
75 senior police inspectors decline promotion across Maharashtra, cite personal reasons
Chhatrapati Sambhajinagar: Seventy-five senior police inspectors across Maharashtra have turned down promotion offers to become assistant commissioners or deputy superintendents of police this year, stated a communication sent by additional director general of police (Establishment) Dr Sukhwinder Singh to the unit commanders across the state.
Of these officers, the highest number (24) is from Mumbai city, followed by nine each from Pune city and Thane city, six from Navi Mumbai, four from ACB, three each from Pimpri Chinchwad and CID Pune, two each from BDDS Pune city, Chhatrapati Sambhajinagar city, Solapur city and one each from Nashik city, Nashik rural, Raigad, Pune rural, state intelligence department, Ahilyanagar, Jalgaon, Solapur rural, Sangli, Sambhajinagar rural and Mira-Bhayandar-Vasai-Virar.
According to senior officials familiar with service trends, while the exact reasons for the refusals are not specified, such decisions are often attributed to personal, administrative or location-related considerations.
The decision to reject promotion may have career implications for the concerned officers. A govt resolution (GR) issued on Sept 12, 2016, clearly outlines the consequences of declining a promotion. As per the GR, officers who turn down promotion are to be excluded from the next two departmental promotion lists. Their eligibility can only be reconsidered in the third cycle, subject to departmental scrutiny.
In cases, where an officer refuses promotion more than once, the penalties escalate. A second refusal leads to another cycle of exclusion from two subsequent lists. For those declining promotion permanently, they are barred from any future consideration altogether. The GR also directed that such refusals be officially recorded and acted upon, ensuring vacancies caused by declined promotions were promptly filled as per seniority and eligibility from the pool of remaining officers.
Benefits availed under schemes like the Assured Career Progression (ACP) are also subject to review and possible withdrawal if an officer declined promotion, as per the GR provisions.
A senior home department official confirmed that the list of 75 officers was being processed in accordance with the standing orders. "The refusal is within the rights of the officers, but there are clear administrative consequences laid out in the GR. Those will be implemented to ensure uniformity and fairness in promotions," the official said.
This is not the first time a large group of officers declined promotion. The growing frequency of such decisions in recent years has, however, prompted discussions within administrative circles suggesting a mechanism to differentiate genuine reasons from the non-genuine ones.

Authorities also traced a high-end 4,500 sq ft flat in Sky High, a luxury residential complex in Shaikpet, Hyderabad, in addition to at least three other flats in Karimnagar. Sridhar is also alleged to own a villa in Tellapur near Hyderabad, three independent buildings in Hyderabad, Warangal, and Karimnagar, 19 prime residential plots in these cities, and 16 acres of agricultural land. Commercial space at Ameerpet, stakes in several hotels in Karimnagar, two four-wheelers, gold jewellery, and significant bank deposits were also found during the searches. The ACB confirmed Sridhar's arrest, and he has been sent to judicial remand. The market value of the properties is expected to be much higher than the registered value. Further investigations are ongoing. Links to Kaleshwaram project Sridhar has also been involved in the controversial Kaleshwaram Lift Irrigation Project, touted as the world's largest multi-stage lift irrigation initiative. The project has faced persistent allegations of irregularities and corruption. The former chief minister of Telangana and Bharat Rashtra Samithi (BRS) chief K Chandrashekar Rao has also been summoned by the PC Ghose Commission, which is investigating alleged violations in the project's execution. These corruption allegations had featured prominently during the 2023 Assembly election campaigns. ACB nets Kaleshwaram project engineer with assets worth Rs 200 crore
KARIMNAGAR/HYDERABAD: Nune Sridhar, an executive engineer in the Irrigation department, was on Wednesday arrested by the Anti-Corruption Bureau (ACB) in a disproportionate assets case and sent to judicial remand. Sridhar has been serving as in-charge of the Gayatri and Nandi Medaram pump houses under the Kaleshwaram Lift Irrigation Scheme (KLIS). Sridhar's arrest came after the ACB conducted searches at 14 locations, including his residence in Karimnagar and properties belonging to his relatives. Officials said the EE amassed assets 'through unlawful practices and dubious means' while serving in various capacities, including his current post in Division No-8, SRSP Camp, Choppadandi, Karimnagar. The searches revealed that the accused had acquired these movable and immovable properties by abusing his official position, the ACB said. The searches are still going on. The unofficial estimate put the market value of the assets seized at around Rs 150 crore to Rs 200 crore. 'The market value is expected to be much higher than the official value,' the ACB release stated, adding that further investigation is in progress. Sridhar resides in a flat in Karimnagar city. ACB carried out searches at his relatives' houses in Jyothinagar in Karimnagar.

Cash for bail case: Rouse Avenue Court record keeper takes back Delhi HC bail petition
NEW DELHI: A record keeper (ahlmad) posted at Rouse Avenue Court, accused of accepting bribes from undertrials to secure bail, has withdrawn his anticipatory bail plea from the Delhi High Court. Mukesh Kumar, who is under investigation by the Anti-Corruption Branch (ACB), withdrew his plea on Wednesday, the day arguments were scheduled. Justice Tejas Karia allowed the withdrawal, granting liberty to file a fresh plea in the future. Appearing for Kumar, Advocate Ayush Jain requested the Court to direct the ACB to issue proper notice under Section 41 of the Criminal Procedure Code before requiring the accused to join the investigation. He also sought permission for an advocate to be present during Kumar's statement. The ACB, represented by Additional Standing Counsel Sanjeev Bhandari, assured the Court that all legal procedures would be followed. The bail withdrawal comes amidst growing scrutiny. The High Court had recently transferred a Special Judge of the Prevention of Corruption (PC) Act from Rouse Avenue to North-West Rohini after the allegations against Kumar surfaced. Kumar was booked by the ACB on May 16 under Sections 7 and 13 of the Prevention of Corruption Act, as well as under the Bharatiya Nyaya Sanhita. According to the agency, he allegedly demanded and accepted bribes from accused persons in return for facilitating their bail.
