Rent pacts with developers of buildings under redevelopment to be accepted for passport: Minister
: Standard Operating Procedures (SOPs) for police verification for obtaining a passport are prepared by the Centre, but the Maharashtra government will look into problems faced by citizens whose residential buildings are under redevelopment, a minister said on Wednesday.

(Urban) noted address verification for a passport is a national security issue and the exercise involves the applicant's identity and details provided in the application, including pending criminal cases, if any.
Notably, police verification for issuance of the overseas travel document is conducted at the applicant's residential address and redevelopment of old buildings leads to temporary change in home location of people who resided in such buildings.
Manisha Chaudhari (BJP) pointed out that several housing societies in Mumbai have opted for redevelopment and their residents, staying elsewhere temporarily, are facing problems in completing police verification process, a necessary prerequisite for getting a passport.
''Police don't take bank passbooks, Aadhaar, PAN card, voter card, society redevelopment documents into consideration for passport verification,'' she complained.
Kadam highlighted that residential address verification for the key document, issued by the Ministry of External Affairs (MEA), is a national security issue.
"(To check) criminal antecedents (if any) of an individual is also necessary,'' the minister replied, adding there is a provision for mentioning both temporary and permanent addresses in passport application.
Ameet Satam (BJP) objected to the reply, contending he doubted if a provision is there for both addresses in the application form.
Passport data is used to locate those who have violated laws so it needs to be accurate, the minister told the lower house.
"If SOPs are not followed and citizens are subjected to hardships, it will look into it,'' Kadam assured, adding rent receipts are considered a residential address proof for passport renewal.
Kadam emphasised residential addresses provided in passport application have to be thoroughly verified by police as per guidelines laid down by the central government. Applicants are required to furnish both permanent and current addresses.
"Police verification will be strictly carried out at the current address mentioned in the application. Instructions will be issued to the police department accordingly," the minister said.
The minister explained that the purpose of police verification is to confirm the identity of the applicant and check for any pending criminal cases, summons, or warrants.
"This process is crucial for national security. Police officials are mandated to visit the applicant's address physically to verify the details," Kadam added.
Referring to issues arising during redevelopment of buildings whose residents are temporarily relocated, the minister clarified that temporary addresses, supported by rent agreements provided by real estate developers, will be taken into consideration for verification.
Kadam asserted the state government follows the SOPs issued by the MEA, and steps are being taken to integrate technology, including artificial intelligence and digital passport apps, to make the process more efficient and transparent.
The government will launch an awareness campaign to inform citizens that police verification is conducted at the address where the passport applicant is currently residing and mentioned in the form, he added.

Aadhaar-linked IRCTC account holders to get priority in tatkal ticket booking? Railway Minister responds
Indian Railways Ticket Booking: Indian Railways (IR) has undertaken several measures to ease the ticket booking process. A passenger's journey begins the moment they book a ticket. Effective July 1, 2025, new norms for Tatkal train ticket bookings have come into force. During the ongoing Monsoon Session of Parliament, 11 Rajya Sabha MPs — Maya Naroliya, Mithilesh Kumar, Dr. Dinesh Sharma, Mayank Kumar Nayak, Brij Lal, Kiran Choudhry, Dr. Sumer Singh Solanki, Narayana Koragappa, Ramilaben Becharbhai Bara, Baburam Nishad, and Rameswar Teli – raised queries with Railway Minister Ashwini Vaishnaw regarding the ticket booking system. The MPs sought clarification on whether Aadhaar-based authentication would be mandatory for Tatkal ticket bookings and whether passengers with Aadhaar-linked IRCTC accounts would receive booking priority. They also questioned how these measures would help curb misuse of Tatkal tickets by agents and touts. Responding to this, on August 1, Vaishnaw said that tickets under Tatkal Scheme can be booked through the website of Indian Railway Catering and Tourism Corporation (IRCTC)/its app only by Aadhaar authenticated users. He added that the agents have been barred from booking tickets during first 30 minutes of ARP of Tatkal booking. 'Measures taken in this regard have improved ease of booking by reducing instant booking of tickets. The system has also been made more equitable by restricting multiple bookings using fake accounts. Taking steps to ensure transparency in booking of Tatkal tickets based on feedback received on various platforms is a continuous and ongoing process,' the minister replies. As per Indian Railways revised norms for Tatkal ticket booking, the restriction timing for AC Classes applies from 10:00 am to 10:30 am while for non-AC classes from 11 am to 11:30 am, for agents. The Tatkal tickets booked at computerised Passenger Reservation System (PRS) counters and through authorised agents will require OTP authentication sent to the mobile number provided by the user at the time of booking. Shashi Tharoor challenges Delhi HC's ruling on defamation case over 'scorpion on Shivling' remark
Asking the complainant's lawyer "why be so touchy", the Supreme Court on Friday extended the stay on trial court proceedings against Congress MP Shashi Tharoor in a defamation case filed for his alleged "scorpion on Shivling" remark targeting Prime Minister Narendra Modi. The high court said that prima facie, the remark defamed the prime minister, the BJP as well as its office-bearers and members.(PTI File) A bench of Justices M M Sundresh and N Kotiswar Singh passed the order after adjourning the matter on the request of Tharoor's lawyer. The lawyer appearing for the complainant, BJP leader Rajeev Babbar, sought a hearing on a non-miscellaneous day. "What non-miscellaneous day? Why do you want to be so touchy about all this? Let us close all this," the bench said, as it posted the matter for hearing on September 15. Tharoor moved the top court against the Delhi High Court's August 29, 2024, order, which refused to quash the defamation proceedings against him, asking him to appear before the trial court on September 10. Tharoor's counsel previously argued that neither the complainant nor the members of the political party could be called an aggrieved party. The counsel also said that Tharoor's comment was protected under the immunity clause of the defamation law, which stipulates that any statement made in "good faith" is not criminal. Tharoor was stated to have merely made a reference to an article published in the Caravan magazine six years prior to making the statement. The top court had expressed surprise that in 2012, when the article was originally published, the statement was not deemed defamatory. "Eventually, it is a metaphor. I have tried to understand. It refers to the invincibility of the person referred to (Modi). I do not know why somebody has taken objection here," Justice Roy had said earlier. While refusing to quash the proceedings against Tharoor, the high court had said, prima facie, imputations like "scorpion on Shivling" against the prime minister were "despicable and deplorable". It said that prima facie, the remark defamed the prime minister, the BJP as well as its office-bearers and members. The high court also said there was sufficient material before the judicial magistrate for summoning Tharoor under Section 500 (punishment for defamation) of the IPC. The complainant alleged that his religious sentiments were hurt by the Congress leader's remark. In October 2018, Tharoor reportedly claimed that an unnamed RSS leader had compared Modi to "a scorpion sitting on a Shivling". The Congress leader purportedly said it was an "extraordinarily striking metaphor".
