NRAI welcomes Delhi government's move easing licensing norms for F&B
As per the new directive, hotels, restaurants, guesthouses, discotheques and similar establishments operating in the national capital will no longer be required to obtain the Delhi Police Eating House Licence.
'This change will reduce administrative hurdles and significantly improve the ease of doing business for the F&B sector in the capital. This will also increase investments by the F&B sector, which will bring in additional revenue to the Delhi government's exchequer in various forms in the future,' said an NRAI statement.
The decision is expected to bring major relief to restaurant owners, particularly small and medium-sized enterprises, who have long struggled with the burden of acquiring multiple governmental clearances.
'We wholeheartedly thank the Central and Delhi governments for this forward-looking step. Removing the requirement for the Delhi Police Eating House Licence is a significant relief for restaurateurs who have long faced unnecessary delays and complexities,' said Sagar Daryani, NRAI president.
'We are proud that NRAI's persistent efforts have contributed to this much-needed change. This reform will not only save time and resources but also foster a more vibrant, business-friendly environment for both existing and aspiring entrepreneurs in the F&B sector,' he added.
For the hospitality industry, which is still recovering from the disruptions of recent years, such a reduction in compliance burden will go a long way in encouraging entrepreneurship and boosting investor confidence.
'We hope this reform in Delhi will serve as a model for other states to revisit archaic licensing practices and move towards a more streamlined and business-friendly regulatory environment,' said K Syama Raju, president of the Federation of Hotel & Restaurant Associations of India.

New Delhi: In a move to accelerate "good governance", chief minister Rekha Gupta has enhanced the financial powers of administrative secretaries and heads of all Delhi govt departments, officials said on Thursday. "To build a 'Developed Delhi' and to ensure that the benefits of govt schemes reach the people promptly, her budget this year has risen to Rs 1 lakh crore, compared to Rs 54,800 crore at the time of the last revision. Therefore, the decision has been taken to make effective use of the allocated budget, prevent unnecessary delays in departmental work, speed up the execution of projects, and ensure their timely completion by increasing the financial powers of senior officers," the statement read. In special cases, Gupta added, administrative secretaries have been granted complete financial powers. These include the appointment of individual consultants, consultancies, professionals, project management units, and other specialists; the procurement, repair, rental, and maintenance of all IT-related items; the hiring of human resources; the purchase of equipment; and the acquisition of new vehicles in place of condemned ones. (HT Archive) Delhi chief minister Rekha Gupta on Thursday announced that the government has enhanced the financial power of heads of departments (HoDs) and administrative secretaries working under the government. The move will not only accelerate good governance but will also expedite the implementation of various government schemes, ensuring their timely completion, the CM said in a statement. 'Administrative Secretaries will now be able to directly procure all IT-related items, as well as undertake repairs, rentals, and maintenance, in addition to purchasing equipment and other related items without procedural delays. This is the first revision in officers' financial powers in nearly six years, with the last amendment having been made on 7 August 2019,' the CM said. The move is aimed at infrastructure development, for which the annual budget of the government has nearly doubled to ₹1 lakh crore from ₹54,800 crore at the time of the last revision, in 2019. The enhanced financial powers are intended to ensure this expanded allocation is utilised effectively, eliminating procedural delays, expediting departmental work, and enabling projects to be executed and completed within their planned timelines, officials said. CM Gupta said that in special cases, administrative secretaries have been granted full financial powers, covering the appointment of individual consultants, consultancies, professionals, Project Management Units (PMUs), and other specialists. New single-window system for Ramleela NOCs in Delhi soon: CM
All permissions for organising Ramleela events in Delhi will now be processed at the district level through the district magistrate's office, chief minister Rekha Gupta announced on Wednesday. A single-window system is being set up to expedite the issuance of all required no-objection certificates (NOCs). Delhi hosts around 600 performances annually, 100 of which are large-scale. (HT Archive) The decision was taken at a special meeting at Raj Niwas chaired by lieutenant governor Vinay Kumar Saxena and attended by office bearers of the Delhi Ramleela Federation, officials said. Gupta said the move will address long-standing issues faced by organisers, including delays in securing land and obtaining approvals. This year, Ramleela performances will be held from September 22 to October 2. Delhi hosts around 600 performances annually, 100 of which are large-scale. Gupta announced that the security deposit for land has been reduced from ₹20 to ₹15 per sq. metre and that the area allotted for entertainment spaces will be 40% of the total, up from 25%. To resolve disputes over rides and food stalls, a committee comprising a deputy director-level DDA officer and two members of the Delhi Ramleela Federation has been formed, with authority to coordinate across departments. Most events will also have ambulances deployed for emergencies, she said. Gupta added that organisers had recently met her to highlight challenges, which she claimed have been addressed. In a separate meeting with heads of government departments, Gupta directed that all ongoing development projects in Delhi be completed on schedule. She said adequate budgetary support is available and the Centre is fully backing the 'Developed Delhi' vision. The CM also urged full utilisation of the e-office system and stressed that no project should be obstructed. Gupta further instructed that the e-office system be strengthened and utilised to its full potential, stressing that no development work should face obstruction under any circumstances.
