CM expands financial powers of administrative secretaries, HoDs

According to CM, administrative secretaries will now be able to directly procure all IT-related items, and undertake repairs, rentals, and maintenance, in addition to purchasing equipment and other related material, without procedural delays.
"CM highlighted that this is the first revision in officers' financial powers in nearly six years, with the last amendment made on Aug 7, 2019," CM's office said in a statement, adding that technological progress, rising costs, and the introduction of new welfare-oriented schemes have brought about significant changes in the execution of projects.
"To build a 'Developed Delhi' and to ensure that the benefits of govt schemes reach the people promptly, her budget this year has risen to Rs 1 lakh crore, compared to Rs 54,800 crore at the time of the last revision. Therefore, the decision has been taken to make effective use of the allocated budget, prevent unnecessary delays in departmental work, speed up the execution of projects, and ensure their timely completion by increasing the financial powers of senior officers," the statement read.
In special cases, Gupta added, administrative secretaries have been granted complete financial powers. These include the appointment of individual consultants, consultancies, professionals, project management units, and other specialists; the procurement, repair, rental, and maintenance of all IT-related items; the hiring of human resources; the purchase of equipment; and the acquisition of new vehicles in place of condemned ones.

"This change in financial powers has been made to protect public trust and to accelerate Delhi's pace of development. It is our responsibility to ensure that public funds are used at the right time, in the right place, and for the right purpose. This decision will not only strengthen good governance but will also make service delivery to the public more effective and timely, while eliminating delays caused by unnecessary inter-departmental movement of files," she said.

Mangaladevi Bus Terminal finally ready for use
Mangaluru: The Mangaladevi Bus Terminal, which was inaugurated twice by BJP and Congress representatives in Feb and remained idle for nearly six months, will soon be made operational. No buses to Mangaladevi were operating from the new bus terminal ever since it was inaugurated twice in Feb. After holding discussions with bus operators and other stakeholders, Mangaluru RTO Shridhar K Mallad decided that all buses to Mangaladevi should operate from the new bus terminal. He said the decision will be finalised at a meeting of the Road Transport Authority (RTA) to be chaired by deputy commissioner Darshan HV on Aug 18. He said that buses on the route will start entering the bus bay developed by the Mangaluru Smart City Limited (MSCL) once the RTA finalises the proposal. At a Transport Adalat organised by the RTO recently, the issue of the unused bus terminal at Mangaladevi was raised by the public. In fact, various projects, costing a total of Rs 5.9 crore, including a PHC, a veterinary hospital, and a bus bay measuring 110m in length and 11m in width, with a 4m wide footpath, were constructed by the MSCL. A foundation stone laying ceremony for the bus terminal and other projects at Mangaladevi ward was held under the leadership of Premananda Shetty during his tenure as mayor in 2021. Shetty said he also held discussions with MCC commissioner Ravichandra Naik and the RTO to put the bus terminal at Mangaladevi into use. It may be recalled that minister Rao inaugurated the projects, including a PHC, a veterinary hospital, a municipal staff complex, park, and the new bus terminal in Mangaladevi ward on Feb 15. Previously, the same facilities were inaugurated by the then mayor Manoj Kumar, Dakshina Kannada MP Capt Brijesh Chowta, and Mangaluru City South MLA D Vedavyas Kamath, on Feb 9. Former CPWD DG loses Rs 1.4 lakh to online booking scam
Gurgaon: Former director general Central Public Works Department (CPWD), Puneet Kumar Vats, who is currently an empanelled DRB member in the National Highways Authority of India (NHAI), lost Rs 1.37 lakh while booking a suite in Hyderabad online. The website through which he booked his hotel turned out to be fake. Vats, 65, was allegedly doing travel arrangements for an official visit to a project site in Warangal, when he came across the website . He tried to reserve a suite for Aug 3 and Aug 5 through the website and initially contacted the number +91 9798168780 listed on the website. The respondent, identifying himself as Ajit, requested booking details via WhatsApp, which Vats provided. To "verify" the refund process, Ajit sent a QR code for a "reverse payment" of Rs 10, assuring Rs 20 would be returned. Vats received Rs 20, boosting his trust. Then, Ajit sent another QR code for Rs 15,289 as a "reverse payment," but Vats accidentally paid Rs 15,279. Ajit exploited this mistake, claiming the system was stuck and the "excess" amount was now Rs 30,578. He sent another QR code, instructing Vats to pay this sum for a full refund. Vats complied but received nothing back, as Ajit blamed another "payment fault." By then, Vats had lost significant money in the scam. On Vats's insistence, Ajit involved another person claiming to be his manager, Mahesh Kumar, who promised a quick refund. Kumar then told Vats that another payment of Rs 61,156 was needed to "confirm the booking and release refunds." After Vats paid Rs 61,156, hoping to secure the booking and recover the excess, his son informed him that the site was fraudulent. In total, Vats was defrauded of Rs 1.37 lakh. The cons made another attempt to contact him on Aug 1, but he did not respond. An FIR has been registered under Section 318(4) (cheating) of BNS at the cyber crime police station, Manesar.
