Andhra Pradesh government sets up high-level panel to address concerns on district and mandal boundaries
According to the Government Order dated July 22, 2025, the government has taken this decision in response to numerous petitions and concerns related to the reshuffling of administrative divisions. The newly constituted Group of Ministers will study these matters in depth and offer their recommendations for final approval.
The GoM comprises senior cabinet members, including Revenue Minister Anagani Satya Prasad, Municipal Administration and Urban Development Minister Ponguru Narayana, Home Affairs and Disaster Management Minister Anitha Vangalapudi, Roads and Buildings Minister B.C. Janardhan Reddy, Water Resources Development Minister Nimmala Ramanaidu, Food and Civil Supplies Minister Nadendla Manohar, and Health and Family Welfare Minister Satya Kumar Yadav. The Special Chief Secretary to the Revenue Department will serve as the Convenor of the Committee, coordinating meetings and ensuring the participation of relevant officials when required.
The Committee has been tasked with evaluating the practicality of proposed changes, especially from the perspective of administrative efficiency. It will also take into consideration the resolution of disputes involving boundaries of districts, revenue divisions, and mandals, and will assess accessibility to administrative headquarters for the general public. Another key focus of the GoM will be the preservation of historical and cultural affiliations, the need to ensure balanced socio-economic development across regions, and the equitable distribution of population and geographical area to support effective governance.
In addition, the panel will examine in detail the representations made by citizens and their elected leaders, with regard to proposed changes in district names, boundaries, administrative headquarters, and related governance arrangements.
The Committee will submit a consolidated report with its recommendations to the state government, which will take a final decision based on the findings, said Chief Secretary K. Vijayanand in the GO.

The Andhra Pradesh Cabinet approved the Bar Policy 2025–28, based on the recommendations made by the Cabinet Sub-Committee, on Wednesday. As part of the new policy, which will come into force after August 31, the bars in the State will remain open from 10 a.m. to 11 p.m. The Cabinet also cleared a proposal to allow permit rooms, which were disbanded during the previous YSR Congress Party's (YSRCP) tenure. Disclosing the details of the Cabinet meeting, Information and Public Relations (I&PR) Minister Kolusu Parthasaradhi said that the Cabinet Sub-Committee had studied the bar policies of other States and engaged with the stakeholders before finalising its recommendations. The Bar Policy 2022–25, which is set to expire on August 31, was based on an auction system and saw the issuance of licences to 840 bars. 'The current policy led to several operational difficulties. Hence, the government decided to introduce a new bar policy to address these challenges,' said Mr. Parthasaradhi. The new policy allows bars to operate from 10 a.m. to 11 p.m., offering greater flexibility for licence holders and consumers. It was noticed that more than 2.07 lakh law and order cases were registered due to open consumption of liquor. To address the issue, the Cabinet decided to allow permit rooms, with a maximum capacity of 1,000 sft, the Minister said. The newly approved policy also proposes a shift from the auction system to a lottery-based allocation, which will be implemented only in the areas where a minimum of four applications are received per bar licence available. Licensing fee The new licence period will be effective from September 1, 2025 to August 31, 2028. The application fee will be ₹5 lakh. The licence fee would be ₹35 lakh if the population is less than 50,000; ₹55 lakh if the population is between 50,000 and 5 lakh; and ₹75 lakh if the population is more than 5 lakh. At least four applications must be received for each bar. To ensure fairness and increased participation, the government is considering allocating bar licences through a lottery system, moving away from the auction method followed during the YSRCP's tenure. To promote social welfare and inclusivity, the government has reserved 10% of bar licences for toddy tappers (kallu geetha workers) at 50% of the standard fee. This measure is aimed at supporting the livelihoods of traditional workers within the excise ecosystem, the Minister added.

A Public Accounts Committee on Manpower and Logistics Management In Delhi Police has revealed a stark manpower mismatch: while there is a 4 per cent surplus at the headquarters, there is a 35 per cent shortage at police stations. The finding implies a disproportionate ratio of commanders to field personnel. 'In regard to the manpower deployment in Delhi Police, the Committee learnt that there exists four per cent excess manpower at headquarters and a concerning 35 per cent shortage at police stations in the audited districts," the Committee stated in its report. The panel expressed serious concern about the overburdening of ground-level staff. 'In the opinion of the Committee, the evident strain on police personnel, working well beyond the prescribed daily hours, underscores the urgency of rectifying these imbalances. Addressing the acknowledged issues of newly created police stations functioning without sanctioned strength and the failure to revise police station strength after the separation of Law & Order from Investigation is imperative," the report said. Responding to the findings, the Ministry of Home Affairs (MHA) attributed the shortages to recent structural expansions. 'Formation of 02 Districts, 08 Sub-Divisions, 41 Police Stations (including 15 Cyber Police Stations) and 03 essential units has caused shortage in other Districts/Units, as these are running without any sanctioned manpower by drawing personnel from existing sources," the MHA said. It also noted that while 12,518 new posts were sanctioned in 2018, only 5,527 have been released so far. The remaining 6,991 posts are still pending approval from the Ministry of Finance. The MHA further informed that a comprehensive manpower audit is underway. Andhra Pradesh cabinet to take up draft bill to repeal NALA Act
VIJAYAWADA: The State Cabinet, in its meeting scheduled for Wednesday, will take up a draft bill to repeal the Non-Agricultural Lands Assessment (NALA) Act, which allows the conversion of agricultural land for non-agricultural purposes, according to Minister for Revenue Anagani Satya Prasad. The announcement was made following a Cabinet Sub-Committee meeting on revenue issues on Tuesday. The meeting was attended by Finance Minister Payyavula Keshav, Municipal Administration Minister P Narayana, Endowments Minister Anam Ramanarayana Reddy, and Minority Welfare Minister NMD Farooq. Anagani recalled that Chief Minister N Chandrababu Naidu had previously announced the repeal of the NALA Act during the third Collectors' Conference. He emphasised that the draft bill was meticulously prepared under the Chief Minister's directives and will be presented for Cabinet approval. The repeal aims to address concerns surrounding misuse of agricultural land conversions.
