Minister of finance says no to wealth tax

The minister of finance must consider various ways of raising revenue to plug the hole in Budget 3.0, but a wealth tax is not one of them.
Ahead of delivering the third attempt to get Budget 2025 passed, the minister of finance, Enoch Godongwana, said in parliament that he does not think a wealth tax is a good idea to find the money to make up the budget shortfall, as the wealthy people of the country already pay tax in many other ways.
Sanele Mwali, an MP for the MK party, asked Godongwana in parliamentary questions if he has considered implementing a wealth tax as an alternative to increasing VAT, which disproportionately affects low-income households.
Godongwana said in his reply that South Africa already has a multitude of instruments that tax wealth comprehensively through a combination of taxes on property (assets), which include estate duty, donations tax levied for any asset donations, all equity transfers taxed through a securities transfer tax and real estate transfers through transfer duty.
'In addition, all real estate (land and buildings) is taxed at local level through property rates and taxes,' he pointed out.

Wealthy people already pay more tax in various ways
According to the minister, the total annual tax revenue collected from the four national taxes on wealth, excluding the local property taxes, amounted to R22 billion in 2021/22, R22.6 billion in 2022/23, R19.4 billion in 2023/24 and R21.3 billion in 2024/25.
'This is a contribution of 1.15% to total tax revenue, which compares favourably to the Organisation for Economic Co-operation and Development (OECD) average of 0.5% for similar taxes. In addition, South Africa levies capital gains tax, which is essentially a tax on wealth gains.
'Capital gains tax contributed an additional R15.6 billion to the fiscus during 2019/20 and R16.4 billion in 2020/21. Dividend tax and tax on interest are also taxes on the returns from wealth.'

Considerations regarding wealthy taxpayers and wealth tax
Godongwana said that when evaluating the most comprehensive and efficient approach to wealth taxation, government must consider that:
The tax base of high net worth individuals in South Africa is small and mobile.
The initial data from South African Revenue Service [Sars] indicates that there are 2 850 individuals with net assets above R50 million who have a total of R245 billion in local assets and R150 billion in foreign assets.
This group pays R7 billion in personal income tax (which is also on returns from foreign assets) and that revenue would be put at risk if they decided to change tax residency.
Should this group decide to relocate, it would impact negatively on capital and investment flows, as they often have business interests which generate employment and contribute towards economic growth and capital formation locally.

International examples show wealth tax does not work
The minister also pointed out that international examples show that several countries abandoned or significantly reduced the scope of their wealth taxes over the years, as they were ineffective. The reasons for abolishing the wealth taxes are the high cost of collection, administrative complexity, risk of capital flight and limited revenue gained from these taxes.
Only four countries currently have what can be termed 'wealth taxes'.
Godongwana said income tax is the most effective way to tax the wealthy, and it generates multiple times more revenue for the fiscus in a more efficient and cost-effective manner.

What the research shows about the effectiveness of a wealth tax
'Research by the OECD on the effectiveness of wealth taxes found that a comprehensive income tax system, which also taxes capital gains, is more effective at generating revenue and redistributing wealth than taxes that specifically target the stock of wealth.
'South Africa has a very comprehensive income tax system with progressive rates and high-income earners paying a top marginal tax rate of 45%. In line with international best practice, South Africa levies capital gains tax to make its income tax system even more progressive and comprehensive.'
He also emphasised that wealth taxes discourage savings. 'South Africa has a low gross savings rate of only 13.7%, well below its peers. Introducing a wealth tax will discourage people from saving.
'Rather than save and add to South Africa's overall savings pool, which is critical for investment and economic activity, wealthy individuals will rather consume their income or take it offshore. This will damage South Africa's long-term development prospects.'

What about increasing corporate tax?
Mwali also wanted to know if Godongwana considered implementing progressive taxation measures, such as increasing corporate tax rates, to generate additional revenue and reduce income inequality.
Godongwana explained that South Africa has multiple tax instruments, with three accounting for more than 80% of total tax revenue. 'Personal income tax contributes the largest share, followed by VAT and corporate income tax.
'Our tax system is broadly progressive, ensuring higher-income earners contribute more, but not all tax instruments share the same level of progressivity. The ability to raise revenue from increasing the corporate income tax rate will depend on how companies respond.
'Empirical evidence shows various ways companies use to reduce their taxable income in response to tax rate increases, such as disinvesting or reducing investment plans and shifting profits out of high-tax countries.'

Increasing corporate tax detrimental to economic growth
He said that given that corporate tax rate increases are the most detrimental to economic growth, an increase can negatively affect revenue collection in the long run, which would reduce the government's ability to spend on redistribution programmes.
'South Africa's corporate income tax rate is already high when compared to most countries that have progressively lowered rates. This places greater pressure on Sars to police anti-avoidance measures.
'Alternative revenue-raising measures aimed at corporations are to broaden the corporate income tax base and enhance compliance. In this regard, South Africa has made progress in recent years through domestic reforms and international cooperation.
'The introduction of the global minimum tax will reduce the incentive for large multinational enterprises to shift profits and will bolster corporate tax collections from 2026/27.'

Higher corporate tax will not reduce inequality
Godongwana pointed out that attempts to raise revenue by increasing the corporate income tax rate will not necessarily reduce inequality, as workers and consumers will feel the burden of a rate increase, not just shareholders.
He said in a study reviewing whether Canada should increase its corporate income tax rate, the researchers said 'while it is clear that people, not corporate entities, ultimately bear the burden of corporate taxes, a key question is which people? The answer to this question has important implications for the equity, or fairness, of the tax system.'

If we unpack stubbornness as steadfastness, unwillingness to yield in the quest for freedom, we can understand better what Mandela did in order to prepare himself to advance the Struggle while confined in prison. Part 2 of a five-part series on Nelson Mandela's leadership. Nelson Mandela was notoriously stubborn or obstinate — both words that are generally used to connote negative qualities — and unwilling to recognise new conditions that ought to influence proposed actions. But the dictionaries suggest that the word 'stubborn' may indicate not only 'pig-headedness' or 'mulishness' or unwillingness to be open to reasoning and persuasion, but also steadfastness, holding to a course of action as a matter of principle. In that sense the same words — 'stubborn' or 'obstinate' — may point to both the strengths and weaknesses of Mandela. Once Mandela decided on a course of action it was very difficult to persuade him to change direction. At the same time Mandela's stubbornness coexisted with flexibility and willingness to change once change became necessary, or he became convinced in his own mind or through persuasion that it was necessary to change, or through change being thrust upon him, by conditions imposed on him, like imprisonment or the policies of the ANC with which he had to abide (though his initiative to advance negotiations was outside of organisational discipline). Mandela's evolution This change is seen in Mandela's evolution from aggressively advancing a narrow version of Africanism towards becoming a proponent of the non-racial and multi-racial vision of the Freedom Charter. It happened when Mandela, who placed a lot of weight on being a trained lawyer, answered the ANC's call to break specific laws as Volunteer-in-Chief in the Defiance Campaign of 1952, and then almost permanently leading a double life, part of it underground, partly as an apparently law-abiding member of society. Then ultimately, having to go underground completely, leading the life of 'an outlaw', not seeing his family or being able to be himself as a conventional lawyer. In becoming the first commander of Umkhonto weSizwe (MK), he had to channel some of the skills and discipline that can be found in the boxing that he loved (a sport that is said to require a 'monastic-type discipline') into military preparation. In prison, he faced a range of other challenges. Before prison, Mandela was sometimes impetuous and was rebuked by the leadership. Prison, he says, 'matured' him. He read a lot and thought a lot and listened a great deal to the ideas and problems of other people. The sometimes impetuous Mandela was content to bide his time, waiting and observing and trying to work out what was the best way forward. This willingness to wait was manifested in the way he played chess in prison when he would sometimes drive his opponents into a fury — leading them to make a premature move, which would lose them the match — while he spent hours or days making a single move. In prison, one of the most significant transformations occurred when Mandela, who entered as a 'man of war', initiated talks (at the same time as the leadership in exile, without his knowledge, was also sending out feelers to the regime). Mandela saw the possibility of breaking the logjam and securing peace and freedom. The problem was that he had no mandate to initiate such talks, and indeed, he admitted, wanted to present the organisation with a fait accompli. Breach of collective leadership? Was this a serious breach of collective leadership? How do we assess this? Was this the type of individualism that must be condemned, insofar as it did not flow from an organisational decision? Or was this a way in which a leader needs to act when seeing an opening that needs to be exploited? Insofar as Mandela acted alone, he was also not alone in the sense that, when they learnt what he had done, none of his closest comrades doubted what motivated him or that he acted from a strategic sense of what needed to be done at that particular moment. They also realised that the conditions under which he acted had required him to act on his own. Otherwise it would not have succeeded. What is clear is that as soon as Mandela had the opportunity to communicate with the leadership, he did so, and they agreed on a course of action, part of which had been facilitated by his own, unmandated course of action. From then on, Mandela took a number of steps, in and out of prison, in order to ensure that the peace did work, that there was a sustainable peace — or as sustainable as could be — while he was leader. To understand Mandela acting on his own we need to ask how leadership relates to democracy and to collective decisions and mandates. What happens when there is no mandate to do something, but an opportunity arises to act in a manner that could change the entire balance of forces or conditions of the Struggle against apartheid? Being a leader is not simply carrying out the decisions of an organisation, acting in terms of a mandate and being accountable. It is also being able to interpret the signs in order to move beyond where one is in order to advance the goals of freedom, to go into terrain that has not yet been seen or envisaged by the members and the leadership collective. Being able to lead beyond where one is may mean changing the conditions under which the Struggle is waged, and it may also mean that the leader as an individual has to do more than act out what the organisation has instructed/mandated. The very stubborn commitment to achieving freedom — as in steadfastness rather than unwillingness to change — sometimes led Mandela to act without consent of the leadership collective. But considered retrospectively, he had nothing to gain through taking these initiatives — as a person or as a leader. He may have attempted to present the leadership with a self-initiated fait accompli, but that was not done in order to earn fame or fortune. It was very risky and controversial, and in fact earned and continues to evoke controversy and criticism of his role. At the same time, he was trusted by his closest comrades, who knew what motivated him and respected his judgement. What Mandela's concept of leadership reveals is that while he was at times stubborn and needed to be persuaded to follow or cease a course of action, he was equally a leader who continually looked for ways of breaking logjams and changing the conditions of struggle in ways that would be advantageous to those struggling for freedom. But the apartheid regime, Walter Sisulu suggests, may have underestimated his stubbornness and also misread his willingness to talk. Negotiations The positive side of his stubbornness is illustrated by Sisulu in relation to prison and in relation to negotiations. Sisulu recalls how warders on Robben Island would shout at them to hurry: 'Now Nelson is a very stubborn chap. He responded to this by walking very, very slowly, and of course we all walked slowly too. The warders had to beg him to cooperate and walk faster.' After that, the segregation prisoners walked to the lime quarry at their own pace. On negotiations, Sisulu remarked: 'When [the government] saw a reasonable tone, they misjudged the person. It's easy to underestimate Madiba when he's nice — without knowing his stubbornness in approach… They look at the softness of the soft line: he is not aggressive, he is not wild. Then the possibilities are imagined to be there: to get Mandela. The National Party were prepared to discuss because [they thought] the leadership would come from them, not from the ANC.' The same stubbornness that made Mandela stick to a sense of dignity and through his actions empower other prisoners to resist arbitrary commands, was also manifested in the period of negotiations. Despite granting FW de Klerk credit for breaking some of the logjams, when De Klerk betrayed his trust, the same anger of the rebellious Mandela re-emerged, berating De Klerk, saying — at Codesa — that even from a leader of an illegitimate regime one expected some sense of integrity. But this same stubborn determination sometimes required remedial action, even in the 1990s. Anyone who knew the late Walter Sisulu would understand that he was one individual who could be relied on to make Mandela 'see sense' where it was felt that the 'old man' was being 'totally and unreasonably obstinate'. The story is told of how Mandela's security advised him that it was not safe to go into KwaZulu-Natal during the period of IFP/ANC violence prior to the 1994 elections. Mandela insisted that he would go, irrespective of what intelligence they may have gathered. The security officials were making no progress and decided to secretly phone Sisulu. Sisulu had a word with him and firmly indicated that he should not proceed. Mandela cancelled the visit and laughingly scolded them for 'reporting' him. If we unpack stubbornness as steadfastness, unwillingness to yield in the quest for freedom, we can understand better what Mandela did in order to prepare himself to advance the Struggle while confined in prison. There are some who, once imprisoned, throw themselves on the mercy of their jailers or spend their prison time purely consumed by their personal suffering. Now everyone suffered in prison, and there cannot be a minimising of the extent of suffering experienced by someone who was a life prisoner, who served 27 of those years, sometimes under very harsh conditions, experiencing or warding off assaults and arbitrary actions aimed at worsening their situation and breaking their spirit. Preoccupied with achieving freedom Part of the Mandela obstinacy was that he remained clear about his objectives, he remained preoccupied with achieving freedom, even in the darkest times. This is seen in some of his writings in prison, where it is clear that, as most political prisoners prided themselves, there was no way he could be 'rehabilitated' and made to accept one of the various offers to release him in return for conditions that amounted to renunciation of the Struggle. (The writing was not legally permitted and would be confiscated when found, as did happen when material was periodically discovered.) But Mandela's same stubbornness as unconditional dedication led him to change course when it was required, most dramatically when he initiated talks that led — together with the efforts of the exiled leadership — to the opening of negotiations and ultimately made political freedom possible. On being released he was very clear that he had to work in a manner that made the peace and made it last, even if it required compromises and symbolic gestures to supporters of apartheid, as in wearing the Springbok jersey (as a way of nation building) or visiting Betsie Verwoerd. Mandela was prepared to engage in a range of symbolic gestures or make concessions where these contributed towards the achievement of peace and freedom. DM Raymond Suttner served 11 years in prison and under house arrest. He was in the UDF, ANC and SACP leadership until the Jacob Zuma era. Suttner worked closely with Nelson Mandela in the 1990s. He is currently an emeritus professor at Unisa.

The City is under pressure to get its finances in order and start delivering proper services to its residents. "The R23.6 billion in unauthorised, irregular, and fruitless expenditure is a cumulative figure that has progressively increased in the City's financial statements over the years," he says. "During this time, these expenditures were largely unaddressed and not regularised as required by the MFMA," he added. Morero goes on to explain that most of the unauthorised expenditure is due to bulk purchases of electricity and water that exceeded the approved budget.

Dada Morero blames DA-led coalition for Joburg's financial crisis

Joburg's mayor revealed that government departments owe the city approximately R1 billion City of Johannesburg Mayor Dada Morero has blamed previous administrations, particularly the DA-led coalition, for the city's massive R23.6 billion in unauthorised, irregular, fruitless and wasteful expenditure. Speaking at a media briefing at the Joburg Theatre on Thursday, Morero outlined the city's comprehensive turnaround plan following concerns raised by Finance Minister Enoch Godongwana. Finance minister's intervention The mayor acknowledged receiving a letter from Godongwana on 30 July 2025 expressing 'significant concerns' about Johannesburg's non-compliance with the Municipal Finance Management Act (MFMA). In the letter, the minister cited failures to prevent and address unauthorised, irregular, fruitless and wasteful expenditure. He said the response included a complete account of challenges that contributed to the R23.6 billion balance reported in the city's 2023/24 financial statements. Attack on previous leadership Morero launched a scathing attack on his predecessors, blaming them for the financial crisis. 'I want to clearly state, as I publicly did when I assumed office during my first term as executive mayor in 2022, that our beloved city has endured a period of mismanagement and poor leadership from previous administrations, particularly during the DA-led coalition,' he stated. The mayor explained that the massive expenditure represents cumulative spending that grew progressively over years. 'These expenditures were largely unaddressed and not regularised as required by the MFMA,' Morero stated. 'The R23.6 billion comprises R13 billion (55%) in unauthorised expenditure, R9.9 billion (42%) in irregular expenditure, and R735 million (3%) in fruitless and wasteful expenditure,' he explained. According to the mayor, most of the unauthorised expenditure stems from bulk electricity and water purchases that exceeded approved budgets. He explained these purchases are driven by resident consumption alongside technical and non-technical losses during service delivery. 'It is essential to note that non-compliance leading to irregular or unauthorised expenditure does not imply that the city did not receive the services or goods purchased; it indicates that there was non-compliance in the procurement process,' Morero said. These include enhancing the expenditure reduction strategy and re-establishing the disciplinary board. 'In February 2025, I reached out to President Ramaphosa for technical support in the form of a Presidential Working Group. To further enhance service delivery and the achievement of the city's turnaround plan, the 'Bomb Squad' was also introduced,' he said. The mayor also revealed that he established a war room focusing on the city's finances. Morero reported progress in regularising the financial irregularities. 'Of the R23.6 billion reported in the City's 2023/24 financial statements, R12.9 billion has been regularised in accordance with the MFMA,' he announced. He said as of 30 June 2025, only R6.7 billion remains under investigation, while the rest is being processed by the relevant municipal committees. 'Based on the progress noted above, I expect the city's [unauthorised, irregular, fruitles, and wasteful expenditure] balance to have reduced significantly when the FY2024/25 annual financial statements are presented to the auditor general,' Morero said. 'The disciplinary board has already concluded preliminary investigations on six matters totalling R535 million and will report the outcomes to the council at its next ordinary meeting,' he said. Morero added that on 31 July 2025, the council approved 12 additional matters worth R2.5 billion for preliminary investigations by the disciplinary board. He took another swipe at previous administrations when discussing the board's work. 'For the longest time, the disciplinary board was not implemented by the previous administration until we came on board and implemented it,' Morero stated. He said last year an official resigned based on action taken by the board. 'Part of the unauthorised, irregular and fruitless wasteful expenditure we are acting on, at least around R6.7 billion, which remains under investigation and we are also committing that in the next ordinary council meeting we'll also be presenting on the preliminary investigation of six matters totalling about R335 million,' he said. Revenue collection improvements The mayor reported that the war room initiative is showing results in revenue collection. He said the city's collection rate for April to June 2025 reached 87%, representing a 2.7% increase from the 85% rate recorded during the same period last year. However, Morero acknowledged ongoing challenges with maintaining consistent collection rates. 'There are issues around the turnaround of finance… what is happening is that at times and some quarters we are able to reach our targets. I think that in April and May we reached 90% collection but it dived again,' he said. The mayor expressed optimism about reaching revenue targets. 'The city's performance in July 2025 demonstrates that the minimum average daily collection of R200 million is achievable,' he stated. Government debt and service losses Morero revealed that government departments owe the city significant amounts of money. 'We will be going after them so that we can recoup what is owed to the city,' he declared, noting that government departments owe approximately R1 billion. The mayor also highlighted major losses in the water and electricity sectors. 'We are experiencing losses in the water and electricity sectors which is affecting the money that should be coming into the city,' Morero explained. He said these losses are sitting at around 30-45% but the city is aiming to reduce them by about 10% in the current financial year. The mayor attributed the losses to meter bypassing and illegal connections committed by both businesses and individuals. 'At this stage I'm the acting MMC of transport until further notice,' he said. He, however, indicated the appointment could come as early as next week.
