Smart meter scam allegations: Minister faces legal heat
The BJP has accused the Energy Department of serious corruption, alleging that a massive contract worth ₹10,000 crore was unfairly awarded to Davanagere-based Rajashree Electricals, sidelining other eligible companies.
The complaint claims that companies were deliberately prevented from participating in the tender, with smart meters being procured at highly inflated prices—reportedly sold to consumers at ₹5,000 to ₹10,000 while they are available at ₹900 in other states. Senior advocate Lakshmi Iyengar, representing the complainants, argued that this was a major scam.
She stated that a global tender should have been floated for such a large-scale project under the RDSS scheme, but instead, Rajashree Electricals, which handled just ₹354 crore worth of business, was awarded a ₹5,296 crore, 10-year contract.
The tender was projected as a ₹997 crore deal to downplay its scale, she added.
Though the tender was meant only for BESCOM, the same smart meters were reportedly extended to other ESCOMs without proper authorization—raising concerns of procedural violations.
The BJP leaders have also approached the Governor, requesting permission for investigation, and accused the Lokayukta police of failing to act despite their initial complaint.
The special court, presided over by Judge Santosh Gajanan Bhat, has taken up the matter and is expected to decide today on whether to admit the private complaint for
investigation.

BMRCL gets new managing director, 2001-batch IAS officer Ravishankar to replace Maheshwar Rao
The Karnataka government Friday appointed 2001-batch IAS officer Dr J Ravishankar as the new managing director of the Bengaluru Metro Rail Corporation Limited (BMRCL). He will replace Maheshwar Rao, who was holding the post on an additional charge. Ravishankar currently serves as the secretary in the state Agriculture Department. His appointment to the top post in BMRCL comes ahead of the launch of the long-pending Yellow Line metro network connecting RV Road and Bommasandra. A graduate in Dental Surgery, Ravishankar has previously held several important roles in the state bureaucracy. These include serving as secretary in the Housing Department, excise commissioner of Karnataka, and special commissioner at the Bruhat Bengaluru Mahanagara Palike (BBMP). He has also worked as the commissioner of the Karnataka Housing Board and the deputy commissioner of Raichur district. Other notable postings include key roles in departments such as Urban Development, Municipal Administration, Urban Housing, and Kannada and Culture. Outgoing BMRCL Managing Director Rao came under extensive public criticism for substantially hiking metro fares in February. The maximum ticket price was increased from Rs 60 to Rs 90. Parliamentarians, including Tejasvi Surya and P C Mohan, slammed Rao for not disclosing the fare fixation report that recommended the steep hike in metro fares. Surya and other BJP leaders also held a protest against BMRCL at Lalbagh in Bengaluru last week for failing to disclose the fare fixation report and for delaying the commissioning of the Yellow Line. Following approval from the Centre, Rao was appointed as the full-time MD of BMRCL in January 2024. However, the state government appointed him as BBMP chief commissioner in April 2025. Rao had assured to open the Yellow Line connecting south Bengaluru to Electronic City by August 15, with three trains and a headway of 20 minutes. The Yellow Line, despite 90 per cent civil work completion, faces delays due to rolling stock shortages from Bengal-based Titagarh Rail Systems. Bengaluru's Namma Metro network currently spans 77 kilometres with 66 stations across two operational lines: the Purple Line (43.49 km, Whitefield to Challaghatta) and the Green Line (33.5 km, Nagasandra to Silk Institute). Phase 2 includes the Yellow Line (19.15 km, RV Road to Bommasandra), Pink Line (21.26 km, Kalena Agrahara to Nagawara), and Blue Line (58.19 km, Central Silk Board to Kempegowda International Airport via KR Puram). Phase 3, approved in August 2024, includes two elevated corridors totalling 44.65 km: Corridor-1 (32.15 km, JP Nagar 4th Phase to Kempapura) and Corridor-2 (12.50 km, Hosahalli to Kadabagere). The construction for Phase 3 has begun, with geotechnical surveys at Magadi Road and land acquisition for 777 properties underway. This phase, expected to be operational by 2029, will extend the network to 220.2 km with 31 new stations, enhancing connectivity to IT corridors and suburbs. Meanwhile, the Karnataka Cabinet approved Phase 3A (Sarjapur to Hebbal, Red Line) in December 2024. The Union Urban Development Department granted initial approval on October 16, 2024, and the project now awaits the final approval of the Union Cabinet.

UP BJP chief breakthrough soon, choice narrows down to Dalit, OBC or Brahmin
THE CHOICE for the next BJP president for Uttar Pradesh is believed to have come down to three names, with the party decision dependent on the communities they belong to — namely, a Dalit, Brahmin or a Most Backward Class (MBC) leader. As per sources, the frontrunners are an MLC and former MP from eastern UP who is a Dalit leader, a senior Brahmin office-bearer from the Gandhi family pocketborough of Amethi, and a Rajya Sabha MP and Nishad face. Those pushing for a Dalit leader see it as a way to arrest the shift to the Samajwadi Party (SP) shown by the community in the 2024 Lok Sabha polls, when the Opposition successfully built a narrative that a powerful BJP government may change the Constitution. A leader pointed to the drop in the BJP's Lok Sabha tally in UP from 2019's 62 to 33 — a big factor in the party falling short of a majority at the Centre. The BJP leaders who want to see a Brahmin at the top believe the party needs to win back a community that has been loyal to it. A party leader said Brahmins now feel 'sidelined' in the party. Of the 15 BJP UP presidents since it was formed in 1980, seven have been Brahmins, including Madhav Prasad Tripathi, Kalraj Mishra, Kesari Nath Tripathi, Rama Ram Pati Tripathi, Laxmi Kant Bajpai and Mahendra Nath Pandey. The argument for picking an MBC leader is that it is the safest choice, given that the BJP has been steadily building its base among the larger OBC group. The party's current state chief, Chaudhary Bhupendra Singh, is Jat and headed the party during the 2024 Lok Sabha elections. Earlier, a Kurmi leader, Swantantra Dev Singh, headed the BJP, when it won the 2022 Assembly elections in the state. Before that, in 2017, the BJP came to power in UP under Keshav Prasad Maurya, another OBC leader, as state chief. After Maurya was made the Deputy Chief Minister, Mahendra Nath Pandey took over as president, in a balancing of the caste equations. Right now, in Yogi Adityanath, the BJP has a Thakur as CM, which means the state president is unlikely to be a Rajput. The election of state BJP chiefs is one of the first steps towards the selection of the new national party president of the party. The BJP has so far announced new party chiefs for 15 of its 37 state units across the country. A new national party president can be picked once at least 19 state chiefs are elected. Apart from UP, the presidents of other key state units such as Gujarat, Madhya Pradesh and Karnataka are also yet to be elected.
