Infatuated corrupt officer who raided police systems 200 times to pass intel to her secret criminal boyfriend is banned from the job
Former PC Lorna Pennycook raided West Midlands Police systems 200 times so she could supply information to 'professional' crook Anthony Kennedy.
She 'researched' confidential details about investigations and shared them with her lorry jacker partner before attempting to cover her tracks by telling him to delete their messages.
Pennycook even convinced Kennedy not to end their sordid affair after he realised she was a police officer.
At an accelerated misconduct hearing in July, Pennycook was found to have breached standards of professional behaviour.
A panel ruled that her actions amounted to gross misconduct and she would have been dismissed had she still been working for the force.
Her actions were 'calculated, deliberate, in no sense coerced', a report from the hearing read.
Pennycook joined the force in January 2009, spending the majority of her career on the Birmingham East Neighbourhood Policing Unit where she became acting sergeant in August 2020.
In March 2021, she was posted to the organised crime and gangs team as a constable.
She started a relationship with Kennedy in 2016, finding out he was 'involved in criminality' the following year.
The report from Chief Constable Craig Guildford read: '[Kennedy] wanted to end the relationship upon discovering your profession; you clearly did not want to end the relationship despite learning that he was a criminal.
'You remained in a relationship with him. You did not disclose this relationship to your supervisor.'
Pennycook 'used numerous police systems to access sensitive policing information and intelligence' which was not relevant to her duties between August 2017 and February 2021.
This was 'deliberate conduct' to get hold of information which would have been useful to Kennedy and his criminal associates, the report read.
Pennycook told Kennedy - who was known to be part of an organised criminal group - to delete her messages and 'requested a burner phone' so messages were not linked to her.
She was arrested in April 2021 and resigned three months later.
The panel heard how she was charged with misconduct in a public office and admitted the charge - but with an 'untruthful basis of plea'.
But her basis of plea was later abandoned and she was jailed for four years last December.
The report read: 'This is a serious case of corruption whereby multiple repetitive system access was evidenced which included sensitive criminal intelligence over a three and a half year period.
'The confidential data was accessed and shared with a known criminal for a non-policing purpose.'
It added: 'She was an experienced officer and knew the rules.
'She accessed the confidential data for personal gain in maintaining and furthering her own intimate relationship with a known criminal.
'Her actions were calculated, deliberate and systemic in my determination.'
It read: 'Officers should only check systems for a policing purpose never for personal gain.
'On the balance of probability, she knew full well the consequences of what she shared which included sensitive intelligence concerning a planned search warrant and the details of a complainant.'
Pennycook, formerly of Walsall, penned a letter to a case worker within the force's professional standards department in March 2025.
She 'fully acknowledged' her wrongdoing and said she expected to be dismissed.
The report read: 'The former officer stated that she is truly sorry for her actions and apologises to both West Midlands Police and the public.'
Pennycook was found to have breached the standards of professional behaviour relating to confidentiality, discreditable conduct and honesty and integrity.
She now features on the College of Policing's barred list.
Kennedy, then 43 and of Tipton, admitted assisting in the commission of misconduct in a public office and was jailed for four years last year.
Birmingham Crown Court previously heard how he had a criminal record boasting 18 convictions for 41 offences.
This included a gang lorry jacking in Oldbury which led to him being locked up for eight years in 2012.
Kennedy threatened to end his relationship with Pennycook over concerns it would have been damaging to his reputation with his criminal friends.
But Pennycook warned she would not leave him alone and said it would be 'advantageous' for him if they stayed together.
The former officer called Kennedy significantly more times than he contacted her during the four-year period, the court heard.
Pennycook had access to force computer systems which held information on crime reports, logs, custody records, alleged crimes, telephone numbers, vehicle registrations, wanted suspects, warrants to be executed and the management of prisoners.
She also 'attempted to shift the blame' upon Kennedy before she was sentenced, claiming she had acted under pressure.

Ayeni and his wife have been scared to leave their house because of threats. 'We haven't gone outside at home, we just can't,' Natalie said. 'Just after it started to go viral, someone in the local pub recognised Olajuwon immediately; we couldn't believe how quick it had spread. We were walking home from shops just streets from our house, and two lads passed us, spun round and said 'I hope you're not them off that video or we're coming back to slash you up'. It's just horrendous. 'Someone was shouting 'paedophile' outside the house the other night, so I rang the police again but they say there's little they can do. Officers have told them that while personal threats are criminal, sharing the video does not constitute a crime. Cleveland police said they were offering the family all available support and advice. A high-profile former MP has been jailed for misleading a corruption probe about potential profits from a major property deal. Daryl Maguire, best known for his secret relationship with Gladys Berejiklian while she was NSW premier, was sentenced to a non-parole period of five months on Wednesday. The former NSW MP was found guilty of giving misleading evidence at an Independent Commission Against Corruption inquiry into a Sydney council in 2018. The misleading evidence canvassed Maguire's dealings with former Canterbury City councillor Michael Hawatt on a potential property development, in which Maguire could have received about $720,000 in commission. 'His evidence - there was nothing in it for him - was misleading,' Sydney magistrate Clare Farnan said when sentencing Maguire on Wednesday. 'In fact, he expected to receive part of a commission if the property was sold.' Ms Farnan said it was difficult to determine the long-time Wagga Wagga MP's motivation as Maguire maintained his innocence and did not give evidence about why he gave the misleading evidence. 'Mr Maguire was clearly trying to protect his reputation, possibly amongst other things,' she said. Maguire has not demonstrated any remorse, the magistrate said. But she found he had good prospects of rehabilitation and was unlikely to reoffend. Ms Farnan said she would have imposed a 12-month term but for an almost five-year delay in prosecuting the offence. Maguire's lawyer indicated an appeal will be filed. Former deputy prime minister Michael McCormack provided a letter of support for Maguire, telling the court of his hard work ethic and ongoing efforts to benefit the community. Maguire served in the NSW coalition governments until his retirement in 2018. He made headlines in 2020 when it emerged he had been in a secret 'close personal relationship' for at least five years with Gladys Berejiklian while she was treasurer and then premier.

Shock details emerge after man sent Sunshine Coast childcare centre into lockdown and staff and children hid in a room while tense standoff unfolded with cops
A young man who took his own life at a Sunshine Coast childcare centre was an OnlyFans creator with a long history of crime that included drug trafficking. Reubhan Mickeal Gary Ralph, 29, was Tasered by police several times before using a sharp implement to take his life at Habitat Peregian Springs at 6pm on Monday. Five staff members and six children were forced to lock themselves in a room while the terrifying incident played out. Ralph was a fly-in, fly-out worker and OnlyFans content creator who was involved in a local drug syndicate and had a string of serious convictions, court records show. He was previously charged with stalking two women, one of whom was an employee at Maroochydore Police Station. In October 2023, Ralph applied for bail in the Maroochydore Magistrates Court, where police prosecutor Senior Constable Mark Burrell told the court the case against him was 'strong'. 'They are serious offences, there are two separate victims, which is more than normal, and the second victim is an employee of Queensland Police,' he said. Magistrate Matthew McLaughlin described the allegations as 'quite chilling' and highlighted the disturbing pattern of behaviour. 'The second complainant involves another woman who is a civilian working at a police station, and it seems the defendant has now taken an interest in this female, who he could only know through seeing his required visits to the police station,' Mr McLaughlin said. He said Ralph was a 'menace' whose actions left women fearing for their safety. 'It's said he has been loitering around the police station, photographing this woman and making lewd comments towards her, to the extent that she is now worried about even attending work,' the magistrate said. 'In all my years as a magistrate I have never seen a person simultaneously charged with stalking two different women, one of whom he barely knows, it's bizarre, it speaks of a man who has real problems. 'In the very least before I could feel comfortable letting him back into the community I'd need some sort of psychiatric report.' Ralph also played a role in a cocaine syndicate between November 2021 and May 2022, conducting drug deliveries and debt collections stretching from the Sunshine Coast to the Gold Coast. He later pleaded guilty to trafficking and drug possession. In July last year, Ralph made headlines for stealing a truck from a Gold Coast construction site and going on a destructive rampage, smashing into cars and even an ambulance while recording the chaos on his phone. Ralph had armed himself with a sharp object and began smashing a glass door at the childcare centre on Monday. A police officer, working covertly inside the building, quietly guided the children and staff out to safety after the group had locked themselves inside a room. Police attempted to negotiate with Ralph before trying to remove him, which included the deployment of Tasers several times. Police say Ralph began to self-harm and consequently sustained serious injuries. Attending police rendered first aid before other emergency services arrived; however, he was declared dead a short time later. The incident is being treated as mental health-related. No one else was injured in the incident.
