Foreign direct investments have quadrupled in 10 years: Saudi minister

RIYADH — Minister of Investment Khalid Al-Falih said that Saudi Arabia's accomplishments in the investment sector over the past ten years are exceptional. He said that foreign direct investments have quadrupled while jobs in foreign investment companies have jumped by 40 percent during this period.
The minister made the remarks while attending a panel discussion at the second edition of the Human Capability Initiative (HCI) Conference at the King Abdulaziz International Conference Center in Riyadh on Sunday. The conference, with the theme "Beyond Readiness," is being held under the patronage of Crown Prince and Prime Minister Mohammed bin Salman, who is also chairman of the Human Capability Development Program (HCDP) Committee.
In his address, Al-Falih noted that foreign investment licenses have increased by 9 to 10 percent. "The number of regional headquarters for these companies has also increased significantly, and these are all very positive indicators for Saudi Arabia," he said.
The minister said that there is a dual focus in Vision 2030, as Crown Prince and Prime Minister Mohammed bin Salman heads the Human Capability Development Program, making it a priority for him, apart from his focus on investment.
Al-Falih pointed out that investment and education are intertwined, and that there are massive investments in the education sector. "Developing human skills in the education sector, as well as executive programs, and the vocational sector are the most important investments in the Kingdom. Investment leads to skills development, which in turn impacts universities and vocational education institutions, and investors are aware of these market indicators, and this cycle continues in the Kingdom," he pointed out.
Al-Falih underlined the need to ensure that human development keeps pace with the labor market. "It is important to provide people with the ability to continue updating their skills, as the world is changing very rapidly, and what people learned in the past may no longer be relevant. This is where companies play a role in skills development, and schools must be monitored to ensure they are building a resilient personality with the ability to be flexible and constantly mobile," he said.
Al-Falih pointed out that preparing for the labor market, keeping pace with it, and being ready for it is not the sole responsibility of education, but rather a collective responsibility of parents, youth, companies, and existing partnerships. "People are the focus and essence of this matter, regardless of the development of artificial intelligence and other similar developments," he added.
More than 300 prominent leaders, policymakers, and global experts from academia, the private sector, and non-profit organizations, including delegates from 38 countries, are taking part in the conference.
Minister of Education and HCDP Executive Committee Chairman Yousef Al-Benyan said that the second edition of the conference underscores the Kingdom's leading role in the global conversation surrounding the future of human capacity development.
The conference program features more than 100 dialogue sessions across four key platforms, aimed to facilitate the exchange of experiences and explore leading practices for enhancing human capacity to adapt to rapid global changes.
Participants will also examine critical future trends, with a focus on innovative models for empowering individuals and communities and strengthening collaboration among the public, private, and non-profit sectors to develop sustainable and impactful solutions.
The HCI Conference will host a variety of significant events, including a ministerial roundtable with the participation of 20 ministers from around the world and a meeting of the UNESCO Executive Board. Several agreements and launches related to human capacity development at both local and global levels are also scheduled to conclude on the occasion.

SREENIVASA REDDY (ABU DHABI)Fitch Ratings has reaffirmed Abu Dhabi National Energy Company's (TAQA) long-term credit rating at 'AA' with a Stable Outlook, underscoring the company's robust financial profile and strategic importance to the Abu Dhabi rating reflects TAQA's classification as a government-related entity, with Fitch assuming 'virtually certain' support from the Abu Dhabi government in all financial continues to enjoy the same sovereign rating as the government of Abu Dhabi, based on the expectation that its obligations would be fully supported if needed. Alongside this, Fitch Ratings has maintained TAQA's standalone credit profile (SCP) at 'bbb+', recognising the company's solid operational fundamentals.'The standalone profile reflects TAQA's strong business fundamentals, which are supported by its dominant presence in Abu Dhabi and a substantial portion of regulated and quasi-regulated earnings. We expect higher capex in 2025-2028 to increase its funds from operations,' Fitch Ratings observed in its latest agency highlighted that regulated and quasi-regulated businesses contributed 51% and 34%, respectively, to TAQA's 2024 EBITDA, underlining the company's stable revenue base. 'It has a leading position in Abu Dhabi as a fully integrated utility,' the agency cited several factors that justify the continued strong rating for TAQA, a key player in the region's energy infrastructure. 'We see no effective substitutes for TAQA given its role in the energy system of Abu Dhabi. TAQA has a large share in power generation and water desalination, monopoly in the electricity and water transmission and distribution (T&D), and wastewater treatment,' the report strategic investments have further reinforced TAQA's position. The 2024 acquisition of Sustainable Water Solutions Holding Company (SWS) and an equity stake in Abu Dhabi Future Energy Company (Masdar) have bolstered the company's capabilities as a leading integrated utility. 'A TAQA default could also affect the cost of funding for the sovereign, given its large size and activity on capital markets,' Fitch expects the regulatory framework governing electricity and water T&D in Abu Dhabi to remain stable and transparent, with effective cost-recovery mechanisms that compare favourably to other emerging markets. It also anticipates continued and timely subsidy payments from the state, supporting TAQA's financial ahead, Fitch forecasts that TAQA will receive increased earnings contributions from its associate companies over 2025–2028, amounting to Dh1 billion annually, with half of that expected from ADNOC Gas, in which TAQA holds a 5% stake. 'We do not forecast any dividends from Masdar, given its ambitious growth plans and targets,' the agency remains committed to Vision 2030, particularly in transmission, distribution, water, and power generation. Fitch estimates that Dh8 billion will be injected over 2025–2026, reinforcing TAQA's long-term investment trajectory. 'TAQA also plays an important role in achieving Abu Dhabi's energy targets of 2050, through its commitment to invest around Dh75 billion in 2021–2030, of which Dh26.7 billion were invested in 2021–2024,' Fitch summary, TAQA's reaffirmed rating is anchored in its strong business profile, stable cash flows, supportive regulatory environment, and strategic position in Abu Dhabi's utilities sector, backed by the near-certain support of the government. The Eid sermon, titled 'Our Eid is Devotion', was delivered by Dr. Khalifa Al Dhaheri, Chancellor of Mohamed bin Zayed University for Humanities. He spoke about devotion as a key part of faith and daily life, encouraging sincerity in prayer and loyalty in action. He emphasized that the highest form of devotion is to God, but it must also be shown through commitment to family, service to the country, and compassion in the community. Dr. Al Dhaheri explained that those who are truly devoted to their country protect its reputation, respect its laws, and help preserve its culture while contributing to its growth. He concluded by reminding worshippers that devotion brings acceptance in worship, unity in families, loyalty to the nation, and excellence in one's work.
