Papers torn, MPs come close to scuffle as Lok Sabha sees pandemonium over Bill to remove ministers detained on graft charges

Lok Sabha on Wednesday afternoon witnessed stormy scenes, unprecedented in the past decade, over the introduction of the Constitution (130th Amendment) Bill, 2025, which seeks to remove a Central or State Minister who is facing allegations of corruption or serious offences and has been detained for at least 30 days.
In a rare moment, BJP and TMC MPs came close to a scuffle in the Well of the House.
As soon as Union Home Minister Amit Shah rose to introduce this and other Bills, MPs from the Trinamool Congress stormed the Well of the House, shouting slogans. They were, however, not joined by other members of the Opposition at that moment.
Congress MPs stood up to speak against the Bill and opposed its introduction. Things became tense when Congress MP K C Venugopal, while opposing the Bill, brought up the issue of Shah's arrest in the Sohrabuddin Shaikh encounter case. Shah stood up to say that he had resigned as Gujarat Home Minister before the arrest.
As the verbal duel reached its crescendo, Venugopal tore the Bill and threw it in the Well. This was followed by other Congress MPs and opposition party members, including Samajwadi Party's Dharmender Yadav, doing the same. After this, all opposition MPs came to the Well of the House and started shouting slogans.
Amid all this, TMC's Kalyan Banerjee, in an apparent bid to be heard, came close to Shah's mic while he was speaking on the Bill and started shouting slogans.
Seeing this, Parliamentary Affairs Minister Kiren Rijiju rushed to Shah's seat and angrily asked Banerjee to step back. Taking the cue, the entire Treasury Beaches moved towards the TMC MPs. They came so close that Shah himself had to intervene, asking people to calm down.

PM expresses disappointment over Opposition's absence from debates over crucial Bills

At the customary end of session tea held after the conclusion of the Monsoon Session of Parliament, Prime Minister Narendra Modi on Thursday (August 21, 2025) noted with disappointment the lack of debates due to disruption, leading to the passage of several Bills amid the Opposition's protests, adding that bright and young MPs of the Congress did not get to participate in discussions due to the 'insecurity' of its leadership. Parliament Monsoon Session: Follow highlights, major updates on August 21, 2025 The customary tea is hosted by Lok Sabha Speaker Om Birla in his chambers and was attended by leaders of the NDA allies and in the absence of the Opposition. Sources present at the meeting said Mr. Modi did not name Rahul Gandhi, Leader of the Opposition in the Lower House, who is leading his Congress's agitation against the Election Commission's drive to revise electoral rolls in Bihar, but his remarks were apparently aimed at him. He reportedly said the Monsoon session covered several important Bills and regretted that they could not be discussed in Parliament. Mr. Modi singled out the Promotion and Regulation of Online Gaming Bill, which bans all real-money games and was passed by the Lok Sabha and the Rajya Sabha without discussion due to din, for praise and its wide positive implications due to the adverse impact on society by these online games. With Opposition leaders skipping the meeting, one of the leaders present at the get-together remarked that it had become increasingly difficult to bring the Congress on board as few of its leaders, who the government interacts with regularly, can influence the party's decision, the Prime Minister responded to this and said the Opposition had some bright young MPs. They may be making the leadership 'insecure', he said, according to the sources. This is not the first time Mr. Modi had expressed these views while criticising the Gandhi family for putting its own interest above anything else. Parliamentary Affairs Minister Kiren Rijiju, speaking later, added that Congress functionaries who attend the meeting with the government over the business in Parliament often come to some understanding but cannot implement it. They might be facing pressure, he said, in an apparent swipe at Mr. Gandhi.

Have written to EC on preparations for corporation elections: DKS

Deputy Chief Minister D.K. Shivakumar announced in the Legislative Council on Thursday that the government had written to the Election Commission of India about preparations for corporation elections. Replying to a question raised by member Jawarayee Gowda T.N. about the implementation of the Greater Bengaluru Authority Act, 2024, he said, 'The delimitation of wards will take place by November 1. This is being handled by a separate team under the leadership of the BBMP Commissioner. We have submitted an affidavit to the court. We will issue a GO for delimitation of wards'. Replying to a member who urged the government to conduct elections early, he said, 'I completely agree with the suggestion.' The Council approved the Greater Bengaluru Governance (Amendment) Bill, which clarifies that the authority will not interfere in the functioning of municipal bodies in violation of the 74th amendment of the Constitution. Replying to queries raised by members - Govindaraju (JD-S), T.A. Saravana (JD-S), and H.S. Gopinath (BJP) - he said the amendment ensures that the government does not have any overbearing power on the corporations. 'Some people have spoken about ward restructuring based on population. As per the 2011 census, there were about 18,000 people in each ward, but now it would be 30,000. We will take members' feedback when we are adding new areas to the corporations,' he added.

Nitish refuses wear skull cap at madrasa event in Patna

Bihar Chief Minister Nitish Kumar on Thursday (August 21, 2025) reportedly refused to wear a skull cap that's typically worn by Muslims at the centenary celebration of the Bihar Madrasa Education Board, where Mr. Kumar was the chief guest. In a video that went viral on social media, Mr. Kumar can be seen holding the cap with both hands and placing it on the head of his Cabinet colleague and Minority Welfare Minister Mohammad Zama Khan. 'Nitish's politics takes a new hue – rejecting the cap on stage, but accepting Sanghi coordination behind the scenes. The real face of Chacha's cunning revealed,' the Bihar Youth Congress posted on social media platform X, along with the video. When he was not part of the National Democratic Alliance (NDA), Mr. Kumar was known to indirectly critique Prime Minister Narendra Modi, before the latter became PM, that the leaders of India must wear 'topi (cap) and tilak' (symbols of the Muslim and Hindu communities, respectively). Mr. Kumar was previously seen wearing the topi at iftar parties at his official residence, and other functions of the Muslim community. Since he formed the government with the Bharatiya Janata Party (BJP), leaving the Rashtriya Janata Dal (RJD) and the Congress in 2022, several Muslims leaders have expressed their disenchantment with Mr. Kumar. When the Janata Dal-United (JD-U) supported the Waqf (Amendment) Bill, 2024, which is now an Act, several Muslim leaders of the party resigned in protest. RJD MLC Qari Muhammad Shohaib, RJD spokesperson Ejaz Ahmed, and former MLA Mujahid Alam jointly addressed a press conference at the party office, alleging that Mr. Kumar was neither secular before nor would he remain secular because he was 'busy pleasing the BJP and the Rashtriya Swayamsevak Sangh (RSS)'. Mr. Kumar listed the developmental work carried out for Muslims and madrasas at the event. Attacking the previous RJD-Congress alliance government in the State, Mr. Kumar said that before 2005, no work had been done for the people of the Muslim community. 'After the formation of the new government, a lot of work has been done for the Muslim community. Earlier, there used to be Hindu-Muslim fights, so fencing of graveyards was started from 2006 itself. Fencing of graveyards has been done on a large scale. Now, there is no fight,' the Bihar CM said. 'Earlier, the condition of madrasas was very bad and madrasa teachers received little money. From 2006, madrasas were registered and given government recognition. Madrasa teachers started receiving salaries equal to government teachers, and equal salaries are being given continuously since then,' Mr. Kumar said.
