
Govt to inspect land denotified for casino firm
The directorate of agriculture has directed the water resources department (WRD) to organise a joint inspection of 3.3 lakh sqm of irrigation land at Dhargalim, which govt has decided to denotify for a casino firm.

The purpose of this inspection is to determine the quality of soil and the type of crops cultivated on that land.
A senior officer of the directorate of agriculture said the department has written an official letter to the WRD to conduct a site inspection.
The officer said that based on the inspection, a detailed report will be sent to agriculture minister Ravi Naik.
Two months after govt's Goa State Amritkal Agriculture Policy, 2025, was introduced to revitalise farming and make the state self-sufficient, chief minister Pramod Sawant-led govt denotified the 3.3 lakh sqm of the Tillari command area at Dhargalim to pave the way for Delta Corp Ltd, a casino gaming company, to set up an integrated resort.
The project, which will come up at the command area of the Tillari irrigation project, comprises three hotels, a convention centre, a multiplex, a retail area, a water park, banquet facilities, and a children's entertainment area among other amenities.
Naik has sought a detailed report from the agriculture secretary. The minister questioned whether the Tillari Irrigation Command Area Authority granted its clearance for the conversion of the land in question.

report, Naik, who was not present at the cabinet meeting that took the decision, in a note moved to the agriculture secretary, said that on Feb 6, 2025, the cabinet approved the Goa State Amritkal Agricultural Policy.
'In terms of the policy, areas under the command of major, medium, and minor irrigation projects are to be banned from being converted for non-agricultural use,' Naik said.
His note added, 'The Times of India has reported a news article under the heading, 'State ignores its agri policy, hands over 3.3L sqm irrigation land to casino firm'.'
The members of the Tillari Irrigation Development Board have urged an immediate Command Areas Development board meeting to discuss govt's decision to denotify the land.

Police tap social media for awareness of criminal laws
Panaji: In a shift from its usual methods, Goa Police has begun using social media platforms to eliminate confusion, empower citizens with knowledge of the law, and strengthen confidence in the criminal justice system. This initiative aims to educate the public about the new laws implemented in the country. On Saturday, Goa Police launched a new social media awareness series to inform citizens about the transition from the Indian Penal Code (IPC), 1860, to the Bharatiya Nyaya Sanhita (BNS), 2023. Crime branch superintendent of police (SP) Rahul Gupta said the campaign will use creative awareness posts and reels to present the changes in a simple yet engaging way. The posts will be published in both English and Konkani, ensuring that legal awareness reaches every section of society. 'Citizens are encouraged to follow the official channels of Goa Police to stay updated and spread this important awareness,' Gupta said. 'Why is this necessary? The criminal justice system of India underwent a historic transformation with the introduction of the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam.' Gupta noted that the changes are not limited to renumbering of provisions but include simplification of laws, speedy justice through time-bound trials, zero FIR, e-FIR, forensic-based investigation, gender-sensitive provisions, use of scientific and electronic evidence, and greater transparency. 'Popularising the new laws ensures that citizens are not confused when familiar IPC sections like 420 (cheating), 302 (murder), or 376 (rape) are now replaced by BNS sections 318, 103, and 64 respectively,' the SP said. He emphasised that victims, witnesses, and accused persons must be informed of their rights under the new framework, such as the right to know the reason for arrest, free legal aid, time-bound investigation, and protection of identity. 'Public confidence is built in the justice delivery system, reinforcing that the reforms are aimed at justice for people, not merely punishment,' Gupta said. TOI reported earlier that in an initiative without precedent, Goa Police are putting aside grey, bureaucratic warnings about cybercrimes and have turned to vivid content in vogue with the internet generation: Reels and memes, and droll comics-style narratives. Goa Police will engage influencers to develop and produce a minimum of 100 unique digital content pieces, including reels, videos, memes, and carousels. Panaji: The Bombay high court at Goa has quashed the arrest of a municipal councillor who was taken into custody in September 2022 over alleged links to the Popular Front of India (PFI), ruling that the arrest—made on the grounds of a perceived likelihood of committing a cognizable offence—violated his fundamental right to reputation. The court was hearing a plea filed by Sarfaraz Sayyad, a municipal councillor of the Valpoi Municipality and a journalist, who, along with three others, was arrested on September 29, 2022, on the premise that he was a member of the outfit 'PFI,' which had been declared an unlawful association under the Unlawful Activities (Prevention) Act. Following their production before the court, they were directed to be released upon the execution of a personal bond of ₹1 lakh each and one surety, ordinarily residing within the local limits of the Valpoi Police Station. The prosecution said that they intentionally did not disclose the said material, as it would have adverse impact and such material obtained through intelligence could not be placed in public domain' and claimed that the arrest was a bona fide exercise of power was taken to avoid any situation of law and order trouble/communal tension at the hands of the antisocial elements and also in the view of the fact that the meeting of the banned organisation had already been once held in the town.' The court left it open for the petitioner to seek compensation before an appropriate forum.
