Divya Mishra was posted in Ahmedabad city and other parts of Gujarat, and her last posting was as Kheda SP, after which she proceeded on central deputation in 2022 as additional deputy director in the Central Intelligence Bureau.

Contractor's suicide puts limelight on Rs 35k crore need for state's Jal Jeevan Mission
Even as Maharashtra's ruling and opposition parties exchanged barbs after the suicide of young contractor Harshal Patil, allegedly over non-payment of dues amounting to Rs 1.4 crore on account of Jal Jeevan Mission work in Sangli district, documents from the state government's Water Supply and Sanitation department show that the state needs Rs 35,622 crore to complete the ongoing works and honour the dues for the year 2025-26. As per the data, Maharashtra's annual plan for the year 2025-26 is of Rs 35,622 crore, of which Rs 19,259 crore is Centre's share and Rs 16,363 crore is the share of the state. Meanwhile, the Centre has already conveyed to the state government that it won't be releasing Jal Jeevan Mission funds for the time being. Earlier this month, The Indian Express reported that the Maharashtra Government informed the Legislative Council that it has not received central funds for the Jal Jeevan Mission scheme since October 2024 and has been using funds from the state's coffers to complete the ongoing projects. It also stated that 51,558 schemes have been sanctioned under the mission, of which 26,009 are still ongoing. However, in a written reply submitted to the Legislative Council, Maharashtra's Water Supply and Sanitation Department informed that the state government has disbursed funds worth Rs 2,483.58 crore to complete the ongoing schemes. 'We are corresponding with the central government to release funds at the earliest. To ensure that ongoing works are not stopped, for the year 2025-26, we have decided to give additional funds worth Rs 3,913 crore,' Meghana Sakore-Bordikar, Minister of State, had informed. Earlier, a day after 35 year-old Harshal Patil committed suicide over non-payment of his dues worth Rs 1.4 crore, Maharashtra's Water Supply And Sanitation Minister Gulabrao Patil claimed that there are no records of pending dues of the said person. Harshal's cousin Akshay Patil told police that the contractor was under immense financial stress. 'His bills worth Rs 1.4 crore were pending and he had also taken loan from money lenders. His financial stress was immense and he used to talk about the same for days,' said Patil. According to his relatives, Harshal left home on Tuesday an did not return home, following which they filed a complaint at Kurlap police station in Sangli district. On Wednesday afternoon, his body was found hanging from a tree in a farm. The Maharashtra State Contractor Association slammed the state government alleging that it has been consistently raising the pending dues worth Rs 89,000 crore for more than two years which were neglected by the state government. The association also released documents showing Patil had sublet the construction work. 'When I heard the news, I took information from the concerned officials. There was no record of pending dues . We do not know if he had sublet the work from any other contractor,' said State's Water Supply and Sanitation minister Gulabrao Patil. Milind Bhosle, president, Maharashtra State Contractor Association, said that large number of small engineers had taken contracts of Jal Jeevan Mission work and the government has not paid their dues. 'There are dues worth Rs 89,000 crore pending and we have been consistently speaking about it. But nobody from the government gave any attention to it. This has now resulted in the suicide of a young contractor. He had also taken loan worth Rs 65 lakh and couldn't repay it since the government did not pay the dues,' said Bhosle. Opposition NCP(SP) leader Jayant Patil said that he had warned the state government in his speech at the legislative Assembly about such a possibility. 'I had warned the possibility of contractors committing suicides. But the government paid no attention to it,' he said. Harshal Patil was a resident of Walwa taluka in Sangli, the home district of Jayant Patil. Congress MLA Vijay Wadettiwar said that after farmers, contractors are committing suicides in the state. 'The government is responsible for his death. The state has gone bankrupt and there is no one from the government who is looking after it,' he said.

Govt unveils cooperative policy to boost sector with 500 mn members
The Centre today unveiled a new National Cooperative Policy, the first since 2002, that calls for creating a task force to include 500 million people within the ambit of cooperatives, up from the current 300 million, and ensuring autonomous functioning and democratic member control of cooperatives. The policy, which seeks to enhance the sector's contribution to the Indian economy by three times in the next 10 years, also calls for raising the number of cooperative societies by 30 per cent from the current 830,000. Releasing the policy, Union Minister for Cooperatives Amit Shah said that one major objective of the policy is to ensure that every village should have at least one functional cooperative, while each tehsil in the country should have at least five model cooperative villages. The policy has also called for ensuring free and fair elections for the Board of Directors and office bearers of cooperatives. Though there is no direct statistic on the share of cooperatives in India's total GDP, sector-wise data shows that cooperatives account for around 14 per cent of total agricultural credit, 25 per cent of fertiliser production, and 31 per cent of sugar production as of 2016-17. They also hold an 85 per cent share in liquid milk distribution and around 15 per cent of total storage available. The implementation of the policy, which was framed by a panel of experts chaired by former Union Minister Suresh Prabhu, will be monitored at the national level by a two-tier mechanism chaired by Cooperative Minister Amit Shah. Among other recommendations, the National Policy seeks to encourage branding of all organic, agricultural, and dairy products under the aegis of the 'Bharat' Brand as an umbrella brand, while also leveraging the established brands of the states. It also calls for setting up a 'Cooperative Stack' for data-driven decision-making and enhanced service delivery. The policy urges Primary Agriculture Cooperative Societies (PACS) to work as 'Bank Mitra' of District Cooperative Banks to provide banking products and services to members at their doorsteps. Revamping cooperative credit system A) Form a task force to holistically examine the challenges faced by cooperative credit institutions and suggest measures to address them. B) Infuse democratic, transparent, and data-driven decision-making in cooperatives. C) Promote the production of pulses, oilseeds, and maize through farmer members of primary cooperatives. D) Promote exports of cooperative sector products to international markets.

D.K. Shivakumar asserts that Karnataka will go ahead with Mahadayi project
Taking serious exception to Goa Chief Minister Pramod Sawant for his statement that the Union Environment Ministry would not give permission for Karnataka's Mahadayi project, Deputy Chief Minister D.K. Shivakumar has asserted that the State would start work on the project. The Deputy Chief Minister also reiterated that the State would try to take an all-party leaders' delegation to Delhi to convince the Centre about the need to provide all clearances for the proposed project. He said he would also meet all the MPs from Karnataka to seek their support. 'We will withdraw our application in this regard from the Supreme Court and start the work on the project,' said Mr. Shivakumar, who also holds the Water Resources portfolio. 'The tribunal concerned has given its verdict on Mahadayi and we have already called for tender. BJP leaders, including Basavaraj Bommai and Union Minister Pralhad Joshi, had even celebrated saying that the Mahadayi project would take off soon post the promise of approval by the Centre,' he said. He said it was wrong on the part of the State MPs not to raise their voice on this issue. 'I urge the MPs from the State to put pressure on the Centre. I will try to take an all-party delegation to Delhi,' he said. Asked if the Union Minister was 'misleading' the State on Mahadayi, he said: 'The Union Jal Shakti Minister is impartial on the matter and he won't politicise this. I have already met him four-five times. The Union Environment Minister will also not indulge in politics on this issue. Both of them support development works. The issue is with Goa.' Replying to a query on Rahul Gandhi's allegation of vote stealing during Lok Sabha election, he said: 'I agree with his statement. I have also started my own investigation regarding this in Bengaluru Rural Lok Sabha constituency. Many irregularities have taken place here too.'
