Car runs over people sleeping on footpath in Delhi; 'Drunk' driver aprehended
The incident took place on Wednesday, at around 01:45 am when an Audi car on its way from Noida crushed people sleeping on the footpath near the Indian Oil Petrol Pump, in front of Shiva Camp, Vasant Vihar.
The injured persons were rushed to hospital and the driver of the car, the main accused in the case, has been arrested by the police.
Delhi Police said, 'On dated 09.07.2025 at 01:45 AM, a PCR call vide DD No.3A regarding accident near Indian Petrol Pump, infront of Shiva Camp, Vasant Vihar was received at PS Vasant Vihar. On reaching the spot, it came to notice that injured persons have been shifted to hospitals. All were sleeping on footpath.'
The victims have been identified as Ladhi (age 40 years), Bimla (age 8 years), Sabami (age 45 years), Narayani (age 35 years), and Ramchander (age 45 years), all of whom are from Rajasthan. Police said that the driver of the Audi vehicle, named Utsav Shekhar, age 40, is a resident of Dwarka and deals in property-related work. He was returning home from Noida when the accident happened near the Indian Oil Petrol Pump, Vasant Vihar.
Police said, 'Statements of eyewitnesses were recorded, wherein they stated that a white colour Audi Car ran over the above-mentioned persons while they were sleeping on the footpath. The driver of the offending vehicle, namely Utsav Shekhar resident of Dwarka, age 40 yrs, was apprehended and legal action taken.'
The driver was allegedly drunk and had also hit a truck after the accident when the police caught him. Legal action against him has been taken, said Delhi police. (ANI)

In Delhi-NCR mock drills, Indian Army is the latest addition
To ensure preparedness during emergency situations, especially before Independence Day, authorities have collaborated to conduct massive mock drill exercises across Delhi and the National Capital Region (NCR). In one such exercise conducted last month, a new participant was the Indian Army. With the support of the Army's Ghatak Brigade, the Delhi Police, along with over 20 government departments and units, conducted a two-day anti-terror mock drill at more than 10 key locations across the national capital on July 17 and 18. A senior government officer said that similar anti-terror mock drill exercises have been organised over the past three years ahead of Independence Day, but the Army had never been involved until now. 'This was necessary as the threat perception in the national capital has increased over the past few months. With recent attacks on tourists and the escalation of tensions between India and Pakistan, the need for enhanced preparedness has become more urgent. We must be ready to respond to any hostile situation,' an official source said. 'The mock drill process is structured in layers, with each participating agency assigned a specific role. However, the Army follows its own distinct approach to handling hostile situations,' the source said. 'We usually call the Army when a situation gets out of control, whether it's an anti-terror operation or a natural disaster. Authorities are preparing in advance to ensure better coordination with the Army if such a situation arises,' the source added. Soldiers from two different brigades based in Delhi's Shankar Vihar participated in the two-day anti-terror mock drills at key locations such as the Lotus Temple, Hotel Claridges, and Hindu College of Delhi University, he said. Another source added that fake alerts — such as bomb threats, terrorist sightings, and hostage situations — were generated during these exercises on July 17 and 18. These calls were promptly responded to, and mock operations were carried out swiftly and in full coordination by all participating agencies, including soldiers from the Indian Army's Ghatak Brigades. He further said a colonel-level officer of the Army led the operations. The other agencies that participate in such mock drill exercises include the local police, Delhi Fire Service (DFS), Delhi Metro, Central Industrial Security Force (CISF), National Disaster Response Force (NDRF), Delhi Disaster Management Authority (DDMA), CATS ambulances, hospitals, bomb detection teams, bomb disposal squads, dog squads, the Crime Branch, and the Special Cell and Special Branch of the Delhi Police. On Friday, August 1, too, the National Disaster Management Authority (NDMA), DDMAs, and officers of the Western Command of the Indian Army have organised a multi-state integrated disaster management mock drill at 55 locations in Delhi and NCR. This drill, Exercise Suraksha Chakra, will ensure preparedness during natural disasters like earthquakes.

3 cops get jail for sexual harassment of woman, minor niece in neighbourhood
New Delhi: Three cops who are alleged to have sexually harassed and used vulgar language against a woman and her minor niece in their neighbourhood in 2013 were handed down prison terms by Delhi High Court on Thursday. "The convicts are none other than the police officials who are responsible for maintaining law and order in society. Furthermore, they were the neighbours of the complainant and the child victim and were fully aware and conscious of their offensive acts towards them. It is not a case where a restorative or rehabilitative approach would be justified while sentencing," Justice Neena Bansal Krishna observed in her order. Convicts Jaidev, his brother Jagmal, and son Suraj Bhan were acquitted by the trial court earlier, but the high court found enough material to set aside the verdict and hold them guilty under provisions of IPC and Pocso Act after it found that they indulged in sexual harassment and public obscenity against the victims in 2013. While Jaidev was sentenced to 2 years in prison, the remaining three will have to serve one year in jail. Such an act of the convict, who was in Delhi Police, cannot be forgiven or overlooked. He, being a police official, was duty-bound to abide by the law and to ensure the maintenance of law and order. However, he instead indulged in sexual offences, not only towards the complainant but also a little child of about 6 years of age. " It cannot be overlooked that all the three convicts belong to the same family and they all together on the date of the incident, misconducted themselves and persisted in committing the offence, the court added, highlighting that the victims were also kin of a cop. Deciding their punishment, the court on Thursday stressed that it is a case "where there is no other choice but to adopt the punitive approach, which may also send a signal to society and act as a deterrent for the convicts like them in society." The punishment came for offences under sections 509 and 354A IPC for sexual harassment and using vulgar language, words, gestures, and acts to insult the modesty of the woman, obscene acts done in a public place, and under the Pocso Act vis-a-vis Jaidev. Citing the "consistent testimony of the child about being a victim to such exposure by Jaidev," the court stated that evidence could not have been discarded, overlooked, or disbelieved. "There is overwhelming evidence confirming the alleged obscenity on the part of Jaidev towards the child victim and there was no reason to disbelieve the testimony of the child," it added.

Shashi Bhushan Singh takes charge as Delhi Police chief
NEW DELHI Shashi Bhushan Kumar Singh, a decorated IPS officer, took charge as the 25th Commissioner of Delhi Police on Thursday, succeeding Sanjay Arora. Mr. Singh, a 1988-batch IPS officer of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, will continue to serve as the Director General of Home Guards. He is set to retire in February 2026. At Delhi Police, Mr. Singh has served as Additional Commissioner of Police (Karol Bagh), Additional District Commissioner of Police (South), and DCP (North East) and (Central). He also led the Economic Offences Wing and served as the Joint Commissioner and the Special Commissioner of Police across domains like intelligence, law and order, crime, security, and technology. Supervised 89 probes The officer introduced public facilitation desks at police stations, supervised investigations across 89 stations, and led security operations during the 2015 Republic Day celebrations attended by then U.S. President Barack Obama, and the India-Africa Forum Summit attended by 54 heads of states. Tech reforms As the Director General of Police in Mizoram, Mr. Singh launched the State's first all-woman police station, a tourist police unit, and a safety app. He digitised enforcement with e-challaning and expanded Mizoram Police's digital footprint. In Arunachal Pradesh, he introduced the Arunachal Suraksha app, launched an online complaint portal, and implemented large-scale personnel promotions. In Delhi, he helped create the 'Lost Report' mobile app and a web-based Police Clearance Certificate system. His work also includes over seven years with the Cabinet Secretariat (Research and Analysis Wing), including both domestic and overseas assignments. Recipient of awards Mr. Singh is a recipient of the President's Police Medal for Distinguished Service, the Police Medal for Meritorious Service, and a Silver Medal for National e-Governance.
