NPCI, Namibian Central Bank enter licensing agreement to develop a UPI-like instant payment system: MEA
During the press conference on Prime Minister Narendra Modi's visit, Dammu Ravi, Secretary (East) noted that Namibia has become the first country in the world where the National Payment Corporation of India (NPCI) and the Namibian Central Bank have entered into a licencing agreement for the usage of UPI in Namibia in real-time payments.
He said, 'Namibia is the first country in the world where NPCI-National Payment Cooperation of India and the Namibian Central Bank have entered into a licensing agreement for the deployment of the UPI in Namibia for real-time payments. This is a significant development. We believe that this will open up new avenues for cooperation in the digital space between our two countries...'
The partnership between NPCI International Payments Limited (NIPL) and the Bank of Namibia (BoN) aims to modernise Namibia's financial infrastructure by leveraging India's Unified Payment Interface (UPI) technology and expertise.
This collaboration will enable Namibia to develop a real-time payment system, enhancing digital financial services and promoting inclusive economic growth.
PM Modi also lauded the digital transactions in Namibia, which foster financial inclusion and reduce reliance on cash by serving underserved communities.
While addressing the Namibian Parliament, he said, 'People will be able to send money faster than one can say 'Tangi Unene.' Soon, a Himba grandmother in Kunene, or a shopkeeper in 'Katutura', will be able to go digital with just a tap faster than a 'Springbok'.'
The Unified Payments Interface (UPI) is a real-time payment system developed by the National Payments Corporation of India (NPCI). NPCI is an initiative of the Reserve Bank of India (RBI) and the Indian Banks' Association.
This is the first time NPCI International is partnering with a central bank to deploy the UPI Stack in another country.
He also highlighted the several interactions that PM Modi held in Namibia.
Dammu Ravi also stated that PM Modi held a one-on-one discussion with the President Netumbo Nandi-Ndaitwah and participated in delegation-level talks. He also paid homage to the founding father of Namibia and the first President of Namibia, Dr Sam Nujoma.
PM Modi received the Order of the Most Ancient Welwitschia Mirabilis, which is the highest civilian award of Namibia. The award was established in 1995, shortly after Namibia gained independence in 1990, to recognise distinguished service and leadership.
Named after the Welwitschia Mirabilis, a unique and ancient desert plant endemic to Namibia, the order symbolises resilience, longevity and the enduring spirit of the Namibian people.
This makes it the 27th award for PM Modi and the 4th award in this ongoing tour.
'This visit assumes importance in more than one way. This is a visit taking place after 27 years by the Prime Minister of India. This is also a time when the President of Namibia has just assumed her office in March after a landslide victory, which means there will be continuity in our relationship. It will further facilitate deepening in our relationship,' said the MEA secretary (East).
PM Modi arrived in Namibia after concluding his two-day State visit to Brazil, where he attended the 17th BRICS Summit in Rio de Janeiro and held bilateral talks with President Luiz Inacio Lula da Silva in Brasilia.
Namibia is the final stop in the Prime Minister's five-nation tour, which also included visits to Ghana, Trinidad and Tobago, Argentina, and Brazil. (ANI)

Boeing 787-9 returns to bay: Air India Delhi-London flight aborts takeoff due to technical issue; alternate aircraft arranged for passengers
Air India flight (ANI image) NEW DELHI: An Air India Boeing 787-9 aircraft bound for London aborted takeoff at Delhi airport on Thursday due to a technical problem. "Flight AI2017, operating from Delhi to London on July 31, returned to the bay due to a suspected technical issue," an airline spokesperson said in a statement to PTI. "The cockpit crew decided to discontinue the takeoff run following standard operating procedures and brought the aircraft back for precautionary checks." The airline said an alternative aircraft is being arranged to transport passengers to London as soon as possible. "Our ground staff is extending all support and care to the guests to minimise inconvenience caused due to this unexpected delay," the spokesperson added. Details about the number of passengers on board were not known.

Snubbed OPS makes it formal, exits NDA in Tamil Nadu; Vijay's party may be next halt
Former Tamil Nadu chief minister and AIADMK rebel O Panneerselvam on Thursday formally announced his exit from the BJP-led NDA, ending a strained and often ambiguous relationship with the coalition. The move, long anticipated within political circles, came after what supporters of Panneerselvam, commonly known as OPS, described as months of humiliation and political neglect by the BJP's central leadership – with Prime Minister Narendra Modi, most recently, denying him an audience during his visit to the state. The announcement that OPS's outfit AIADMK Cadres' Rights Retrieval Committee was leaving the NDA was made by the ex-CM's aide Panruti S Ramachandran at a press meeting in Chennai Thursday. After declaring that the Committee was leaving the NDA for 'reasons that are well-known to everyone', Ramachandran said OPS would not be aligning with any other party for now and would soon embark on a statewide tour. 'We will consider future alliances depending on the political climate,' he said. OPS, who was present at the press meeting, chose not to speak, directing all questions to Panruti. Top sources close to OPS said the decision to break away from the NDA had been brewing for weeks. 'He felt completely dejected,' said a source familiar with discussions within the party. 'He expected that the Prime Minister would at least meet him during the recent visit. But nothing. That was the final straw.' OPS had requested to be part of the group of leaders who received Modi at the airport in Chennai – a ceremonial gesture but with much political import. However, he was not included, even as leaders like G K Vasan of NDA ally Tamil Maanila Congress were invited to meet Modi. A confidant of OPS, who is no longer active in politics, said the former CM felt 'used' by the Sangh Parivar, alleging that his rebellion against EPS (Edappadi K Palaniswami) in the AIADMK was 'on the advice of BJP and RSS leaders'. 'But eventually, the BJP embraced EPS and ignored OPS. He felt betrayed.' On OPS's next move, a close aide confirmed that discussions with actor Vijay's Tamilaga Vettri Kazhagam (TVK) were underway. 'There are only two real options – the DMK or TVK. The TVK is the frontrunner now,' the aide said. He added that OPS may bring along another influential AIADMK rebel, T T V Dhinakaran, which would mark a consolidation of influence across southern Tamil Nadu. The nephew of Sasikala, who was the close confidante of late AIADMK chief J Jayalalithaa, Dhinakaran has been trying to find his feet in the state just like OPS. A senior TVK leader also indicated the party was open to taking OPS along. 'We have no reason to reject him. He is a former CM. His camp includes an ex-minister and four former MLAs. OPS still holds ground in parts of the state,' the leader said. The DMK was tight-lipped on OPS though, with both camps dismissing speculation that the former CM's decision to leave the NDA had followed a meeting with Stalin during their morning walk. 'They may have crossed paths during walks at the Theosophical Society,' a senior DMK leader said. 'But that means nothing. If they met at the CM's residence, it would be a different story.' As for the NDA, OPS's departure further tethers the BJP's fortunes in Tamil Nadu to the EPS-led AIADMK, though legal battles over the party's control are not over yet. A senior AIADMK leader who was with OPS at the peak of his internal party revolt in 2017 suggested that the leader was left with few choices. 'It is not a decision of strength, but of survival… OPS once believed the BJP would restore his power; instead, he lost his CM post, his party post, his party itself, and his people – and now, even their pretence of support.' The leader alleged that this was a script that was not new for the BJP – 'forcefully own a leader, make him do the worst, drain him, and discard him'.
