U.S. tariff pause on Beijing puts pressure on 'China-plus-one' countries
In the new world order dictated by President Donald Trump's shifting announcements of tariffs, countries measure their success not by the terms of their trade deals with the U.S. but by how they compare to other countries.
For the last five weeks, many nations facing significant duties under Trump's now-paused "reciprocal" global tariff regime announced on April 2 took solace from having better rates than China, which saw U.S. tariffs on Chinese imports ratchet up from 20% to an embargo-like 145% from March to May.
Vietnam, for example, was better off than China with a 46% rate, while Thailand was at 36% and Malaysia at 24%.
Given their comparative advantage, manufacturing hubs anticipated further moves by multinational corporations to set up shop in their countries and decrease their dependency on China, potentially adding to a years-long trend known as "China-plus-one".
Now, everything is up in the air again following a breakthrough in U.S.-China trade talks that resulted in a 90-day reprieve from the astoundingly high tariffs on China, leaving a base 30% import tax rate for made-in-China products.
Tariffs on China still remain higher than competing industrial hubs paying 10% under Trump's 90-day pause on the reciprocal duties, but some experts said the deal could halt some of the momentum pushing multinationals to further shift supply chains outside of China.
"The rules of the game are still uncertain," said Diego Marroquin Bitar, an expert on North American trade who also works as a consultant. "I think companies are just going to delay their investments as much as they can."
Starting in his first term, Trump sought to leverage tariffs on China to force companies to relocate manufacturing to the U.S.
The "reshoring" to the U.S. largely did not materialise, but over the past decade companies such as Apple did start looking for alternatives to China, with a focus on countries that offered relatively low labour costs and smaller tariffs.
Southeast Asian nations were among the biggest beneficiaries, along with Mexico, but if the U.S.-China tariff pause is extended, those countries could see their comparative advantage dissipate.
Vietnam, Thailand and Malaysia are currently negotiating their own tariff deals with the United States. Mexico, which avoided reciprocal tariffs, is also seeking to reduce separate import duties on specific products such as automobiles.
Sweeter deals
The U.S.-China trade thaw means companies that had considered speeding up efforts to offshore production from China may now tap the brakes, said Wu Xinbo, director of the Center for American Studies at Shanghai's Fudan University.
"They will maintain their current situation, keep China as their main operations hub and make appropriate partial arrangements in neighbouring countries, but the bulk of their business will remain in China," he said.
Sun Chenghao, a fellow at Tsinghua University's Center for International Security and Strategy, said the uncertainty of Trump's policymaking was "very painful for companies" trying to decide whether or how much to decouple from China.
"The current cooldown in tensions does not mean that U.S. firms dare to boldly engage in business activities in China," he said. "Everyone is still waiting for the possibility that tariffs might be imposed again."
For countries like Vietnam, which had also attracted Chinese manufacturers since Trump imposed tariffs in his first administration, the unexpected U.S. rapprochement with Beijing ratchets up pressure to reach their own sweeter deals.
"If Vietnam manages to strike a better deal than China - which is more than likely after today - it will present itself as an attractive alternative to China in regional investment strategies," said Leif Schneider, head of international law firm Luther in Vietnam.
"This was already the outcome of the 'First Trade War' introduced by the first Trump administration," he added.
Trade tensions and uncertainty have already reduced pledges for new foreign investments in Vietnam, which in April fell to $2.84 billion, a 30% drop from March and a decline of about 8% year-on-year.
In Mexico, President Claudia Sheinbaum has repeatedly emphasised Mexico's comparative advantage on U.S. tariffs. Most exports to the U.S. under the U.S.-Mexico-Canada trade deal are tariff free, although Trump has imposed sizeable levies on steel, aluminium, vehicles and auto parts.
Jorge Guajardo, a former Mexican ambassador to China and a consultant on international trade, said even if Monday's trade deal with China sticks, multinational companies will still be wary of depending solely on Chinese manufacturing - and Mexico stands to benefit.
"If you are Walmart, Target, Home Depot or any other important importer who just went through five weeks of hell, you appreciate the reprieve but you are looking for a different supply source," he said.

In a court filing on Sunday, Abrego Garcia's lawyers disputed the administration's assertion that it was in compliance with Greenbelt, Maryland-based U.S. District Judge Paula Xinis' order to facilitate his return from El Salvador because it had brought him back to face criminal charges of migrant smuggling in Tennessee. "Until the Government is held accountable for its blatant, willful, and persistent violations of court orders at excruciating cost to Abrego Garcia and his family, this case is not over," Abrego Garcia's lawyers wrote. "The executive branch's wanton disregard for the judicial branch has left a stain on the Constitution." Spokespeople for the White House, the Justice Department and the Department of Homeland Security did not immediately respond to requests for comment. Abrego Garcia's March 15 deportation to his native El Salvador, despite a 2019 immigration court ruling that he not be sent there because he could be persecuted by gangs, has emerged as a flashpoint for Republican President Donald Trump's aggressive immigration policies. Trump critics say the deportation of Garcia, a 29-year-old who had a work permit and whose wife and young child in Maryland are U.S. citizens, was a sign that the administration was disregarding civil liberties in its push to step up deportations. Critics also said the administration's failure to bring him back, even after the U.S. Supreme Court upheld Xinis' order that it facilitate his return, suggested the Trump administration was willing to defy unfavorable court rulings even though the judiciary is a co-equal branch of government under the U.S. Constitution. Officials on Friday portrayed Abrego Garcia's criminal indictment as vindication for their approach to deportations. A grand jury in Nashville, Tennessee, on May 21 indicted him on charges of transporting undocumented migrants from the U.S.-Mexico border to locations around the country. Abrego Garcia has not yet entered a plea and is detained pending his next court hearing on Friday. His lawyer has called the criminal charges "fantastical." Iran says to submit own nuclear proposal to US soon
Tehran: Iran said on Monday it will soon present a counter-proposal on a nuclear deal with the United States, after it had described Washington's offer as containing "ambiguities". Tehran and Washington have held five rounds of talks since April to thrash out a new nuclear accord to replace the deal with major powers that US President Donald Trump abandoned during his first term in 2018. The longtime foes have been locked in a diplomatic standoff over Iran's uranium enrichment , with Tehran defending it as a "non-negotiable" right and Washington describing it as a "red line". On May 31, after the fifth round of talks, Iran said it had received "elements" of a US proposal, with Foreign Minister Abbas Araghchi later saying the text contained "ambiguities". Foreign ministry spokesman Esmaeil Baqaei criticised the US proposal as "lacking elements" reflective of the previous rounds of negotiations, without providing further details. "We will soon submit our own proposed plan to the other side through (mediator) Oman once it is finalised," Baqaei told a weekly press briefing. "It is a proposal that is reasonable, logical and balanced, and we strongly recommend that the American side value this opportunity." Iran's parliament speaker has said the US proposal failed to include the lifting of sanctions -- a key demand for Tehran, which has been reeling under their weight for years. Strategic mistake Trump, who has revived his "maximum pressure" campaign of sanctions on Iran since taking office in January, has repeatedly said Tehran will not be allowed any uranium enrichment under a potential deal. On Wednesday, Iran's supreme leader Ayatollah Ali Khamenei said the US offer was "100 percent against" notions of independence and self-reliance. He insisted that uranium enrichment was "key" to Iran's nuclear programme and that the US "cannot have a say" on the issue. Iran currently enriches uranium to 60 percent, far above the 3.67-percent limit set in the 2015 deal and close though still short of the 90 percent needed for a nuclear warhead. Western countries, including the United States, have long accused Iran of seeking to acquire atomic weapons, while Iran insists its nuclear programme is for peaceful purposes. The United Nations nuclear watchdog on Monday began a Board of Governors meeting in Vienna that will last until Friday to discuss Iran's nuclear activities among other topics. "I call upon Iran urgently to cooperate fully and effectively with the International Atomic Energy Agency," said agency chief Rafael Grossi in his opening speech. "Unless and until Iran assists the agency in resolving the outstanding safeguards issues, the agency will not be in a position to provide assurance that Iran's nuclear programme is exclusively peaceful," he added. Earlier, the agency released a report criticising "less than satisfactory" cooperation from Tehran, particularly in explaining past cases of nuclear material found at undeclared sites. Iran has criticised the IAEA report as unbalanced, saying it relied on "forged documents" provided by its arch foe Israel. Britain, France and Germany, the three European countries that are party to the 2015 deal, are currently weighing whether to trigger the sanctions "snapback" mechanism in the accord. The mechanism would reinstate UN sanctions in response to Iranian non-compliance -- an option that expires in October. On Friday, Araghchi warned European powers against backing a draft resolution at the IAEA accusing Tehran of non-compliance, calling it a "strategic mistake". On Monday, Baqaei said Iran has "prepared and formulated a series of steps and measures" if the resolution is passed. "Without a doubt, the response to confrontation will not be more cooperation," he added.

The tension between India and China has eased significantly and the stalled work of the RIC troika could be restarted, Russian Foreign Minister Sergei Lavrov said on Monday. Speaking at the Forum of the Future-2050 here, he said the resumption of joint work in RIC format could be the first step towards pan-Eurasian processes, including the formation of a multi-polar architecture. "I really hope that we will be able to restore the work of the Russia-India-China trio. We have not met at the level of foreign ministers for the last couple of years, but we are discussing this issue with my Chinese colleague and with the Indian head of the External Affairs department. I really hope that now that the tension has eased, in my opinion, has eased significantly on the border between India and China, and the situation is stabilising, there is a dialogue between New Delhi and Beijing, we will be able to resume the work of this Russia-India-China trio," Lavrov was reported as saying by Russia's state-run TASS news agency. Lavrov said that Russia and China can and should play a leading and proactive role in the pan-continental process, including in the formation of a multi-polar architecture, and added that the restoration of the RIC format could act as the first step towards this. This will also be a very important step forward in the movement of continental processes, Lavrov added. The two-day forum inspired by Russian philosopher Alexander Dugin, often dubbed as President Vladimir Putin's guru', has attracted young participants. Tesla and SpaceX CEO Elon Musk's father Erol Musk is also attending the forum. Last week, a Pakistani delegation met Lavrov in Moscow and handed over a letter from Prime Minister Shehbaz Sharif for Russian President Vladimir Putin. Lavrov said that a direct dialogue between Pakistan and India is needed to build mutual trust between the two countries, TASS news agency reported, citing the Russian Foreign Ministry. On Friday, top diplomats from India and China discussed bilateral relations to implement the consensus reached by the leaders of the two countries last year, the Chinese Foreign Ministry said. The meeting between Indian Ambassador to China Pradeep Kumar Rawat and China's Vice Foreign Minister Sun Weidong on Thursday is the first diplomatic engagement between the two countries post the Operation Sindoor that India launched in response to the April 22 Pahalgam terror attack that left 26 people dead. Tensions between India and Pakistan, Beijing's all-weather ally, escalated after the Pahalgam terror attack, with India carrying out precision strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir in the early hours of May 7. The four days of on-ground hostilities from both sides ended with an understanding of stopping the military actions following talks between the directors general of military operations of both sides on May 10.
