Maharashtra issues new social media guidelines: Govt employees can't criticise policies of the state

Maharashtra government on Monday issued a new set of guidelines for its employees to use social media platforms, warning that employees violating these norms will face action.
The new policy bars the state government employees from criticising the existing or past policies of government in state and other dispensations on social media platform.
The guidelines also warned that employees violating the new norms will face action under the Maharashtra Civil Service Conduct Rules 1979.
'The employees will have to maintain separate accounts for personal and official uses. They are not supposed to use apps that are either banned by the state government or by the Centre,' said the Government Resolution (GR).
— State government employees are supposed to use social media very responsibly.
— Sate government employees should not download objectionable, discriminatory, defamatory content or posts that evoke hatred.
— Personal account should not have anything other than the employee's photograph.
— No confidential dossiers, official documents can be partly or fully uploaded, forwarded or shared without prior permission or authorisation, reported PTI.
— Before retirement or transfer, the employees are supposed to hand over the official social media account to their successor.
— State government, local bodies, contract staffers
— Public sector undertakings of the state government
According to the GR, employees should not post anything which shows:
1) Designation or images of the government logo
3) Official properties like office buildings
The state govt employees can't use any app banned by the state government or the Centre.

New Delhi, Aug 4 (PTI) The revenue surplus of the Delhi government under AAP rule in 2023-24 declined by 55 per cent as compared to the preceding fiscal, said a CAG report tabled in the Monsoon session of the assembly by Chief Minister Rekha Gupta on Monday. Gupta tabled the Comptroller and Auditor General (CAG) reports on 'Finance Accounts and Appropriation Accounts of the Delhi for the year 2023-24. The report pointed that although the revenue receipts of the government dropped, the gross state domestic product (GSDP) at current prices grew at an average pace of 8.79 per cent during the last five years from ₹ 7.93 lakh crore in 2019-20 to ₹ 11.08 lakh crore in 2023-24. There was 9.17 per cent growth in GSDP in 2023-24 from the previous year 2022-23. Also, the budget outlay of Delhi increased at an average growth rate of 7.14 per cent from ₹ 64,180.68 crore in 2019-20 to ₹ 81,918.23 crore in 2023-24, said the report. It further said the revenue surplus of Delhi government in 2023-24 decreased from ₹ 14,457 crore to ₹ 6,462 crore, registering a fall of 55.30 per cent over 2022-23. The fiscal deficit, however, went down from ₹ 4,566 crore in 2022-23 to ₹ 3,934 crore in 2023-24, it said. The report of the CAG on the finances of the Delhi government for the year 2023-24, provided an overview of its finances, budgetary management and quality of accounts, financial reporting practices. The report noted a receipt-expenditure mismatch indicating rising fiscal stress. The report further showed that the Delhi government's revenue expenditure between 2019-20 and 2023-24 increased from ₹ 39,637 crore (5 per cent of GSDP) to ₹ 50,336 crore (4.54 per cent of GSDP). It consistently made up a significant portion ranging from 81 per cent (2021-22) to 83 per cent (2023-24) of the total expenditure during this period, growing at an average annual rate of 6.51 per cent, added the report.

Agency: Bengaluru, Aug 4 (PTI) Karnataka Chief Minister Siddaramaiah on Monday condoled the death of former CM of Jharkhand, Shibu Soren, and said he was a towering figure in India's tribal rights movement. As the founding leader of Jharkhand Mukti Morcha, he dedicated his life to the creation of a separate Jharkhand and the upliftment of Adivasi communities, the chief minister said. 'Deeply saddened by the passing of Shri Shibu Soren-former Chief Minister of Jharkhand, former Union Minister, and a towering figure in India's tribal rights movement. My heartfelt condolences to Jharkhand CM @HemantSorenJMM, his family, and the people of Jharkhand in this moment of grief. His contributions to public life will be remembered with respect and gratitude," Siddaramaiah said in a post on 'X'. Deputy Chief Minister D K Shivakumar said he was deeply saddened by the passing of seasoned political leader, JMM founder and former CM of Jharkhand, Shibu Soren. 'His life was a powerful journey of struggle, courage, and commitment to the rights of tribal communities. Generations will remember his voice and vision. My thoughts and prayers are with @HemantSorenJMM and the entire family. Om Shanti," he said in a post in 'X'. Soren breathed his last at a private hospital in New Delhi while undergoing treatment for kidney-related problems.
