
Budget FY26: Sindh CM takes step aimed at finalising proposals, allocations
In this regard, two separate meetings of the Finance and Planning & Development departments were held at CM House. These meetings were attended by Minister P&D Nasir Shah, Chief Secretary Asif Hyder Shah, PSCM Agha Wasif, Chairman P&D Najam Shah, Secretary Finance Fayaz Jatoi, Special Secretary Finance Asghar Memon, and Member P&D Fatah Tunio.
The chief minister presiding over a meeting directed the Planning & Development Department to finalise the ADP, stressing that rehabilitation of flood-damaged infrastructure must be prioritised in the upcoming budget. He further instructed that canal and watercourse lining projects should also be included in the new development schemes.
Highlighting the importance of agricultural growth, Murad Ali Shah called for schemes that focus on improving agricultural output and productivity. 'It is time to pay special attention to the agricultural sector,' he said.
Shah reiterated the government's ongoing commitment to the health sector, emphasising the need to enhance healthcare facilities across the province. On education, he stressed the urgency of upgrading primary schools to the elementary level and giving focused attention to both formal and non-formal education systems.
The CM also directed that multiple schemes be introduced for technical and higher education and called for projects that promote sports and healthy activities for youth.
The meeting marked a major step in shaping the Sindh government's priorities for the next fiscal year, focusing on rebuilding infrastructure, boosting agriculture, improving healthcare and education, and supporting youth development.
However, presiding over anther meeting he highlighted the government's efforts to enhance financial resources and expressed optimism that provincial tax collection agencies would meet their targets.
Main projects identified for accelerated funding in the new fiscal year include the K-IV water supply project, the Shahrah-e-Bhutto expressway, and ongoing transport schemes in Karachi. The Shahrah-e-Bhutto project, a 38.75-kilometre expressway, is seen as a transformative initiative aimed at improving urban connectivity and reducing congestion.
Murad Shah also called for the introduction of new schemes to expand the Annual Development Programme (ADP) and stressed the importance of fiscal prudence. He advocated for cost-saving measures to ensure that savings are redirected towards development activities.

On behalf of Mammetguly Astanagulov, Minister of Finance and Economy of Turkmenistan, Ambassador Movlamov extended an invitation to Aurangzeb to participate in the TIF, scheduled to be held in mid-September in Ashgabat.

Australian shares hit record high as lithium miners soar
Australian shares rose to a record high on Monday as lithium stocks led index heavyweight miners higher following a report that battery manufacturer CATL had suspended production at a major Chinese mine for at least three months. The S&P/ASX 200 index was up 0.2% at 8,827.70, as of 0114 GMT, after hitting an all-time high of 8,852.30 earlier in the session. Investors were waiting for the Reserve Bank of Australia's monetary policy decision on Tuesday. Markets have priced in a quarter-point interest rate cut, according to a Reuters poll. Miners climbed 1.5% on Monday in what would be their sixth straight session of gains, with BHP, Rio Tinto and Fortescue rising between 1.3% and 1.7%. Lithium miners led the rally after a report that Contemporary Amperex Technology (CATL) had suspended production at its lithium mine Jianxiawo in China's Jiangxi province. The mine has been a major contributor to rapidly growing supplies of lithium in China, the world's top processor of the battery material. Liontown Resources was the top gainer among lithium stocks, rising nearly 25%. Pilbara Minerals, IGO, Core Lithium and Mineral Resources advanced between 10.5% and 17.4%. Financials rose 0.3% as market participants geared up for the earnings reports of banks. Top lender Commonwealth Bank of Australia is scheduled to announce its full-year results on Wednesday. All the 'big four' banks were up between 0.5% and 1.1% on Monday. Energy stocks inched 0.3% higher after oil prices steadied on Friday. Energy giants Woodside and Santos climbed about 0.4% each. New Zealand's benchmark S&P/NZX 50 index rose 0.6%.

Khyber-Pakhtunkhwa ties local government polls to Punjab
The Khyber-Pakhtunkhwa (K-P) government has decided to hold fresh local government (LG) elections instead of extending the tenure of the current bodies. However, K-P's position is that the new polls will be linked to similar elections in other provinces. On the other hand, the Local Council Association (LCA), the representative body of LG members, has announced it will move the court if the elections are not held within the constitutional timeframe. Local body elections in K-P were conducted in two phases. The first phase took place on December 19, 2021, with the local governments formed on March 31, 2022. The second phase, covering the hilly districts, was held in June 2022. Under the existing schedule, LGs in the plains will complete their term on March 31, 2026, while those in the hilly districts will expire in June 2026. Local representatives argue that during their tenure they have neither been provided development funds nor given defined powers, and therefore their term should be extended. The provincial government, however, has no such plan. Provincial Law Minister Aftab Alam stated that no proposal to extend the tenure is under consideration, adding that K-P will hold LG elections if Punjab does so, as local bodies in Punjab are currently inactive. Meanwhile, LCA Chairman Himayatullah Mayar stressed that under the Constitution, the tenure of LGs starts from the day representatives take oath. "If elections are not held after the dissolution of LGs, we will approach the court," he warned. LCA Coordinator Intizar Khalil added that local representatives were neither given funds nor allowed to work according to the law. The association has demanded a tenure extension and is holding negotiations with the K-P chief minister in this regard.
