A meteorologist warns of an active 2025 hurricane season. Among the areas most at-risk of potentially getting hit by hurricanes are the Gulf Coast and the Carolinas.
La Niña conditions have ended, transitioning to a neutral phase, which historically has produced both active and quiet hurricane seasons.
Neutral conditions typically favor Atlantic hurricane development due to lower wind shear, but "warm neutral" conditions can slightly decrease activity.
Regardless of seasonal forecasts, individuals should prepare for potential hurricanes, as even less active seasons can produce powerful storms.
Hurricane forecasters are carefully watching ocean temperatures in the Pacific Ocean for changes that signal El Niño or La Niña, major global climate patterns that affect hurricane season outlooks.
On Thursday they announced La Niña conditions had ended after just 3 months, and a neutral period had begun — a scenario that has fed both devastating and mild hurricane seasons in the past.
La Niña, a natural climate pattern, is marked by cooler-than-average seawater in the central and eastern Pacific Ocean, and is part of the El Niño – Southern Oscillation (ENSO) cycle, which can significantly impact weather patterns globally, especially during late fall, winter, and early spring. La Niña also acts to boost Atlantic hurricane activity.
Its opposite is El Niño, which is a natural climate pattern where sea surface temperatures in the central and eastern tropical Pacific Ocean are warmer than average, occurring roughly every 2-7 years, and also part of the broader ENSO cycle. El Niño typically diminishes Atlantic hurricane activity.
A top hurricane forecast brings bad news: Danger is already brewing
ENSO-neutral is an intermediate phase between El Niño and La Niña when water temperatures are neither unusually cold or warm.
What happened to La Niña?
A weak but drought-spawning La Niña officially came to an end this week, federal climate forecasters announced Thursday morning. In its immediate place will be so-called "ENSO-neutral" conditions, which are forecast to last through the summer.
ENSO-neutral, when neither El Niño nor La Niña conditions are present, have been reported during catastrophic hurricane seasons in the past.
What effect has ENSO-neutral had on hurricane seasons in the past?
Typically, ENSO-neutral is favorable for Atlantic hurricanes, like La Niña, because of lower wind shear over the Atlantic, meteorologist Andy Hazelton told USA TODAY. "Sometimes, if it's 'warm neutral' (warmer than usual in the equatorial Pacific but not quite warm enough to officially classify as El Niño), it can lower activity a little bit."
What kind of risks come with an ENSO-neutral season?
"Some old work suggested increased hurricane risk to Florida during ENSO neutral seasons," Hazelton said. "I don't think that work has been updated with the last decade or two of activity, though, so I'm not sure the relationship still holds. Because of the lower shear during La Niña or cool neutral seasons, there is a general risk of more hurricane activity in the Caribbean/Gulf/West Atlantic."
An infamous neutral phase hurricane season
The incidence of hurricanes is higher during the neutral phase (when neither El Niño nor La Niña are in effect) than during El Niño, according to the National Weather Service. Although hurricanes occur more often during La Niña episodes, significant tropical weather events have occurred during the neutral phase.
For example, the record-shattering 2005 hurricane season that included Katrina and Rita occurred during the neutral phase. But conditions elsewhere were different in 2005:
"2005, which included Hurricane Katrina, was a neutral ENSO, but also had a very warm Atlantic 'Main Development Region,'" Hazelton said. "The Atlantic sea-surface temperature configuration we have now isn't quite that favorable. Those two pieces (ENSO and Atlantic water temperatures) are both critical for how the season evolves."
Colorado State University hurricane researcher Phil Klotzbach agreed, telling USA TODAY: "we currently don't have 2005 as an analog for our (2025) forecast. The Main Development Region isn't currently looking quite as conducive as it did (from an anomaly perspective) during the peak of the 2005 season."
What does ENSO-neutral mean for the weather?
"The biggest take away is that ENSO-neutral means there is no El Niño or La Niña present to shove the global atmosphere around in a systematic, predictable manner," federal climate scientist Michelle L'Heureux told USA TODAY. "So, if you look at the Climate Prediction Center's seasonal outlooks right now you still see odds in favor of certain temperature/precipitation outcomes, but they are not necessarily caused by La Niña and can be attributable to other factors," she said.
"Now, I should caveat that by saying that there could still be some lagged impacts from the La Niña and it could slightly influence the near-term to some degree (late spring/early summer). But it's not possible for us to quantify 'this part is a lagged influence from La Niña and this part is something else.'"
Start preparing now for hurricane season
People should prepare for the season regardless of the activity forecast, Hazelton suggested. There are busy years with a lot of impacts like 2005 or 2024, but there are years with a lot of activity but few impacts (like 2010).
"On the other hand, 1992 only had a few hurricanes, but one of them was Andrew. Similarly, 2019 (which was a warm neutral year) didn't have a lot of activity, but did feature Dorian, which was a long-tracked Category 5 that devastated the northern Bahamas and came very close to hitting Florida.
"Regardless of how the seasonal activity pans out, it's possible you'll get a bad storm where you live, and you should be prepared just in case," Hazelton said.

In June 2023, a surreal glowing orange haze descended on New York City and across other East Coast locations as winds concentrated and redirected smoke from Canada wildfires. The smoke eventually lessened, but continued causing widespread unhealthy air quality in the United States throughout the spring and summer. There are signs that this summer could bring a similar problem, as June 2025 brings hazy skies and air quality concerns in some areas. The bad news: Smoke will likely be an ongoing health hazard across North America for the next few months. "Communities across both Canada and the United States should stay informed about air quality advisories and be prepared for potential health impacts related to smoke exposure," atmospheric scientist Djordje Romanic of McGill University told USA TODAY in an e-mail June 4. Some good news The circumstances that led to the smoky chaos of 2023 were unique. Canada didn't just break its wildfire records that year, it obliterated them. Nearly 58,000 square miles of the nation burned — an area about the size of Illinois — in more than 6,500 wildfires coast-to-coast from April to October, according to revised numbers from the Canadian Forest Service. And weather patterns acted in a complex dance to redirect that smoke to the United States. "Not at the same time, but one weather pattern would be succeeded by another weather pattern that were responsible for transporting smoke across Canada and the United States," Romanic said. 2025 looks smoky, but not that as smoky So far this year, wildfires in Canada have burned nearly 7,685 square miles, according to the Canadian Interagency Forest Fire Centre. While that's about four times the average, it's still well below the 11,766 square miles that were scorched as of this date in 2023, which remains the nation's worst wildfire season on record. Romanic said the summer forecast by Environment and Climate Change Canada showed continued hot and dry conditions throughout this summer, particularly in northern Ontario and the western provinces. "We expect a hotter summer than normal," he said. "Such an environment is likely to sustain an above-average fire season, though it may not reach the scale of 2023." What weather pushes Canadian smoke into the US? Some of the weather patterns that transport smoke from Canada to the United States include northwesterly winds behind cold fronts that pass over Canada and move into the United States, Romanic said. Also, high-pressure systems (ridges and anticyclones) over central and eastern North America can trap smoke close to the ground due to the large-scale subsidence (sinking) associated with them, he added. In addition, he said that at higher altitudes, if the smoke rises there, certain jet stream alignments can transport smoke particles from Canada to the United States. A tricky science As for what's going to happen with smoke this summer, Christy Climenhaga, a scientist from Environment and Climate Change Canada told USA TODAY June 5 that "smoke forecasting is a tricky science." She said it depends on a number of factors, including the location of both the source fires and the end location, how big the fires are, along with the weather patterns in place at the time. In 2023, a predominant large-scale jet-stream pattern featured a large ridge in the western United States and Canada, and a trough across the East. This allowed the fires to burn under hot, dry skies and the smoke from the fires to funnel into the eastern US. "It can get stuck in this persistent pattern for a while," she said. When La Niña sets in during hurricane season, it has the potential to dramatically increase both the number and strength of tropical storms and hurricanes in the Atlantic basin. La Niña is part of the El Niño-Southern Oscillation (ENSO) cycle and is defined by lower-than-average sea-surface temperatures in the eastern Pacific Ocean near the equator. Although the phenomenon originates far from the Atlantic Ocean, it disrupts global weather patterns in a way that suppresses wind shear across much of the tropical Atlantic. This matters because vertical wind shear -- the change in wind speed or direction with height - tends to prevent tropical systems from organizing. When shear is reduced, clusters of showers and thunderstorms are more likely to organize, strengthen and turn into tropical storms and hurricanes. "La Niña increases the number of hurricanes that develop and allows stronger hurricanes to form," said AccuWeather Lead Hurricane Expert Alex DaSilva. "It also raises the chances for the continental U.S. and the Caribbean Islands to experience a hurricane." During La Niña years, meteorologists often observe more named storms, more major hurricanes and higher accumulated cyclone energy (ACE), a measure of the strength and duration of storms over time. The odds of U.S. landfalls also increase, particularly for the Gulf Coast and Southeast. Two of the most active hurricane seasons in modern history occurred around the onset of La Niña conditions: 2005 and 2020. In 2005, Hurricane Katrina devastated the Gulf Coast, and the official storm naming list was exhausted for the first time, prompting the use of Greek letters. In 2020, the Atlantic basin experienced a record-breaking 11 storms that made direct landfall on U.S. soil, including Hurricane Laura. As for 2025, La Niña is not expected during the early part of the hurricane season. However, forecasters are watching for signs that it could emerge later in the year. "If we trend toward La Niña late in the hurricane season, we could see an active end to the season, similar to what we saw last year," DaSilva said. Complicating matters is the presence of unusually warm water in the Atlantic Ocean, which increases the risk of rapid intensification -- a dangerous trend in which storms gain strength quickly just before landfall. One of the biggest factors for tropical development in 2025 is the abundance of warm water available to fuel storms. "The water temperatures across most of the Atlantic are above average for this time of the year," DaSilva said. "They're not quite as warm as what we saw last year and in 2023, but they're still well, well above average." If La Niña arrives in the second half of the season and combines with this ocean heat, the Atlantic could be primed for a particularly volatile stretch during the peak hurricane months of September through November. La Niña doesn't guarantee an above-average season, but it dramatically shifts the odds in that direction. And for coastal communities, that makes understanding its influence more important than ever.

According to AccuWeather, air quality in Minnesota, Wisconsin, and Iowa is expected to clear following the recent haze. An easterly wind pattern has carried the smoke eastward, reaching as far south as Florida. Adding to the spectacle, a plume of Saharan dust is making its way from South Florida toward the Gulf Coast. AccuWeather hurricane expert Alex DaSilva, in a report released by the forecasting company on June 2, said that the plume is roughly 2,000 miles wide from west to east and 750 miles long from north to south. The plume appears to be the largest to reach America so far this year. Alan Reppert, AccuWeather senior meteorologist, told USA TODAY June 2 that the plume will likely make it over Florida on June 4 and move over the Gulf Coast the following two days. Where Canadian smoke blankets the U.S. There are over 200 wildfires burning in Canada as of June 3, with over 100 classified as "out of control," according to the Canadian Interagency Forest Fire Centre. The fires have forced thousands to evacuate. On June 2, the National Interagency Fire Center in Boise, Idaho, announced that 150 federal firefighting personnel from the United States are headed across the border to help fight fires in the provinces of Alberta and Manitoba.
