Gadkari seeks 5% GST on crude ethanol to push flex-fuel cars, warns against petrol parity
As the Centre and states gear up for a major overhaul of India's Goods and Services Tax (
GST
) framework, Union Road Transport Minister
Nitin Gadkari
has called for a reduction in the GST rate on crude ethanol—from the current 18 per cent to 5 per cent —in a bid to support the production and adoption of
flex-fuel vehicles
, according to a report by ToI.
At present, ethanol that is used under the Ethanol Blended
Petrol
(EBP) Programme attracts a concessional GST rate of 5 per cent . However, crude ethanol continues to be taxed at the higher rate of 18 per cent . A source told TNN that
Gadkari
has urged for parity between the two, cautioning that taxing crude ethanol at such a high rate could discourage people from opting for vehicles that run entirely on ethanol.
"Why will people go for these vehicles if the price of crude ethanol is equal to or more than that of petrol?" the source quoted Gadkari as saying.
Although over 400 fuel outlets in the country currently offer 100 per cent ethanol, consumer interest remains weak. Gadkari believes this trend can be reversed if a more favourable tax policy is introduced for crude ethanol.
Gadkari's appeal comes as the Union government is in the process of re-evaluating the GST structure. Finance Minister
Nirmala Sitharaman
and a team of officials are reviewing various rationalisation proposals ahead of detailed consultations with states. The larger exercise aims to streamline the GST regime, enhance revenue efficiency, and address classification issues that have emerged since the tax was introduced in 2017.
Earlier attempts to bring about change through two separate Groups of Ministers (GoMs) did not yield any actionable consensus. A third GoM is now studying the issue of cesses, particularly the compensation cess, which is set to lapse in March next year.
India's GST structure currently features four primary tax slabs: 5 per cent , 12 per cent , 18 per cent , and 28 per cent . While the majority of items fall under the 5 per cent bracket, most of the revenue is generated from the 18 per cent slab. Industry bodies have long been pressing for a simplification of this framework, especially a merger of the 12 per cent and 18 per cent slabs into a single rate of 15–16 per cent . However, such a move may lead to revenue losses and face political opposition from states.
Gadkari's proposal to lower
GST on crude ethanol
aligns with the country's wider energy and transport objectives, including reducing reliance on imported oil and encouraging the use of
alternative fuels
. It is still uncertain whether this suggestion will be included in the final set of GST reforms currently under consideration.

Dreamliner's Final Descent: Air India's first crashed 787 had hopes of flying for 30 years
A Dreamliner that once flew nonstop from Seattle to Delhi in over 17 hours met a tragic end in Ahmedabad on Thursday, becoming the first Boeing 787 to crash globally, reported TOI. The aircraft, registered as VT-ANB, was delivered to Air India in January 2014. A senior commander who had flown it home had said during its first walk-around, 'I hope this plane goes to a boneyard 25-30 years later and gets recycled there," reported TOI. Fate cut that dream short after just 11 years in service. The aircraft was one of the early B787-8 variants built in Seattle and was heavier by five tonnes than initially promised, which impacted efficiency, according to the pilot who took delivery of the aircraft. 'VT-ANB was supposed to be our second Dreamliner but became the 12th because of some pre-delivery issues,' he said. 'It flew well as long as it did.' 'This is average for that aircraft build year/period,' Cirium said. In the last 12 months alone, it completed about 700 flight cycles. VT-ANB had its share of technical issues over the years. It was diverted to Ankara in November 2021 due to a fuel leak while flying from London to Hyderabad. Like other early Dreamliners, it also suffered from teething troubles including windshield cracks and battery overheating issues, the latter causing a global grounding of the fleet in January 2013. Live Events Despite these early challenges, Boeing stood by the aircraft's long-term safety. 'This is a sad day for everyone,' said Dinesh Keskar, former senior VP at Boeing, who oversaw delivery of 27 Boeing 787s and 777s to Air India. 'The 787 has a good safety record and we were able to fix all issues. I led a team to India to demonstrate how the new batteries had resolved earlier problems. Each delivery was special.' Air India had 34 Dreamliners in service at the time of the incident. Cirium noted that globally, 1,148 Boeing 787 variants remain operational with an average age of 7.5 years.

Meghalaya to strengthen resident safety law in wake of Sohra honeymoon murder
Shillong, In the wake of the sensational honeymoon murder in Sohra, the Meghalaya government on Friday decided to strengthen an existing legislation aimed at ensuring the safety of state residents and curbing the entry of criminal elements posing as tourists. The move comes weeks after the gruesome murder of Indore-based businessman Raja Raghuvanshi, who was killed during a honeymoon trip to Sohra, in a plot orchestrated by his wife and her lover. "The cabinet today decided to revisit the Meghalaya Resident Safety and Security Act , 2016, an existing state legislation, to add more teeth to this Act to minimise the possibility of criminal elements entering Meghalaya in the guise of tourists," Cabinet spokesperson Paul Lyngdoh said after the cabinet meeting here. "The government will soon come up with a formal proposal to further strengthen the MRSSA," he said. The 2016 Act was originally introduced to enhance the security of Meghalaya residents through the vetting of tenants and tourists. It allows for identity verification through a tourism-specific app and has provisions similar to those under the Inner Line Permit system, which the state has long been seeking from the Centre. According to Lyngdoh, the Assembly had adopted a resolution demanding implementation of the Inner Line Permit in Meghalaya. "The matter is pending before the Union Ministry of Home Affairs. There were several queries from the Ministry which the state government had addressed," he said, adding that the Union Ministry had expressed concern since Meghalaya is a transit state to other parts of the North East. The Cabinet minister also informed that the MRSSA is already a very effective legislation, which will need a little bit of "upscale" as of now. The urgency to revisit the Act was triggered by the case involving Sonam, the wife of murdered businessman Raja. She had allegedly conspired to kill her husband along with her lover and his friends, and entered Meghalaya under the guise of a tourist. According to Lyngdoh, the Cabinet placed on record its gratitude to the entire police department for cracking this case in record time and arresting all the accused, saving the state from a "bad name".

Telangana should write to Centre, seek CBI probe into KLIS irregularities: BJP leader DK Aruna
HANAMKONDA: BJP vice-president DK Aruna on Thursday demanded that the state government write a letter to the Centre, seeking a CBI inquiry into the alleged irregularities in the execution of Kaleshwaram Lift Irrigation Scheme (KLIS). Speaking to the media after attending a photo exhibition marking 11 years of Prime Minister Narendra Modi-led NDA government at the Centre, held at Hunter Road in Hanamkonda district, she said: 'Ahead of the Assembly elections, Rahul Gandhi and A Revanth Reddy said that the Congress, if voted to power, would expose corruption perpetrated by KCR in Kaleshwaram project and send him to jail. Why is Revanth Reddy now hesitating to seek a CBI inquiry?' 'Just one individual, an executive engineer, was found to be involved in a scam worth hundreds of crores. One wonders how many people were involved in this scam and how much public money was looted during the BRS regime,' she alleged. Asserting that the BJP stands by its claims on Kaleshwaram project, she said: 'We are going to prove that irregularities occurred in execution of the Kaleshwaram project.' The Mahbubnagar MP also slammed CM Revanth Reddy for not taking any action against those responsible for the alleged phone-tapping case. 'Revanth Reddy said that those involved in the phone-tapping will be punished by the government. But till now there is no action,' she said, asking: 'Why don't you hand over the phone-tapping case to the CBI?'
