Business transformation: creating value through risk management and controls
Many business leaders have responded to internal and external disruptions and the demand for growth by launching transformation programs or a broader agenda that, for example, implemented a new enterprise resource planning system, digitised their finance function, modernised procurement or accounts payable processes, moved certain legal and HR data to the cloud, or worked through a merger or business outsourcing program. These business transformations, regardless of scope or complexity, have often helped enterprises meet strategic goals, improve ROI, and — at times — provided the resiliency to continue operations.
However, corporate leaders are not yet done. The continual nature of transformation is emphasised in the findings of the Deloitte 2023 MarginPlus Survey, where more than 90 per cent of surveyed executives indicate their organisations are investing in permanent transformation capabilities to support their strategic agendas. Further, 59 per cent are looking to accelerate spend on transformation, while 44 per cent are seeking to expand the scope of transformation within their organisations.
If there is a significant takeaway from the experiences companies have had with transformation efforts, it is likely related to risk management and the importance of a multitiered risk management program. Done effectively, such a program prompts leaders to consider risks at project inception. For example, they might think about embedding risk management strategies and tactics into the planning process to capture intended benefits, accurately reflecting investment returns, and managing compliance and other risks throughout the project and when the implemented solution is up and running.
Risk Management Duo
Many companies can benefit from a risk management program that addresses two key sources of risk — one related to the substantial transition under way during a transformation initiative and the other related to management of the risks and controls during the transformation and enhancing the future steady state.
Consider how the two main risk management areas relate to transformation projects.
Transition risk management focuses on identifying and addressing potential impacts related to the planning, execution, and implementation of the transformation itself. These are risks that could prevent a project from meeting its intended goals and benefits. For example, they might include the level of uncertainty related to the project, the amount of behavioural change required, and time or resource constraints. These risks, if left unchecked, could result in missed objectives and unrealised benefits.
To effectively manage transition risks, leaders should think through the complexity of the transformation and tailor their project management and governance approach based on that assessment. For instance, is the project domestic or global? Who and how many individuals will be affected? How does the project align with broader business strategy?
Based on the complexity of the project, risk management leaders can determine what controls are required to manage the transition. With greater complexity comes a need for heightened project governance and associated controls.
This might include several decisions, such as the level of stakeholder management and the level at which project decisions should be made, identification of adequate and committed resources, an understanding of the impacts of change to the business, and a strong plan to communicate the effects of the change to internal and external partners.
Leaders may also want to consider the cadence and scope of stage-gate reviews or checkpoints to periodically determine the health of the project, if it is meeting stated objectives, and whether the project is ready to move to the next phase or sprint.
Risk and controls management focuses on the processes and systems that are being transformed, the transformation's potential impacts to the business, and maintaining both an effective controls environment during the transformation as well as enhancing controls in what leaders expect to be the steady state — that is, the transformed process.
Depending on the size, scope, and complexity of the transformation, there may be strains on the business to deliver the project and business-as-usual processes and controls. It's important to understand which risk domains, including compliance requirements, will be affected by the project and how it could affect the organisation's current risk profile.
For instance, new or emerging risks — such as hand-offs with a third party, advanced technologies, talent retention, or added operational complexity — may be an unintended by-product of the transformation. Similarly, new controls may be enabled or required, which if not planned upfront can be expensive to retrofit after the fact.
A transformation program may unveil opportunities for enhancing the control environment, such as standardising controls globally across business units so that risks can be addressed in an easier or more streamlined fashion. It may also provide an opportunity for elevating where and how certain controls are performed or for considering which controls would be good candidates for automation.
Business transformations can also enable risk management professionals to extend their expertise into additional risk domains — for example, into operational risk.
Governance policies and frameworks may also need to shift, and — if so — they may be ineffective or create friction if relevant stakeholders have not been involved in the decision-making. Establishing a foundation for monitoring roles and for evaluating whether internal controls are operating as intended during and after the transformation is also essential for achieving transformation goals.
If the goal of the business transformation is ultimately to generate ROI in the form of greater efficiency, security, and resiliency, then leaders will likely need to address two critical risks in concert: those associated with the transition to a new way of working, and those related with supporting the transformation with a strong risk and controls environment.

Did Donald Trump just give China a major advantage on AI?
Last month, the Trump administration quietly reversed one of its own policies by lifting a ban on US tech giant Nvidia's H20 microchip exports to China. For anyone who has followed Donald Trump's erratic record on trade, another U-turn might not sound like a notable development. But this time, the stakes are much higher because these microchips are critical to powering the next generation of artificial intelligence. Whichever country dominates microchip production will likely lead the global AI race, with massive implications for military strategy and economic output. For nearly three years, the US has tried to keep these powerful chips out of China's hands. Now, by reopening the door, has Mr Trump handed Beijing a major advantage on AI? We spoke to three experts to explain how we got here. Back in April, the Trump administration banned H20 microchip exports to China, toughening restrictions put in place by the Biden administration. It has since reversed that decision. According to Jason Van Der Schyff, a fellow at Australian Strategic Policy Institute's technology and security program, this backflip may be in response to the booming black market demand for high-powered US chips in China. "Over a billion dollars worth of restricted chips were smuggled into China in just a few months," he said. "The reversal may be a pivot by the administration, recognising if you don't offer a legal channel for the slightly degraded chips, buyers will simply go around you." Professor Shahriar Akter, who specialises in the study of advanced analytics and AI at the University of Wollongong said this move seems to follow "a philosophy in Silicon Valley that if you sell more" it will pour more back into "your research and development". Associate Professor in Information Systems at Curtin University, Mohammad Hossain, suggested the Trump administration is trying to kill two birds with one stone. The US is trying to maintain leverage in a broader geopolitical trade-off involving China's critical exports, rare earth elements, while "keeping China dependent on US technology", he said. Nvidia is the tech giant behind these highly sought after microchips and it is led by CEO Jensen Huang who is the ninth-richest man in the world. The H20 is a step-down from Nvidia's top-tier chips (H100 and B200) and was specifically designed to comply with US export restrictions while catering to the Chinese market. "Basically, [H100 and B200 chips] can do things much faster than the H20," Mr Van Der Schyff said. "If we consider how quickly AI is moving any impediment that could be brought to time more than anything is going to maintain that US strategic advantage." While the H20 is less powerful, Mr Van Der Schyff warns that "these aren't toys … even slightly downgraded chips still enable model training at scale". "If you're concerned about national security, letting an adversary access chips that are only one rung down the ladder still poses a strategic risk." While the US hopes to stall China's progress in artificial intelligence, experts warn this strategy may have the opposite effect. China's push to dominate AI is already underway and restricting exports to only H20 chips incentivises them to accelerate domestic developments. "At present in the world, 50 per cent of AI researchers are being produced by China alone," Dr Akter said. Chinese tech giants like Huawei and Biren Technology have been ramping up their own AI accelerators. "Huawei's chips are already being deployed in major training clusters," Mr Van Der Schyff said. Still, China's domestic developments trail behind industry leaders like Taiwan's TSMC and South Korea's Samsung when it comes to cutting-edge manufacturing. "There isn't necessarily a danger that China catches up overnight but these restrictions do however give Beijing a clear incentive to sort of go all in on industrial policy for their own semiconductors to accelerate domestic progress," Mr Van Der Schyff said. "We've seen this play out previously with 5G and also with aviation." All three experts cautioned that it's difficult to gauge China's true AI capabilities. "Given the closed nature of China's systems and their propensity to not always tell us the truth", it's unclear how much China's artificial intelligence has developed, Mr Van Der Schyff said. Dr Akter used an analogy to explain the uncertainty: "There are two types of AI technologies", one is called glass box and the other is called black box. "Glass box technology is basically explainable AI, which is open source and we can explain where data is coming from and how it is being used to develop AI models and what would be the outcome." Whereas, black box technology is the opposite, we cannot trace back to the source of the data and we cannot tell what models have been used. That opacity makes it difficult for the rest of the world to assess whether Beijing is playing catch-up or quietly pulling ahead. The country that has the upper hand in microchip production will likely lead the global AI race and that has significant repercussions, experts said. "The country that dominates compute will dominate AI, and AI will shape everything from military planning to economic productivity."

'Perfect storm' points to US recession and RBA interest rate cut
Global financial markets have responded swiftly to much-worse-than-expected US economic data. Total non-farm payroll employment rose by 73,000 in July, which was well below expectations of over 100,000 jobs. However, combined with "shocking" revisions to employment data from May and June, there were 258,000 fewer jobs than previously expected. The weak data followed another round of changes to reciprocal tariffs. US President Donald Trump signed an executive order on Friday, Australian time, that adjusted so-called reciprocal tariffs on many countries, with new levies ranging from 10 per cent to 41 per cent. Mr Trump told NBC News in a phone interview that he was open to more compelling offers, but it was "too late" for some nations to avoid duties as of next week. "It was a perfect storm," Marcus Today senior portfolio manager Henry Jennings said. "Weak revisions weighed more than the actual [July data]. "[The employment data for July] could have been explained away." Analysts said there was head-scratching among financial market participants around how the employment data for May and June could have been so inaccurate. Mr Trump responded by sacking Bureau of Labor Statistics commissioner Erika McEntarfer. "Trump blames the messenger, but uncertainty and tariffs are the real cause," Mr Jennings said. "[There has been] too much complacency [in financial markets] and reliance on technology [stocks] which is not the real world or economy. "Chickens coming home to do their thing." Wall Street's benchmark index, the S&P 500, closed down 101 points, or 1.6 per cent. France's CAC fell close to 3 per cent, while Germany's DAX fell 639 points, or 2.7 per cent. Investors sold equities or shares and bought US government bonds, sending their yields sharply down. Bond yields move inversely to their prices. The 10-Year US Treasury bond fell 0.15 per cent to 4.225 per cent. "Bond markets had their biggest one-day drop in yields after a very soft jobs number and big downward revisions to prior months," Jamieson Coote Bond's James Wilson said. "Bond markets are pricing in further economic slowdown and questioning whether the Federal Reserve will now need to cut more aggressively or put the US into recession." FNArena finance commentator, Danielle Ecuyer, said the news of tariffs and disappointing US economic data hit global stock markets that had been flirting with record highs. "US markets went into Friday's disappointing job report at record levels," she said. "When combined with higher than expected global tariffs, including on major trading partners like Canada, and a poor earnings outlook from tech giant Amazon, it was enough for profit taking and sellers to move in. "August is a typically weak and volatile month for equity markets as the northern hemisphere goes on holiday. Wilson Asset Management owner Geoff Wilson told the ABC that global financial markets were now pricing in a serious downturn for the US economy. "Markets are reacting to noise in the data as if a hidden recession has emerged, while the core indicators still align with a resilient economy." He said the latest US jobs report supports the case for an interest rate cut from the Federal Reserve at its next meeting. But that would be a mistake, he argued, if the disappointing jobs data was not reflective of the health of the US economy. "If the Federal Reserve cuts [interest rates] now, it risks undermining its credibility," Mr Wilson said. Mr Trump said on early Saturday morning, Australian time, that the Federal Reserve Board should "… assume control and do what everyone knows has to be done." He later wrote on social media, "Jerome 'Too Late' Powell, a stubborn moron, must substantially lower interest rates, now." Australia's Reserve Bank has previously said it was watching US economic developments, and the interactions between Jerome Powell and Donald Trump, closely. "I can't speak to what goes through Mr Trump's mind," RBA governor Michele Bullock told journalists at the bank's July press conference. "I'm not sure anyone can. "Obviously, I think as we all know, Jay Powell's term is coming to an end. "It's going to be interesting to see what happens from here. "But I would say that generally, the general principle around the world of central bank independence still remains a very firm guiding light," she said. For Australians, overnight developments could be positive. The news saw the Australian dollar climb over 1 per cent to near 65 US cents, which would be welcomed by travellers. It has since edged back slightly. As for mortgage borrowers, analysts say a US recession would force the Federal Reserve to slash borrowing costs. Based on movement in Australian money markets overnight, there could be similar downward pressure on local interest rates. Australia's 3-Year Bond plummeted overnight, down 0.118 points to 3.331. "[The RBA] may be thinking about cutting interest rates by 0.5 percentage points at its next meeting," Mr Wilson told the ABC.
