Set up prepaid smart meters in govt establishments on priority: Union minister Khattar
Addressing the Regional Power Ministers' Conference (Western region) here, he called for increasing the nuclear energy production to 100 GW by 2047.
Mumbai, May 13 (PTI) Union Power Minister Manohar Lal Khattar on Tuesday said setting up of prepaid smart meters in all government establishments should be taken up on priority.
'Priority should be given to installation of prepaid smart meters in all government establishments. Creation of dedicated green energy zones is essential,' Khattar said.
Funds are being made available to states for the smart meter project, he said.
A smart meter is a digital device that automatically records and transmits energy consumption data to utility providers.
Distribution companies should implement initiatives like infrastructure development and smart metering under the Revamped Distribution Sector Scheme (RDSS) scheme to enhance efficiency, he said.
The Regional Power Ministers' Conference for the western region was held at the Sahyadri Guest House in south Mumbai.
During the event, Maharashtra Chief Minister Devendra Fadnavis, Union Minister of State for Power and New and Renewable Energy Shripad Naik, Gujarat's Finance and Energy Minister Kanubhai Desai, Goa's Power Minister Ramkrishna Dhavalikar, Madhya Pradesh's Power Minister Pradyumna Singh Tomar (via video conferencing), Maharashtra's Minister of State for Energy Meghana Deepak Sakore-Bordikar, among others, were present.
'A financially-strong and future-ready power sector is essential for the country's progress. The goal of 'Developed India 2047' can be achieved through coordination between the central and state governments. This regional conference aims to understand and resolve the challenges faced by states. There is a need to enhance energy storage capacity through pump storage and battery energy storage projects. The distribution sector is the most critical link in the power chain,' he said.
Major challenges include irrational tariff structures, incomplete billing and collections, and dues from government departments. To reduce power losses and bridge the gap between power production costs and revenue, tariffs must be cost-reflective. Government dues must also be paid on time, the Union minister said.
CM Fadnavis said Maharashtra was the first state to prepare a Resource Adequacy Plan considering the projected electricity demand for the next 10 years.
'The state's Energy Transition Plan has also been finalised. A decentralised solar distribution project with a capacity of 16,000 MW is being implemented for agriculture. The central government's support is sought for storage of this 16,000 MW to ensure low-cost solar power and grid stability,' he said.
The state as well as the central governments must support public distribution companies in ensuring power supply for agricultural and other sectors, he added.
Fadnavis emphasized that electricity is vital for economic development.
Maharashtra's current power demand is 30,659 MW, which is expected to rise to 45,000 MW by 2035. Several measures are being implemented to provide day-time power to farmers. Contracts have been signed for 2,683 MW from thermal power, 1,170 MW from hydro, and 35,170 MW from renewable sources, he said.
Additionally, 4,574 MW of storage capacity has been planned to meet non-solar hour demand. Under the Resource Adequacy Plan, the installed capacity will be increased to 80,231 MW by 2029-30 and to 86,070 MW by 2033-34.
A strong distribution network is necessary to meet the rising electricity demand. A Rs 65,000 crore scheme has been developed to strengthen the distribution system, along with a planned Rs 75,000 crore investment in the transmission sector, the CM said.
Union minister Naik said the central government's schemes are empowering the energy sector.
Considering the increasing summer power demand, concrete steps will be taken to boost storage capacity, he said. PTI MR NP

He also inaugurated the 10.1 km long Delhi section of Dwarka Expressway, that has been developed at a cost of around ₹5,360 crore. Urban Extension Road-II (UER-II): Alipur to Dichaon Kalan stretch The Urban Extension Road-II (UER-II) is aimed to ease traffic on Delhi's Inner and Outer Ring Roads and busy points like Mukarba Chowk, Dhaula Kuan, and NH-09. The 76-km Urban Extension Road-II (UER-II), designed as Delhi's third Ring Road, will give direct access to Bahadurgarh and Sonipat, improve industrial connectivity, cut city traffic, and speed up goods movement in the National Capital Region, reported PTI. According to the National Highways Authority of India (NHAI), Modi will flag off four of the five packages of UER-II, connecting Mahipalpur near IGI Airport to Alipur in North Delhi. UER-II will link to the Delhi-Dehradun Expressway, starting near Akshardham temple, enabling faster routes from Haryana and Rajasthan towards Dehradun. A new 65 km highway from Tronica City to the under-construction FNG Expressway has also been approved. In future, the corridor will connect five major NCR expressways: Delhi-Dehradun, Delhi-Meerut, Noida-Greater Noida, DND-Faridabad, and Yamuna Expressways. The Delhi section of the expressway will comprise a four level interchange, with two of them constructed under the ground. Marked with an eight-lane shallow and four-lane airport tunnel, it will also usher in Multi-modal connectivity to Yashobhoomi, DMRC Blue line and Orange line, the upcoming Bijwasan railway station and the Dwarka cluster Bus Depot, ensuring a seamless commute across the national capital region. It would also cut short the travel time from Sonipat, Rohtak, Bahadurgarh and Gurugram to the Delhi airport, significantly. A 34-lane wide toll plaza will also be constructed as a part of this expressway, said a PTI report. A stretch of 5.9 km of this section from Shiv Murti intersection to the Road Under Bridge (RUB) at Dwarka Sector-21 and another stretch of 4.2 km from Dwarka Sector-21 RUB to the Delhi-Haryana Border, will be providing direct connectivity to Urban Extension Road-II (UER-II). The project, costing ₹5,580 crore, forms part of the 76km total corridor, which includes an additional 21.5km stretch in Haryana. Designed as Delhi's third ring road under the Delhi Master Plan Road 2021, UER-II will connect to key hubs such as Bahadurgarh and Sonipat. The six-lane highway is expected to ease congestion at major traffic points including Mukarba Chowk, Dhaula Kuan, and NH-9. 'We are using inert materials recovered through biomining of legacy waste for highway construction to promote sustainable infrastructure,' an NHAI official stated. 'These inert materials such as soil, silt, stones and construction debris are stable and suitable for embankment filling, subgrade layering and service roads,' the official added. The same material is also being used in other projects, including the DND–Faridabad–Ballabgarh–Sohna bypass, which aims to reduce landfill volumes, conserve natural resources, and lower both construction costs and carbon emissions. Political Endorsement Delhi Chief Minister Rekha Gupta, who visited the site on Saturday to oversee preparations along with senior officials and party leaders, described the projects as a 'historic gift' for the capital. 'The commencement of UER-II will play a vital role in reducing congestion, improving industrial corridor network, lowering vehicular pollution and thereby contributing to a cleaner and healthier environment,' CM Gupta said. 'UER-II is not just an infrastructure project; it is an investment in the future of Delhi. It will improve traffic flow, cut travel time drastically, and uplift the quality of life for lakhs of people living in Delhi and NCR,' she added. Highlighting the long-distance benefits, she noted that UER-II will link with the Delhi-Jaipur National Highway, KMP Expressway and the Gurugram-Sohna Highway, which further connects to the Delhi-Mumbai Expressway. 'Travel to Chandigarh, Punjab, Jammu and Kashmir, Jaipur, and even Mumbai will become faster and more convenient. It is truly a transformative project,' Gupta said. 'With this network, UER-II will emerge as a backbone of high-speed connectivity, linking Delhi not just with NCR but with the entire nation,' she concluded.
