Sussex Police crime investigations require improvement, report says

Sussex Police has been told it must do more to improve the way it investigates crime, a new report has said.
His Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) has published its inspection of Sussex Police.
The Police Efficiency, Effectiveness and Legitimacy (PEEL) inspection programme is an assessment of the effectiveness, efficiency and legitimacy of all 43 police forces in England and Wales.
The inspection report highlights many areas of good performance seen in the Sussex Police, including innovative and promising practice, as well as areas where improvements should be made.
Sussex Police was rated either 'good' or 'adequate' across most categories, but received a lower grade of 'requires improvement' for its approach to investigating crime.
CC Shiner said: 'We are absolutely committed to delivering an outstanding service to the people of Sussex, as they rightly expect.
'We recognise at the time of the report, our charge rate for investigations was below the national average and there was a significant number of live and outstanding investigations, particularly in our Safeguarding Investigations Unit, which was impacting our ability to deliver an effective and efficient service.
'Since then, we have made a start on our long-term plan to improve investigations, with large-scale changes underway to move officers into more specialist teams for adult and child protection, and high-risk domestic and sexual offence investigations.
'Over the last two years, we have increased the number of victim-based crimes with a successful outcome by 51 per cent. We have also seen our charge rate for victim-based crime increase to 6.9% in the year ending June 2025, compared to the 5.3% referenced in the inspection report from the year ending June 2024.
'We have implemented multiple changes in the year since the inspection took place and while I know there is more to do, I am confident these steps are moving us firmly in the right direction.'

He also threw her to the floor and damaged her £1,000 television and coffee table in the ordeal. The court heard the victim called the police at 9.30am on June 28, 2023, when Jones refused to leave her home. The police removed him but he returned to the address at 5.50pm. She had his bags ready for him to collect, but Jones started to cry and she allowed him inside, StokeonTrentLive reports. Prosecutor Emma Swindell said: "He grabbed her throat with his right hand and strangled her. It restricted her breathing and made her feel dazed. "He went to her bedroom and tipped the wardrobe over and kicked things around her room. Downstairs, he grabbed hold of her and threw her to the floor. "She hit her head. He broke the coffee table worth £67 and threw a television worth £1,000 at the wall and punched it destroying it." In a victim statement the woman said the relationship has ended. She was left crying continuously and very upset. The incident was witnessed by the woman's two children. Jones, of Longshaw Street, Longport, denied strangulation, assault by beating and criminal damage but was convicted after a trial at North Staffordshire Justice Centre. Robert Holt, mitigating, conceded Jones has a history of violence. He once worked as a chef at Stoke City Football Club. Last December he fell from a ladder which left him with a spinal injury. He has suffered from mental health issues but has a dog which is helping him get out of the house and meet people, Mr Holt said. He added: "He does not accept he is guilty of the offences. He denies he committed these offences. But he respects the opinion of the court." Mrs Justice Tipples said: "You have a number of previous convictions for violence. The mitigation is your mental health, there has been no recent offending, this relates to 2023."

Giovanni Laulu, 21, appeared in the Melbourne Magistrates Court Thursday after his arrest at a Melbourne home on Wednesday. Police allege Laulu is one of three masked men who spread a liquid accelerant around the interior of the Adass Israel Synagogue then set it alight before dawn on Dec. 6. A worshipper preparing for morning prayers suffered minor burns. Laulu is the first suspect to be caught, but police have foreshadowed more arrests. Police suspect there are also accomplices who planned the attack from overseas. Laulu was charged with arson, reckless conduct endangering life and car theft. Laulu confirmed his name but otherwise remained silent during the brief court appearance. He did not enter pleas or apply to be released on bail. His lawyer told Magistrate Brett Sonnett this was not Laulu's first time in prison. Laulu was then remanded in custody and will appear in court next on Aug. 6. Prosecutors sought 12 weeks to gather evidence against Laulu and said 11 cell phones need to be analysed. Sonnett gave the prosecution until Oct. 22 to present their case to Laulu's lawyers. Federal and state police, plus Australia's main domestic spy agency, have been investigating the crime, which is suspected to be politically motivated. Police say more than 220 law enforcement officers have devoted more than 50,000 hours to the investigation. State Chief Commissioner Mike Bush said Victoria Police would be relentless in pursuing and holding those involved in the synagogue arson to account. 'Victoria Police has seen first-hand the impact this incident has had in the Victorian community — the fear and distress a crime like this can cause,' Bush said in a statement. 'People deserve to be safe and feel safe, particularly when it comes to their places of worship. This is not negotiable in any way. We remain committed to identifying all those who seek to cause this kind of fear and harm, and ensuring they are brought to justice,' he added. A wave of antisemitic attacks has roiled Australia since the Oct. 7, 2023, Hamas assault on Israel triggered the war in Gaza. The synagogue attack is the only incident that has been classified as an act of terrorism, a designation that increases the resources available to the investigation. The federal government has committed 30 million Australian dollars ($20 million) to rebuild the synagogue.
