
75 senior police inspectors decline promotion across Maharashtra, cite personal reasons
Of these officers, the highest number (24) is from Mumbai city, followed by nine each from Pune city and Thane city, six from Navi Mumbai, four from ACB, three each from Pimpri Chinchwad and CID Pune, two each from BDDS Pune city, Chhatrapati Sambhajinagar city, Solapur city and one each from Nashik city, Nashik rural, Raigad, Pune rural, state intelligence department, Ahilyanagar, Jalgaon, Solapur rural, Sangli, Sambhajinagar rural and Mira-Bhayandar-Vasai-Virar.
According to senior officials familiar with service trends, while the exact reasons for the refusals are not specified, such decisions are often attributed to personal, administrative or location-related considerations.
The decision to reject promotion may have career implications for the concerned officers. A govt resolution (GR) issued on Sept 12, 2016, clearly outlines the consequences of declining a promotion. As per the GR, officers who turn down promotion are to be excluded from the next two departmental promotion lists. Their eligibility can only be reconsidered in the third cycle, subject to departmental scrutiny.
In cases, where an officer refuses promotion more than once, the penalties escalate. A second refusal leads to another cycle of exclusion from two subsequent lists. For those declining promotion permanently, they are barred from any future consideration altogether. The GR also directed that such refusals be officially recorded and acted upon, ensuring vacancies caused by declined promotions were promptly filled as per seniority and eligibility from the pool of remaining officers.
Benefits availed under schemes like the Assured Career Progression (ACP) are also subject to review and possible withdrawal if an officer declined promotion, as per the GR provisions.
A senior home department official confirmed that the list of 75 officers was being processed in accordance with the standing orders. "The refusal is within the rights of the officers, but there are clear administrative consequences laid out in the GR. Those will be implemented to ensure uniformity and fairness in promotions," the official said.
This is not the first time a large group of officers declined promotion. The growing frequency of such decisions in recent years has, however, prompted discussions within administrative circles suggesting a mechanism to differentiate genuine reasons from the non-genuine ones.

Private hostel owner booked for harassing Dalit girl, roommate
Varanasi: A Dalit girl NEET aspirant from Jaunpur district, staying at a private hostel in Durgakund area under Bhelupur police station, was sexually harassed allegedly by the hostel owner. According to reports, he also attempted to target her roommate on Saturday. Assistant Commissioner of Police (ACP) Bhelupur Gaurav Kaumar said that on receiving complaint from the girl's father, Bhelupur police lodged FIR against the accused hostel owner under sections of BNS, Pocso and SC/ST Act. An investigation into the matter had begun and proper action would be taken based on its outcomes, he added. In his complaint, the girl's father alleged that the hostel owner not only harassed his daughter but also threatened her with dire consequences if she told anyone, using caste-based slurs against her. On Friday, he alleged, the hostel owner harassed her classmate too, who somehow pushed him away and ran to her room, locking herself inside. Failing to target her, the hostel owner started harassing his daughter. The girl's father mentioned that the hostel owner's wife also hurled abuses at the daughter and her classmate and threatened to kill them. Bhelupur police said as the case registered in this connection also comprises sections of SC/ST Act, further action would be taken after detailed investigation by the ACP. Extortion Call From Thailand: Gang Busted, Three Arrested
New Delhi: Three friends, including a graduate from London School of Economics, were arrested for allegedly making a Rs 2-crore extortion call by impersonating well-known gangster Himanshu Bhau. Police said the trio was in debt and devised the plot to repay it. They travelled to Thailand to buy international SIM cards, which they used to send the threats, hoping it would appear more convincing and help them evade law agencies, police said. The accused, identified as Sumit (42), Prince (35) and Nitish (31), were businessmen and residents of west Delhi. A businessman based in central Delhi filed a complaint claiming that he had received a threatening international WhatsApp call from an unknown number. The caller, claiming to be Bhau, sent a QR code for a cryptocurrency payment of Rs 2 crore. He also threatened that the businessman's children would be killed if the demands were not met. BJP municipal council chairman held on bribe charges
Jind: In BJP-ruled Haryana, the anti-corruption bureau on Saturday nabbed BJP leader and Julana Municipal Council chairman Dr Sanjay Jangra over an alleged bribe of Rs 2.27 lakh. His receptionist was arrested for allegedly accepting the cash. According to the ACB DSP, a contractor from Bhiwani, Manoj, filed a complaint alleging that Jangra was demanding a commission of 2.5% in exchange for clearing payments. On the basis of this information, ACB formed a raiding team and gave the complainant Rs 2.27 lakh marked with powder. When the complainant spoke with Jangra, he allegedly directed him to hand over the money to his hospital receptionist. As soon as the complainant handed over the cash to receptionist Satbir, the ACB team caught him with the money. The ACB team detained Jangra for questioning and seized a DVR from the spot. When Satbir's hands were washed, the powder turned his hands red, confirming the bribe transaction, said officials. A DSP-vigilance at Bhiwani said the contractor undertook work worth Rs 10 crore in Julana, out of which 50% was completed. The matter is under investigation and the suspects will be produced in court, where the entire case will be revealed, the DSP said. Dr Jangra has been living in Julana for 35 years, having opened a hospital in 1984, soon after completing his MBBS.
