
Australian defence force fails to meet recruitment targets but numbers improving
The ADF enlisted 7,059 full-time personnel in the 2024-25 financial year, the highest annual intake in 15 years, but still fell more than 1,000 short of its target for that year.
According to the Department of Defence's incoming government brief, released under freedom of information laws, the recruitment target for the last financial year was 8,105.
The figures also show fewer than 10% of applicants to the ADF in the last financial year were hired, with some dropping out due to the drawn-out recruitment process and many not meeting its strict standards.

More than 75,000 people applied to join, while just 7,059 permanent roles were filled.
The government has acknowledged some applicants had dropped out or found other work, and that its commercial contract with the recruitment company Adecco has had 'teething issues'.
'As we've been trying to streamline that recruitment process, there were some teething problems with our new recruitment partner,' said the minister for defence personnel, Matt Keogh.
'I have lent in very hard … to get them back on track with applicant care as well as making sure that in doing the assessment of medical and psych appointments that they are able to be accessed more promptly.
'This has now seen great improvement, we're a long way there, we've still got a little bit more to go.'
As of 1 July, the full-time ADF workforce was at 61,189 people.
The latest data, provided by the defence department, shows retention has also improved, with separation rates dropping to 7.9%, after sitting between 9% and 11% since 2012.
The defence force has a target of 69,000 personnel by the early 2030s, to respond to rising geopolitical tensions.
At Senate estimates in June 2024, the chief of defence told the hearing that on 1 May that year the ADF workforce was 4,400 personnel short, with the total workforce at 58,284 people.
Despite the shortfall in reaching the recruitment goal for the last financial year, the government said recruitment was now on track to meet the 69,000 target.
The government said some of that improvement had come from targeted social media campaigns for Australians aged between 17 and 24 in what Keogh called 'smarter' advertising.
'Doing that advertising in games, in computer games, utilising TikTok, making sure that we're focusing on having that advertising presented where our target age groups are so they are seeing those messages,' Keogh said.
'Advertising [is also] targeted at those key influencers of our potential enlistees, our young people – so people like parents and teachers.'

The ADF is also recruiting from overseas, though its program to recruit from Five Eyes partners has started slowly.
So far just three New Zealanders have joined the ADF, with a further 70 in the pre-enlistment stage, meaning they could be undergoing fitness tests or waiting for security clearances.
Applications opened up to the other Five Eyes nations – the US, the UK and Canada – on 1 January, and more than 500 people across the four countries have applied.
The ADF recruited 185 personnel from overseas militaries through its lateral recruitment program in the last financial year. That program is for members of a foreign military who can address critical ADF skill shortages.
Keogh also said the government's work to deliver the recommendations of the royal commission into defence and veterans' suicides was a factor in trying to attract people to the ADF.
'Delivering on the recommendations of the royal commission … is really important for improving people's perceptions of, and therefore also their willingness to join the Australian defence force,' he said.
'We're … conscious that we have more work to do in this area as well.'
The royal commission handed down its report to the government in September, with 122 recommendations, including the establishment of a body to help defence personnel transition to civilian life and access support.
The government agreed in principle to 104 recommendations and has established a taskforce to implement them.

On Friday, September 26, the day before the big match, Virgin Australia is offering economy tickets to fly from Adelaide to Melbourne Tullamarine, with the lowest-priced seats coming in at $250. Economy fares on two flights at 8:40am and 11:50am are both on sale for $791 - the top priced figures. Qantas has also upped its fees on Grand Final eve, with economy tickets for flights leaving Adelaide at 10:05am and 12:15pm set to cost Crows fans $785. The airline is also offering fares on Thursday, September 25. The top-priced economy fare for that day is set to also set fans back $437. Jetstar has priced its top fares on Grand Final eve at $350. One Crows fan told Seven News: 'It just ruins what should be one of the best days of the season.' 'Make the people happy, let them get over there. It's about going over for the Grand Final or a final and having a ball,' another fan said. Crows fan and mum of two, Kim Skypyrek, said the fees were 'insane'. 'Fair enough if it's one person and they've saved some money but it's really hard for people to be able to afford that,' she told Northern Territory News. Inflation is down but prices remain high: when will the cost-of-living crisis end?
Inflation has come down from the stratospheric peaks of December 2022, dropping to 2.1% in the year to June and towards the bottom of the Reserve Bank's 2-3% target range. That's the good news: things generally aren't getting more expensive at the same breakneck pace that they were a couple of years ago. Then there's the bad news: the biggest inflationary shock in a generation has left Australia a much more expensive place than it was before the pandemic. And it could take years for households to catch up. The headline inflation measure we use is the percentage change in the price of a basket of goods and services, and when it's positive that means the price of things is still increasing. So even though inflation is now 'back to normal', prices have generally remained at higher levels than usual and for the most part are likely to stay that way. We're very unlikely to see prices go down across the board (this would be deflation and would mean that something quite bad is happening to the economy). Sign up: AU Breaking News email So if prices are much higher and are still rising, the question is: when will the cost-of-living crisis be over? Enter wage growth. For the higher prices to feel 'normal' again, we need enough growth in people's wages (and other forms of income) to compensate for all the inflation that occurred over the last couple of years. Economists refer to this concept as 'purchasing power', or how much your dollar can buy. One way to figure out how long this might take is to compare the cumulative increase in inflation (the change in the consumer price index, or CPI) since 2020 with the cumulative increase in the wage price index (WPI), and then make some assumptions about how much they might increase in the future. Once cumulative wage growth overtakes the overall increase in consumer prices, then we're finally back to living costs feeling like they did in 2020. So how long will this be? Well, if inflation averages 2.5% per year from now on (the midpoint of the Reserve Bank's 2-3% target range), and wage growth averages 3.5%, things won't feel normal for at least another three years: You can change the assumptions in the chart for higher or lower values and see what you get, though the time series from the present onwards is capped at 10 years. (Another way of doing this is to combine the two indices to get 'real wages'.) However, the wage price and consumer price indices are just one narrow way to look at this issue. WPI measures hourly wage and salary rates, so it doesn't capture other aspects of a worker's compensation like additional hours worked or promotions, according to Trent Wiltshire, an economist at the Grattan Institute. Wiltshire says there are other measures, such as average weekly earnings, that can measure people's income in a more comprehensive way. 'There are broader measures [than WPI] that capture the fact that people can work more hours in a stronger labour market, and in a stronger labour market people are more likely to get promoted if they're switching jobs, or if firms are keen to keep workers,' he said. Weekly earnings have increased faster than WPI over the past two years, meaning that if we index them to compare with CPI in a similar way, then they have just caught up. And on the inflation side, the Australian Bureau of Statistics also publishes a better measure of cost of living than CPI, though it is less known. The selected living cost index series shows how price changes affect the living costs of different types of households. The most notable difference is that the employee living cost index includes the impact of the change in mortgage interest rates, whereas CPI doesn't. So it has grown even more strongly than CPI, due to rate rises in 2022 and 2023. Here, we can compare the higher living cost index to see how things have changed since 2020 and how much earnings would have to grow to catch up: Even using these broader and more realistic measures of income and living costs, we end up with the same story: cost of living could remain a major issue for Australians until early 2029. Of course, a lot can happen over the coming years to change this grim outlook. The treasurer, Jim Chalmers, has switched his focus from getting inflation back under control to ways to boost growth – his economic reform roundtable later this month will hopefully create some good ideas to this end. But reforms tend to take a while to bear fruit. In the meantime, Australians are likely to continue to feel under pressure. CPI and WPI were indexed to 100 in December 2019. Weekly earnings are the seasonally adjusted 'all employees average weekly total earnings' from the ABS, indexed to 100 in November 2019, then with 'missing' quarterly values between the biannual figures interpolated linearly. The living cost index is the employee living cost index from the ABS Selected Living Cost Indexes publication, indexed to 100 in December 2019.

The number of people who joined a pro-Palestine march across Sydney Harbour Bridge on Sunday exceeded everyone's expectations. But just how many braved the rainy weather to urge the Australian government to do more to pressure Israel to stop the death and destruction in Gaza? That's been a sticking point. New South Wales police said initial estimates put the crowd at 90,000. A spokesperson for rally organisers the Palestine Action Group said police had informed them 100,000 people were in attendance – but the group estimated the figure was closer to 300,000. Just after 5pm on Sunday, the acting deputy police commissioner Peter McKenna said police estimated 90,000 people took part – far more than the 50,000 organisers expected. He said it was the largest protest he and the assistant police commissioner Adam Johnson had seen in their time in the force. Johnson also said it was the 'most perilous' in his '35 years of policing'. However organisers estimated it was closer to 300,000. 'It's even bigger than my wildest dreams,' one of the main protest organisers, Josh Lees, said while at the front of the march at the midway point. Lees later said a number of people had come up with a similar figure after crunching the numbers based on widely shared aerial footage. Dr Aldo Raineri, a senior CQUniversity lecturer and expert in crowd safety management, estimated the figure to be significantly higher than what police suggested. Guardian Australia shared drone footage with Raineri that showed the crowd just north of the bridge's midway point, extending back to Wynyard station and Lang Park, where the march began. Based on these dimensions and what appeared to be an occupancy of three or four people per square metre, he estimated between 225,000 and 300,000 people attended. However, he noted 'these figures are really rough, given the variation in density'. Organisers said there were still people at Lang Park, who had not yet started to march, when police sent a message telling protesters to turn back. Lees said many who had gone to Sunday's protest felt it was on par with past major protests they had been to, including the anti-Iraq war protest in 2003, which saw demonstrators march through the CBD, and the walk for reconciliation march in 2000 which went across the Sydney Harbour Bridge. According to the National Museum of Australia, about 250,000 people walked across the bridge in a continuous stream lasting nearly six hours during the reconciliation march. NMA called it the 'largest political demonstration ever held in Australia'. In 2003, police estimated more than 200,000 took part in the anti-Iraq war rally, while organisers put the total at about 300,000, the Sydney Morning Herald reported. The paper said it was 'thought to be the biggest in the country's history'. In 2023, an estimated 50,000 people took part in a march across the Sydney Harbour Bridge as part of WorldPride. Chris Nash, who attended Sunday's march, said it 'felt much bigger' than the 2000 reconciliation march he also attended. 'That was much more spaced out,' he said. The former NSW premier Bob Carr marched at the head of the pro-Palestine protest across the bridge. He was the premier during the reconciliation march in 2000. Asked how the crowd sizes compared, he said: 'All that matters was that it was a big, beautiful success. A success with cheerful police cooperation and good-natured people motivated by the horror of Israel's actions in Gaza.' At about 3pm on Sunday, NSW police sent out a mass text message throughout the city ordering the pro-Palestine march to stop due to safety concerns, with authorities turning protesters around at the north end of the bridge. Police sent a second mass text message saying they had consulted with the organisers and were turning everyone around. 'We could not get those people, the number, the significant size of that crowd off that northern egress route without risking crowd crush. We could not allow those numbers to then egress into the northern side, into those train stations without, again, that real risk of crowd crush,' McKenna told reporters. He said there were 1,000 police facilitating the protest. Raineri said allowing the crowd to amass without effective transport to disperse them would have been unsafe. He said the police went about this the right way by using mass text messages and consultating with protesters. However, Legal Observers NSW said the 'confusing and unplanned' directions from police were dangerous and could have caused a crowd crush. 'Police had not adequately planned for the initial route to North Sydney and there did not appear to be a plan if crowd numbers exceeded expectations and made entering and leaving North Sydney difficult,' the group's report on the protest said.
