Dynamics Limited as its development and production partners. The Indian side would prefer to get S-500 air defence system which has more range than the S-400 but it would require a clearance from the top Russian leadership for its sale, they said. The S-400 performed exceptionally in Operation Sindoor taking out multiple Pakistan Air Force fighter and airborne early warning aircraft. It also managed to create a record of sorts by successfully hitting an aircraft at a range of 300 plus kilometres. India is also awaiting the delivery of two more squadrons of the five S-400 squadrons that it had ordered in a 2018 deal. The first three squadrons have already been received and operationally deployed. Just before the delivery of the fourth squadron, war broke out between Russia and Ukraine. The systems meant for India were probably used in the war. The Russian side has now assured the delivery of the remaining two systems in the next financial year. Indian defence teams have also raised the issue with the Russian side and they have given assurances to not extend the schedule further.

4415 Indians evacuated from conflict zones in Iran, Israel via 19 special flights: MEA
New Delhi: The Indian government has initiated Operation Sindhu to evacuate Indian nationals from conflict zones in Iran and Israel amid escalating tensions in West Asia. The operation, which began on June 18, has successfully evacuated over 4415 Indian nationals so far. "A total of 4415 Indian nationals (3597 from Iran and 818 from Israel) have been evacuated so far using 19 special evacuation flights, including 3 IAF C-17 aircraft. 14 OCI card-holders, 9 Nepali nationals, 4 Sri Lankan nationals and 1 Iranian spouse of an Indian national were also evacuated from Iran," the Ministry of External Affairs said. "The evacuated Indian nationals included more than 1500 women and 500 children," it added. According to MEA, on 17-18 June, Indian Missions in Tehran, Yerevan, and Ashgabat coordinated the evacuation of Indian nationals from Iran through land border crossings to Armenia and Turkmenistan. Special evacuation flights commenced on 18 June and facilitated the return of Indian nationals to New Delhi. The majority of evacuations were carried out through Mashhad, following Iran's opening of its airspace for evacuation flights under Operation Sindhu on June 20 at India's request. "We thank the Government of Iran for this gesture. A total of 3597 Indian nationals -- including students, workers, professionals, pilgrims and fishermen - from more than 15 Indian states - were brought back to India from Yerevan, Ashgabat and Mashhad from June 18 to 26using 15 special evacuation flights," as per MEA. The Israel leg of Operation Sindhu commenced on June 23. Indian Missions in Tel Aviv, Ramallah, Amman and Cairo facilitated the movement of Indian nationals across land borders to Jordan and Egypt. A total of 818 Indian nationals were evacuated, including students, workers and professionals. They were evacuated from Amman and Sharm al Sheikh from June 22 to 25 using four evacuation flights including 3 IAF C-17 aircraft. MEA noted that, "in view of the reopening of the airspace, evacuation operations were halted on June 25. Further actions will be taken based on the evolving situation in West Asia." The Government of India is deeply committed to the safety and well-being of its citizens abroad. Under PM Narendra Modi's guidance, Operation Sindhu is another demonstration of this commitment, said the MEA.

Rajnath Singh discusses supply of S-400 systems, Su-30 MKI upgrades with Russian counterpart Belousov
Qingdao [China]: Defence Minister Rajnath Singh held a meeting with his Russian counterpart Andrey Belousov on the sidelines of Shanghai Cooperation Organisation (SCO) Defence Ministers' Meeting in China's Qingdao and discussed supply of S-400 systems, Su-30 MKI upgrades, and procurement of critical military hardware in expeditious timeframes. During the meeting on Thursday, the two leaders held discussions on several subjects, covering current geopolitical situations, cross-border terrorism and defence cooperation between the two nations, according to the Ministry of Defence press release. Andrey Belousov highlighted the long-standing Indo-Russian relations which have stood the test of time and expressed solidarity with India on the "horrendous and cowardly terrorist act of 22nd April in Jammu and Kashmir's Pahalgam. In a press release, Ministry of Defence stated, "It was one of the most important recent meetings between the leaders of the two nations, being held in the backdrop of Operation Sindoor and the consequent necessity of augmenting defence production, especially in critical items such as air defence, air-to-air missiles, modern capabilities, and upgrades of air platforms. "Supply of S-400 systems, Su-30 MKI upgrades, and procurement of critical military hardware in expeditious timeframes were some of the key takeaways of the meeting," it added. Rajnath Singh stated that he and Belousov discussed boosting defence ties between two nations. Singh, along with Admiral Dong Jun and other leaders, also posed for a group photograph ahead of the Defence Ministers' meeting. India declined to sign the joint declaration at the Shanghai Cooperation Organisation meeting in China on Thursday, which, according to sources, did not have any mention of the dastardly April 22 terror attack in Pahalgam but mentioned incidents in Pakistan. According to government sources, Rajnath Singh did not sign the SCO document as India is not satisfied with the language of the joint document, as there was no mention of the terrorist attack in Pahalgam, there was mention of the incidents that happened in Pakistan, so India refused to sign the joint declaration, and there is no joint communique either.
