Countering espionage threats, F1 return among highlights in Dewan Rakyat today
According to the Order Paper on Parliament's portal, Roy Angau Gingkoi (GPS-Lubok Antu) will ask the Home Minister to outline prevention and intervention measures to address espionage activities that threaten national security during the Minister's Question Time.
At the same session, Oscar Ling Chai Yew (PH-Sibu) is set to ask the Youth and Sports Minister whether Malaysia can host F1 again, and the steps to maximise utilisation of the Sepang International Circuit (SIC) so it delivers contributions and benefits to the nation.
Datuk Dr Ahmad Marzuk Shaary (PN-Pengkalan Chepa) is expected to seek clarification from the Prime Minister on whether direct-negotiation procurement is still being practised by Lembaga Tabung Haji, a statutory body under the purview of the Minister in the Prime Minister's Department (Religious Affairs).
During the oral question and answer session, Rodiyah Sapiee (GPS-Batang Sadong) is expected to ask the Agriculture and Food Security Minister about plans to position Sarawak as a food security hub under the new policy, in line with the successful implementation of the state's Post Covid-19 Development Strategy (PCDS 2030).
Dr Halimah Ali (PN-Kapar) is set to ask the Works Minister about measures to address serious damage along key roads in the area - including links to factories and the access route to Northport - caused by frequent heavy-vehicle movements and indiscriminate roadside parking.
Meanwhile, Datuk Seri Ismail Sabri Yaakob (BN-Bera) will ask the Health Minister about the current threat level of Covid-19 variants to high-risk groups, noting the country recorded 57 deaths last year.
After the Q&A session, the sitting is scheduled to proceed with the first readings of the Legal Aid and Public Defence Bill 2025, the Urban Renewal Bill 2025 and the Atomic Energy Licensing (Amendment) Bill 2025.
The House is then set to continue the winding-up of the debate on the 13th Malaysia Plan (13MP) motion by the relevant ministries.
The current Dewan Rakyat meeting is scheduled to run for 24 days until Aug 28. - Bernama

Urban Renewal Bill tabled for first reading in Dewan Rakyat
KUALA LUMPUR: The Urban Renewal Bill 2025, which seeks to regulate and supervise urban renewal for town planning and related matters, was tabled for the first reading in the Dewan Rakyat today. Housing and Local Government Minister Nga Kor Ming, during the tabling, said the second reading was scheduled for this parliamentary session, which concludes on Aug 28. The bill, among others, sets out the consent threshold for urban renewal projects and outlines protections for affected parties. According to the Blue Bill, a proprietor seeking to carry out an urban renewal project must first secure unanimous consent as the threshold. Developers are required to consult with interested parties, involving the local authority and a body appointed by either the federal or state executive committee, to meet this requirement. For buildings 30 years old or less, the consent threshold is 80 per cent; for buildings more than 30 years, it is 75 per cent; and, for abandoned buildings, 51 per cent. For buildings that have been issued with a visual inspection report by a professional engineer with a practising certificate, the consent threshold is also set at 51 per cent. The age of a building will be determined based on the date of issuance of the Certificate of Fitness for Occupation or the Certificate of Completion and Compliance under the Street, Drainage and Building Act 1974. The bill also states that the federal and state executive committees appointed under the act must ensure that any interested party who agrees to participate in an urban renewal project receives an offer of benefit no less favourable than what was offered prior to the project. This includes the option to remain in the urban renewal area unless the individual decides otherwise, as well as the right to be informed of project progress upon request. A federal and state urban renewal mediation committee will also be established to safeguard their interests. State authorities and the federal territories minister may, by notification in the gazette, declare any area as an urban renewal area. Once an area is declared, the approved developer must commence the project within 24 months and acquire any alienated land within the area either by purchase or compulsory acquisition under the Land Acquisition Act 1960. It also outlines the process for developers to undertake an urban renewal project. This includes consulting with interested parties, securing their consent, obtaining a visual inspection report and ensuring that abandoned or neglected buildings have a Certificate of Fitness for Occupation or a Certificate of Completion and Compliance. The process further covers the identification of deterioration in mismanaged buildings and determining whether a building poses a nuisance to its occupants or the public at large. The act will apply to Peninsular Malaysia and the Federal Territory of Labuan, but not to heritage sites protected under the National Heritage Act 2005.

'You melt me': Deputy Speaker jokes after MP clarifies misunderstanding
KUALA LUMPUR: Dewan Rakyat Deputy Speaker Datuk Dr Ramli Mohd Nor today gently corrected Batang Sadong MP Rodiyah Sapiee, who had mistakenly alleged that he raised his voice while presiding over the sitting. Rodiyah clarified that she had intended to praise Ramli for his "immense patience," prompting the Deputy Speaker to quip, "You melt me," eliciting laughter in the House. Initially, Ramli did not deny raising his voice but advised Rodiyah to instead admonish other MPs who failed to follow Standing Orders, which had necessitated his tone. "You said my voice was raised. I do not deny it. What you should do is correct your colleagues in this House, not me. Do you understand what I mean? "If the Honourable Members in this House, all 221 of you, feel I am unfit, those who elevated me to Deputy Speaker did so by your own decision. I leave it to you," he said. Rodiyah then rose to clarify her statement before posing a supplementary question to Agriculture and Food Security Deputy Minister Datuk Arthur Joseph Kurup during the oral question-and-answer session. "I would like to make a small correction, Datuk (Deputy) Speaker. What I meant earlier was to highly praise the Deputy Speaker. He has immense patience because of MPs who test his patience… that was what I actually meant to express," she said. Her clarification drew a playful response from Ramli, who joked: "Honourable Member for Batang Sadong… you melt me," prompting laughter from MPs.

MSMEs continue receiving LPG subsidy benefits, government confirms
KUALA LUMPUR: The government has maintained liquefied petroleum gas subsidies for all micro, small, and medium enterprises without implementing targeted restrictions. Deputy Domestic Trade and Cost of Living Minister Datuk Dr Fuziah Salleh emphasised that MSMEs, particularly in the food sector, should utilise these benefits without raising product prices. 'For now, the government will ensure that LPG subsidy benefits households as well as micro and medium traders, especially in the food and beverage sector,' she stated during the Dewan Rakyat question-and-answer session. She responded to Datuk Shamshulkahar Mohd Deli's query regarding measures to prevent subsidy leakage and support MSMEs during LPG subsidy rationalisation efforts. Fuziah revealed that authorities detected 489 cases of LPG subsidy abuse with seizures totalling 3.1 million ringgit from 2024 until August 18 this year. The Domestic Trade and Cost of Living Ministry launched 'Operasi Gas Memasak' from May 1 to October 31 to curb subsidy misuse by ineligible commercial and large-scale businesses. 'Among the targeted abuses is decanting, the illegal transfer of LPG from subsidised cylinders to industrial or commercial cylinders,' she explained. KPDN will implement digital technology to enhance monitoring and enforcement of subsidised LPG distribution, storage, and market usage. – Bernama
