Korea must secure tariff terms no worse than Tokyo's as investment and export stakes grow
As Japan and the United States conclude a high-profile tariff agreement, attention has quickly turned to South Korea. Tokyo's willingness to open its agricultural market, commit to joint energy projects and pledge a record-breaking $550 billion in US-bound investment has earned it a reduction in reciprocal tariffs from 25 percent to 15 percent — a benchmark now hardening into a minimum standard for Washington's other major trading partners.
South Korea finds itself in a more compressed timeframe. The bilateral 2+2 ministerial trade talks scheduled for July 25 in Washington were postponed because US Treasury Secretary Scott Bessent had an urgent scheduling conflict.
Seoul's Finance Minister Koo Yun-cheol was informed just before departure, though Korean industry and trade officials already in Washington are continuing working-level consultations. Seoul has emphasized that the postponement does not reflect any change in negotiating intent. But with the reciprocal tariffs slated to resume on Aug. 1, time is growing short.
The Japan-US deal has raised the stakes. In addition to securing a 10-point tariff cut, Japan agreed to increase US rice imports by 75 percent, purchase 100 Boeing aircraft and participate in the Alaskan liquefied natural gas project. The US government claims the agreement will generate hundreds of thousands of domestic jobs and boost strategic industries.
For South Korea, where more than 60 percent of 2024's $66 billion trade surplus with the US came from automobiles, a failure to match Tokyo's deal could erode competitiveness in a key export sector. Automakers like Hyundai and Kia, which compete directly with Japanese peers in the US market, would be particularly exposed.
In anticipation of this, Seoul has assembled a proposed investment package exceeding $100 billion, drawing on commitments from major conglomerates such as Samsung, SK, Hyundai and LG. The plan, modeled loosely on Japan's, may expand further as talks progress. Additional participation in LNG development, including through public financial institutions, is also under review.
However, Tokyo's massive pledge — roughly double Korea's in proportionate terms — and its acceptance of politically sensitive concessions raise the bar significantly.
Washington's pressure tactics remain blunt. US President Donald Trump has warned that only countries that open their markets will be rewarded with lower tariffs, threatening 'much higher' duties otherwise. His administration has also criticized South Korea's non-tariff barriers, from digital platform regulations to agricultural restrictions.
While Seoul has ruled out rice and beef as bargaining chips, citing food security, the government is reportedly exploring other forms of market access, including in digital trade and manufacturing partnerships.
In parallel, Seoul must navigate additional entanglements. US demands around defense cost sharing, semiconductor collaboration and regulation of Korean digital platforms all intersect with the trade agenda.
Meanwhile, reports indicate the European Union may also be nearing a 15 percent tariff agreement with Washington — a sign that may further isolate South Korea unless it can close a deal soon.
Tokyo's agreement is not without trade-offs. Much remains unclear about the terms and timelines of Japan's commitments. But the symbolism of its 15 percent tariff outcome is already shaping expectations. For South Korea, the goal must be to avoid terms materially worse than those given to Japan or the EU. Any outcome perceived as inferior would carry real consequences, both economically and diplomatically.
Protecting high-employment, high-surplus sectors such as automobiles and steel must be a central priority. To that end, South Korea's negotiators must aim for a calibrated strategy: offering proportionate concessions, targeting returns in industrial cooperation and investment, and securing transition support for exposed sectors.
As deadlines near and peer deals take shape, the challenge is no longer just to reach an agreement, but to secure terms that protect South Korea's standing in its most critical export market.

Samsung SDI has secured the lion's share of the 1 trillion won ($725 million) worth of South Korean energy storage systems up for government bidding, leveraging its technological prowess in the advanced battery cells. According to media reports Monday, Samsung SDI won bids for six out of Korea's eight ESS projects, outpacing its domestic rivals — LG Energy Solution and SK On. This was the first round of ESS construction project bids overseen by the government, and covered a total of 3,240 MWh of energy storage in eight regions, including South and North Jeolla Province, North Gyeongsang Province, Gangwon Province and Jeju Island, by the end of 2026. Samsung SDI's dominance in the bidding, accounting for 2,790 MWh of the total storage, was driven by its strengths in 'non-price criteria,' which made up 40 percent of the evaluation. These criteria assessed technological capability and contributions to the domestic industry — areas where Samsung SDI stood out. Among other things, the company produces most of its ESS battery cells at its Ulsan plant, backed by a robust local supply chain, and showcased its latest thermal safety technology as part of the bid. Samsung SDI was reported to have highlighted its thermal propagation prevention solutions by integrating 'enhanced direct injection' technology — its third-generation ESS safety advancement — into the Samsung Battery Box ESS product. This method swiftly reduces the temperature at the heat source in the battery cell after spraying a fire extinguishing agent through pipes connected to the ESS battery module. This innovation prevents heat spread to neighboring battery cells in the ESS device more effectively than the company's previous solutions, which used either a fire-suppressing sheet or directly injected a fire extinguishing agent into the cells. Samsung SDI's SBB has also received global safety certifications, including recognition from UL, a US-based safety certification organization. Industry watchers say Samsung SDI's win in the domestic ESS project is notable as it was accomplished using its high-capacity nickel cobalt aluminum batteries, as opposed to the increasingly popular lithium iron phosphate batteries introduced by its rivals. LFP battery cells are cheaper and are generally considered to be more stable than NCA cells. LG Energy Solution, a pioneer of the ESS LFP battery sector, started mass production of LFP cells in its Michigan plant last month, while forging a 1,000 MWh supply deal from Poland's state-run power company. SK On has completed prototype development earlier this year. However, LG Energy Solution — which previously won 200 billion won and 830 billion won ESS projects for Jeju Island and the Korea Electric Power Corp. — secured two projects in this bid, for Pyoseon in Jeju and Gwangyang in South Jeolla Province. SK On did not secure any contracts in this bid. The results of the first ESS bids will be finalized if no objections are raised by Thursday. A second round of competitive bidding for new contracts is scheduled for the latter half of the year, with further details to be announced by the Korea Power Exchange.

North Korea not interested in talks with Seoul, Kim Jong-un's sister says

North Korean leader Kim Jong-un's sister on Monday said that they are not interested in reviving talks with Seoul, in response to the Lee Jae Myung administration's efforts to mend ties with Pyongyang. 'We clarify once again the official stand that no matter what policy is adopted and whatever proposal is made in Seoul, we have no interest in it and there is neither a reason to meet nor an issue to be discussed with the ROK,' Kim Yo-jong, vice department director of the ruling party's central committee, said in a statement carried by the Korean Central News Agency. ROK is the acronym for South Korea's official name, the Republic of Korea. Kim Yo-jong's remarks referred to Lee's efforts to thaw inter-Korean ties and restore suspended dialogue channels with the North. The Lee administration has halted anti-Pyongyang loudspeaker broadcasts along the border and repatriated six North Korean fishermen via the maritime border in the East Sea, after they had drifted into southern waters. It also asked South Korean family members of those abducted by the North to stop flying balloons filled with 'anti-Pyongyang' leaflets to the North. But the powerful sister brushed off such efforts and called the decision to halt the loudspeaker broadcasts a 'reversible turning back of what they should not have done in the first place.' She added that if Seoul expected it could reverse all its actions 'with a few sentimental words,' it would be a 'serious miscalculation.' Kim Yo-jong also lambasted Lee by saying that he 'is no different from his predecessor in blindly adhering to the South Korea-US alliance' and pursuing confrontation with the North. On Seoul's Unification Minister Chung Dong-young's recent expression of hopes for Kim Jong-un's participation in the APEC summit in Gyeongju, North Gyeongsang Province, scheduled for October, the North Korean leader's sister called the move delusional. In response, South Korea's presidential office said in a statement that Seoul will continue to take necessary actions to ensure a Korean Peninsula free of hostility. This is aligned with the Lee administration's stance and goal to achieve peace without conflict, it added. Seoul's Unification Ministry interpreted Kim's remarks as a sign that Pyongyang is 'closely monitoring' the Lee administration's North Korea policy, the ministry's spokesperson, Koo Byoung-sam, told a press briefing. It also reflects the reality of 'the high walls of distrust' existing between the two Koreas. "The government will not waver due to each and every reaction from North Korea but will calmly and consistently pursue efforts to forge inter-Korean reconciliation and cooperation and realize mutual peace on the Korean Peninsula," Koo said. Yang Moo-jin, president of the University of North Korean Studies in Seoul, echoed the Unification Ministry's interpretation, saying that Kim's remarks reaffirmed the North's view of seeing inter-Korean ties as those between "two states hostile to each other.' It is also an intent to put pressure on the South and draw a reaction from Seoul, only 50 days after the launch of the new administration and almost immediately after Unification Minister Chung Dong-young was appointed last week. Kim Yo-jong's statement released Monday marks Pyongyang's first official statement on the Lee Jae Myung administration. In late 2023, Kim Jong-un defined inter-Korean ties as "two states hostile to each other, a shift from its previous unification goals and a turn towards a policy to view the South as a separate, hostile state.

Citing multiple unnamed sources, the reports said Kim Jung-kwan, Korea's minister of trade, industry and energy, presented the MASGA project and Korea's vision for shipbuilding cooperation with the US during ministerial-level talks with US Commerce Secretary Howard Lutnick in New York on Friday. According to the reports, the MASGA proposal, named after US President Donald Trump's campaign slogan "Make America Great Again," offers a comprehensive package deal that includes large-scale investments in the US by Korean shipbuilders and financial support measures from the government such as loans and guarantees. The reports said the Korean government is considering participation in the MASGA project by state-run financial institutions such as the Export-Import Bank of Korea and the Korea Trade Insurance Corporation. They added that Lutnick, who is considered a key figure in finalizing the US tariff deal with Korea, responded positively to the proposal. However, the Ministry of Trade, Industry and Energy later said in a press release that the reported details of the MASGA proposal have not been confirmed as the negotiations are still ongoing, advising media outlets to take a careful approach when reporting on the trade talks between Seoul and Washington. In a press release on Saturday following the ministerial-level trade talks, Seoul's presidential office said it had reconfirmed strong US interest in shipbuilding cooperation, explaining that the two sides committed to working together on an agreement in the tariff negotiations. Korea's shipbuilding sector has been regarded as the country's unique leverage in the tariff talks with the US as its world-class capabilities can contribute to the Trump administration's goal of reviving American shipbuilding. Two of Korea's leading shipbuilding conglomerates -- HD Hyundai and Hanwha Group -- have already been ramping up their investments in the US and bolstering partnerships with American companies in the shipbuilding sector. HD Hyundai joined hands with US shipyard operator Edison Chouest Offshore to build medium-sized container vessels at the American company's shipyard by 2028. Hanwha Philly Shipyard, which was acquired by Hanwha Ocean and Hanwha System for $100 million last year, secured a contract to build a liquefied natural gas carrier, marking the first US-ordered, export-market-viable LNG carrier in nearly 50 years.
