Manipur Chief Secretary Puneet Kumar Goel on Monday assumed charge at the secretariat here, officials said. Goel took charge from outgoing CS Prashant Kumar Singh at a brief function held at the Old Secretariat building, they said. 'The Manipur government marked a transition in administrative leadership with the official handover of charge from outgoing Chief Secretary Prashant Kumar Singh to newly appointed CS Puneet Kumar Goel,' an official statement said. Senior officials and department heads expressed their gratitude to Singh for his dedicated service and visionary leadership during his tenure. 'Warm wishes were also extended to Goel as he assumed charge,' the statement said. Goel, the 1991 batch AGMUT cadre officer, arrived in Imphal on Sunday and was received by officials led by Commissioner (home) Ashok Kumar. He was appointed as the Manipur chief secretary by the Appointments Committee of the Cabinet (ACC) on July 16. The appointment comes at a time when the northeastern state has been witnessing ethnic violence for more than two years. More than 260 people have been killed and thousands rendered homeless in the ethnic violence between Meiteis and Kuki-Zo groups since May 2023. The Centre had on February 13 imposed the President's rule in Manipur after Chief Minister N Biren Singh resigned. The state assembly, which has a tenure till 2027, has been put under suspended animation.

The government has made a series of appointments to fill key vacant positions at the country's apex medical education regulator and its four autonomous boards, the Union health ministry announced on Tuesday. The crucial appointments include 10 part-time members from state and Union territory governments, nine part-time members from state medical councils, the fourth part-time member of each of the four autonomous boards, and one expert for the search committee. All appointments, made for a period of two years through a transparent draw of lots, aim to enhance the functioning of medical colleges and drive crucial reforms in medical education across the country. On 11 July, the Appointments Committee of the Cabinet approved the appointment of Dr. Abhijat Sheth as the chairperson of the National Medical Commission (NMC) for a four-year term. Sheth also serves as the president of the National Board of Examinations in Sciences (NBEMS). NMC appointments are made by the Appointments Committee of the Cabinet on the recommendations of a search committee chaired by the Cabinet Secretary. Mint reported on 4 July that the health ministry had asked the Cabinet Secretariat to urgently fill 18 top-level vacancies at the medical education regulator, reeling under a leadership void ahead of the next academic session. The results of the National Eligibility-cum-Entrance Test for undergraduate medical courses, which the NMC conducts, were declared on 14 June, and admissions counselling has started. The NMC consists of a chairperson, 10 ex-officio members, and 22 part-time members. The 18 posts of members equivalent to the rank of additional secretary had been vacant for six to eight months, Mint reported, citing government officials. The Tuesday health ministry statement said Union minister for health and family welfare, Jagat Prakash Nadda, had overseen the appointments. The selection process adhered to the procedures outlined in the National Medical Commission Act, 2019. Meanwhile, Dr. M.K. Ramesh, former president of the Post-Graduate Medical Education Board (PGMEB), was named president of the Medical Assessment Rating Board (MARB). The NMC comprises four autonomous boards: the Under-Graduate Medical Education Board (UGMEB), Post-Graduate Medical Education Board (PGMEB), Ethics and Medical Registration Board (EMRB), and Medical Assessment Rating Board (MARB). The move is expected to strengthen the NMC's ability to oversee and regulate medical education effectively, especially following recent stringent actions taken by the commission against a private medical college and an assessor in a bribery scandal.

New Delhi The Appointments Committee of the Cabinet(ACC) Friday approved extension in services of union home secretary Govind Mohan for another year, an order issued by the department said. Mohan, a 1989 officer of the Sikkim cadre, was set to retire on September 30, 2025. Govind Mohan has earlier worked as joint secretary (in 2018) and as additional secretary (from 2018 to 2021) in the ministry of home affairs (MHA). (HT PHOTO) The ACC order said, 'The Appointments Committee of the Cabinet has approved extension in services of Shri Govind Mohan, IAS(SK:1989) as home secretary, ministry of Home Affairs beyond the date of his superannuation i.e. 30.9.2025 upto 22.08.2026 or until further orders, whichever is earlier, in terms of the provisions of FR 56(d) and Rule 16(1A) of the All India Services(Death-Cum-Retirement Benefits) Rules, 1958). The ACC is composed of Prime Minister Narendra Modi and home minister Amit Shah. The senior IAS officer had taken charge as the home secretary on August 22, 2024 in place of then home secretary Ajay Bhalla, who was later appointed Manipur governor. Bhalla was the country's top bureau for nearly 5 years and was given four extensions of one year each before retiring last year. Mohan has earlier worked as joint secretary (in 2018) and as additional secretary (from 2018 to 2021) in the ministry of home affairs (MHA). A native of Uttar Pradesh, he was posted as culture secretary too. Even as the government has extended the home secretary's tenure, there is no clarity over the appointment of the new Delhi police commissioner. The current commissioner, Sanjay Arora is set to retire later this month. Arora, a Tamil Nadu cadre IPS, was the second consecutive officer from another cadre who was brought to head the Delhi police in August 2022. The government is yet to announce if Arora too will be given an extension, another officer from a non-AGMUT cadre will be appointed as the city's new top cop, or it will be someone from the AGMUT cadre itself. AGMUT stands for Arunachal Pradesh, Goa, Mizoram and union territories cadre.

Mohan, a 1989 batch Indian Administrative Service (IAS) officer of the Sikkim cadre, was named as the Home Secretary in August 2024. He took over the charge from Ajay Kumar Bhalla on completion of his tenure on August 22 last year. The Appointments Committee of the Cabinet (ACC) has approved Mohan's extension in services as Home Secretary beyond the date of his superannuation on September 30 up to August 22, 2026 or until further orders, in terms of the provisions of FR 56 (d) and Rule 16 (1A) of the all India Services (Death-Cum-Retirement Benefits) Rules, 1958, said the order issued by the Ministry of Personnel. The rules have provisions to extend the services of such officers.

Gandhinagar: The Appointments Committee of the Cabinet (ACC) on Sunday approved the empanelment of three Gujarat cadre officers — Deepan Bhadran , Divya Mishra, and Saurabh Tolumbia for appointment to the post of inspector general (IG) or equivalent rank at the Centre. They are among 65 IPS officers from across the country who have been empanelled for the post of IG at the three officers of the 2007 batch are presently on central deputation .In 2024, Bhadran, who was posted as DIG in the Gujarat Anti-Terrorism Squad, was granted central deputation and posted in the Research and Analysis Wing (RAW). Two years ago, Bhadran and his team were awarded the Special Operations Medal for cracking one of the state's largest drug March 2023, Saurabh Tolumbia was appointed advisor, security, in GAIL India for a period of three years. Divya Mishra was posted in Ahmedabad city and other parts of Gujarat, and her last posting was as Kheda SP, after which she proceeded on central deputation in 2022 as additional deputy director in the Central Intelligence Bureau.
