Heavier penalties await bullies as amended laws come into force

KUALA LUMPURA: Amendments to the Penal Code and the Criminal Procedure Code aimed at addressing physical and cyber bullying have come into force.
According to the Prime Minister's Department legal affairs division, the Penal Code (Amendment) Act 2025 and the Criminal Procedure Code (Amendment) Act 2025 were passed in the Dewan Rakyat on Dec 10, 2024 and in the Dewan Negara on Dec 16, 2024.
It said that the enforcement of both Acts is an ongoing effort by the government to strengthen the country's legal system and to keep pace with current needs and new challenges in the modern criminal landscape.
"The implementation of these two Acts is to streamline legal procedures, improve the efficiency of the criminal justice process and allow for faster and stricter action against those who break the law," it said in a statement on Friday (July 11).
The amendments to both Acts introduce specific provisions that allow for stricter legal action against bullies in line with the government's commitment to protect society, especially vulnerable groups such as children, adolescents and individuals put under mental harassment by bullies.
In addition, the amendments also introduce new sections such as Sections 507B to 507G, which specifically provide for proportionate punishment for offences of threatening, insulting or defamatory communications intended to cause emotional distress or fear to the victim.
"It also includes the offence of distributing personal information without permission or doxing, which is now classified as a serious crime and punishable by up to three years in prison," read the statement.
In addition, the introduction of the special provision stems from a review of the shortcomings in existing laws, which were found to be insufficient to address various forms of psychological and emotional threats in the increasingly challenging digital environment.
The government will also continue to ensure that the enforcement of this law is implemented fairly and equitably without affecting the right to freedom of expression as guaranteed by the Constitution.
"With the implementation of this Act, the Madani Government remains committed to ensuring that the country's laws remain relevant and responsive to the challenges of the digital world in the interest of safety, well-being and justice for all Malaysians," it stated. – Bernama

KUALA LUMPUR: A total of 807 government buildings, including the Parliament, have been equipped with solar photovoltaic (PV) systems, generating 7.657 megawatts (MW) of clean energy. Deputy Prime Minister Datuk Seri Fadillah Yusof announced the initiative, which is expected to save RM48 million in electricity costs annually. The Parliament building alone now has a 1.5MW solar PV system, producing 1.9 gigawatt-hours of electricity yearly while cutting greenhouse gas emissions by 1,465 metric tonnes of carbon dioxide. 'This saves RM1 million annually in electricity bills and positions Malaysia among global leaders in large-scale solar adoption,' Fadillah said during the launch at Parliament. Beyond government buildings, 11,233 commercial and industrial sites have also installed solar PV systems, totaling 1,522.43MW in capacity. This has led to estimated savings of RM972 million in energy expenses. Fadillah urged collective action to meet Malaysia's climate goals, including a 45% reduction in greenhouse gas emissions by 2030 and net-zero emissions by 2050. The National Energy Transition Roadmap, launched in 2023, supports this shift by targeting a 32% emissions cut in the energy sector through renewable energy expansion. 'Solar PV installations on government buildings are a key part of this strategy,' he added. MELAKA: A former soldier claimed trial at a Magistrate's Court in Ayer Keroh here to a charge of allegedly assaulting his father. The accused, Mohd Salihudin Hasan, 35, pleaded not guilty when the charge was read before Magistrate Sharda Shienha Mohd Suleiman on Thursday(July 24). According to the charge, Mohd Salihudin is accused of intentionally causing injury to his 64-year-old father, Hasan Jaffar, at about 10pm on July 18, outside their family home in Taman Peruna in Sungai Udang, here The charge was framed under Section 323 of the Penal Code, read together with Section 326A, whhich carries a maximum penalty of two years' imprisonment, a fine of up to RM2,000, or both upon conviction. It is understood that the incident stemmed from a family disagreement involving Mohd Salihudin and his younger sibling. The father had attempted to mediate and urged both children to mend their strained relationship by asking Mohd Salihudin to reconcile with his sibling. However, Mohd Salihudin allegedly became enraged after being reprimanded by his father and allegedly responded by slapping him. Deputy Public Prosecutor Farah Nabihah Sofian proposed to the court to set the bail at RM8,000. Mohd Salihudin, who was unrepresented, told the court that he is self-employed and had no one present to post bail on his behalf. The court later granted a bail of RM4,000, with an additional condition that the accused must not disturb the victim. However, at press time Mohd Salihudin has failed to post the bail. The court also fixed the mention date for Sept 2.
