
Panama official files lawsuits against owner of ports at centre of US-China struggle
The decision follows a failed attempt to sell the ports to a consortium headed by US investment fund BlackRock and Swiss shipping firm MSC.
The two ports, at each end of the Panama Canal, were originally awarded to Hong Kong based firm CK Hutchison in 1997. They entered the geopolitical spotlight on 20 January when Trump used his inauguration speech to vow he would 'take back' the canal from supposed Chinese influence. The very same day, Anal Flores, the comptroller general, announced he would begin an audit of the ports' owner, Panama Ports Company.
In March, BlackRock, the world's biggest asset management company, announced it was working with MSC to acquire Panama Ports Company and 41 other ports in CK Hutchison's global portfolio.
The parties to the deal agreed a deadline of 27 July to finalize details of the acquisition.
But the sale of these strategic assets did not go down well in Beijing. On 28 March China's anti-trust regulator said it would review the deal 'to protect fair competition in the market and safeguard the public interest'.
Earlier this month the Wall Street Journal reported that the Chinese government had threatened to block the deal unless COSCO, a local shipping giant, was included as a veto-holding member of the takeover consortium.
On Wednesday, Flores said that Panama Port's contract was 'unfair' and 'abusive'. He claimed that the company had not paid sufficient royalties to the government and that its 25 year extension, signed in 2023, was made without the necessary authorizations. One case lodged with the supreme court seeks to nullify the contract, the other seeks to declare it unconstitutional.
In response to media speculation that COSCO would be included in the deal he said 'it doesn't seem correct that in other [parts of the world] there are people negotiating the future of assets that belong to us, the Panamanians'.
Panama's president José Raúl Mulino said on Thursday, that he supported Flores' decision – which he claimed had nothing to do with the ongoing struggle over the ports' ownership.
However, the timing of the announcement is convenient for the US-backed consortium. Should the court cases prove successful, the contracts for port operations would have to be re-tendered and with Panama having exited China's Belt and Road Initiative in April, it would seem likely the successful bid will come from a US firm or an ally country.
Nullifying the PPC contract and re-tendering the operation of the ports would offer Panama to potentially redesign the contract terms to be more beneficial to the state. However, the country could also find itself exposed to litigation from CK Hutchison which could potentially argue it is tantamount to a politically motivated expropriation.

Trump announces new tariff that could have devastating impact on tech industry
President Donald Trump has said that he will impose a 100% tariff on computer chips, raising the prospect of higher prices for electronics, cars, household appliances and other essential products dependent on the processors powering the digital age. 'We'll be putting a tariff of approximately 100% on chips and semiconductors,' Trump said in the Oval Office while meeting with Apple CEO Tim Cook on Wednesday. 'But if you're building in the United States of America, there's no charge.' The announcement came more than three months after Trump temporarily exempted most electronics from his administration's most onerous tariffs. The Republican president said companies that make computer chips in the US would be spared the import tax. During the Covid-19 pandemic, a shortage of computer chips increased the price of cars and contributed to higher inflation. Investors seemed to interpret the potential tariff exemptions as a positive for Apple and other major tech companies that have been making huge financial commitments to manufacture more chips and other components in the US. Big Tech already has made collective commitments to invest about $1.5 trillion in the US since Trump moved back into the White House in January. That figure includes a $600 billion promise from Apple after the iPhone maker boosted its commitment by tacking another $100 billion on to a previous commitment made in February. Now the question is whether the deal brokered between Cook and Trump will be enough to insulate the millions of iPhones made in China and India from the tariffs that the administration has already imposed and reduce the pressure on the company to raise prices on the new models expected to be unveiled next month. Wall Street certainly seems to think so. Apple's stock price gained 5% in Wednesday regular trading sessions before rising another 3% in extended trading after Trump announced some tech companies won't be hit with the latest tariffs while Cook stood alongside him. The shares of AI chipmaker Nvidia, which also has recently made big commitments to the US, rose slightly in extended trading to add to the $1 trillion gain in market value the Silicon Valley company has made since the start of Trump's second term. The stock price of computer chip pioneer Intel, which has fallen on hard times, also climbed in extended trading. The chip industry's main trade group, the Semiconductor Industry Association, has so far declined to comment on Trump's latest tariffs. Demand for computer chips has been climbing worldwide, with sales increasing 19.6% in the year-ended in June, according to the World Semiconductor Trade Statistics organization. It is not clear how many chips, or from which country, would be impacted by the new levy. Taiwanese chip contract manufacturer TSMC - which makes chips for most U.S. companies - has factories in the country, so its big customers such as Nvidia are not likely to face increased tariff costs. The AI chip giant has itself said it plans to invest hundreds of billions of dollars in US-made chips and electronics over the next four years. 'Large, cash-rich companies that can afford to build in America will be the ones to benefit the most. It´s survival of the biggest,' said Brian Jacobsen, chief economist at investment advisory firm Annex Wealth Management. Trump's tariff threats mark a significant break from existing plans to revive computer chip production in the US that were drawn up during the Biden administration. Since taking over from Biden, Trump has been deploying tariffs to incentivize more domestic production. Essentially, the president is betting that the threat of dramatically higher chip costs would force most companies to open factories domestically, despite the risk that tariffs could squeeze corporate profits and push up prices for mobile phones, TVs and refrigerators. By contrast, the bipartisan CHIPS and Science Act that Biden signed into law in 2022 provided more than $50 billion to support new computer chip plants, fund research and train workers for the industry. The mix of funding support, tax credits and other financial incentives were meant to draw in private investment, a strategy that Trump has vocally opposed. The Commerce Department under Biden last year convinced all five leading-edge semiconductor firms to locate chip factories in the US as part of the program. The department said the US last year produced about 12% of semiconductor chips globally, down from 40% in 1990. Any chip tariffs would likely target China, with whom Washington is still negotiating a trade deal. 'There's so much serious investment in the United States in chip production that much of the sector will be exempt,' said Martin Chorzempa, senior fellow at the Peterson Institute for International Economics. Since chips made in China won't be exempt, chips made by SMIC or Huawei would not be either, Chorzempa said, noting that chips from these companies entering the US market were mostly incorporated into devices assembled in China. 'If these tariffs were applied without a component tariff, it might not make much difference,' he said. Chipmaking nations South Korea and Japan, as well as the European Union, have reached trade deals with the U.S., potentially giving them an advantage. The EU said it agreed to a single 15% tariff rate for the vast majority of EU exports, including cars, chips and pharmaceuticals. South Korea and Japan said separately that U.S. agreed not to give them worse tariff rates than other countries on chips, suggesting a 15% levy as well.

Donald Trump could meet with Vladimir Putin next week to discuss a potential ceasefire in Ukraine, a White House official has said. The official told the Associated Press that Trump was open to meeting both Putin and Ukrainian President Volodymyr Zelensky, but cautioned that a meeting had not been scheduled yet and no location agreed on. Such a face-to-face meeting would be the first between a sitting US and Russian president since Joe Biden met Putin in Geneva in June 2021, some eight months before Russia launched the biggest attack on a European nation since World War Two. The plans were disclosed in a call with European leaders, according to the New York Times, who cited two people familiar with the plan. Oil rises 1% on US demand strength, though macroeconomic uncertainty remains
Aug 7 (Reuters) - Oil prices rose 1% on Thursday, pausing a five-day losing streak, on signs of steady demand in the U.S., the world's biggest oil user, though uncertainty about the macroeconomic impacts of U.S. tariffs limited gains. Brent crude futures rose 62 cents, or 0.9%, to $67.51 a barrel by 0342 GMT while U.S. West Texas Intermediate crude was at $65.03 a barrel, up 68 cents, or 1.1%. Both benchmarks slid about 1% to their lowest in eight weeks on Wednesday after U.S. President Donald Trump's remarks about progress in talks with Moscow. Trump could meet with Russian President Vladimir Putin as soon as next week, a White House official said on Wednesday, though the U.S. continued preparations to impose secondary sanctions, including potentially on China, to pressure Moscow to end the war in Ukraine. Russia is the world's second-biggest producer of crude after the U.S. Still, oil markets were supported from a bigger-than-expected draw in U.S. crude inventories last week. The Energy Information Administration said on Wednesday that U.S. crude oil stockpiles fell by 3 million barrels to 423.7 million barrels in the week ended August 1, exceeding analysts' expectations in a Reuters poll for a 591,000-barrel draw. Inventories fell as U.S. crude exports climbed and refinery runs climbed, with utilization on the Gulf Coast, the country's biggest refining region, and the West Coast climbing to their highest since 2023. Analysts at JP Morgan said in a note that global oil demand through August 5 has averaged 104.7 million barrels per day, tracking annual growth of 300,000 bpd, but 90,000 bpd below their forecast for the month. "Despite a slightly soft start to the month, relative to our expectations, high frequency indicators of oil demand suggest global oil consumption is likely to improve sequentially over the coming weeks," the analysts said, with jet fuel and petrochemical feedstocks anticipated to drive the consumption growth. Still, global macroeconomic uncertainty after the U.S. ordered a fresh set of tariffs on Indian goods capped price gains. Trump on Wednesday imposed an additional 25% tariff on Indian goods, citing their continued imports of Russian oil. The new import tax will go into effect 21 days after August 7. "While these new duties (on India by the U.S.) are set to take effect in three weeks, markets are already pricing in the downstream ripple effects on trade flows, emerging market demand, and broader energy diplomacy," said Phillip Nova's senior market analyst Priyanka Sachdeva. Trump also said he could announce further tariffs on China similar to the 25% duties announced earlier on India over its purchases of Russian oil. "Tariffs are likely to harm the global economy, which will ultimately affect fuel demand," said Phillip Nova's Sachdeva, adding that markets are overlooking the fact that its impact will still be much greater on the U.S. economy and inflation.
