Salary Transfer Certificate Now Mandatory for Hiring Above Quota

Arab Times21-05-2025

KUWAIT CITY, May 21: Acting Director General of the Public Authority for Manpower, Marzouq Al-Otaibi, has issued an administrative circular mandating that business owners submit proof of salary transfers to local banks when requesting to increase their workforce beyond the approved needs assessment.
According to sources, the directive is intended to regulate the labor market and prevent delays in the payment of salaries and other entitlements to workers listed on company records. The measure also ensures that companies seeking to expand their labor quota comply with labor laws (particularly those governing timely wage payments), thereby helping to reduce worker complaints. The source emphasized that under Kuwait's Labor Law, private sector companies are required to transfer employee salaries to local banks within the first week of each month.

Expat exit permit based on worker's choice

KUWAIT CITY, June 12: Director of the Public Authority for Manpower (PAM) Marzouq Al-Otaibi confirmed that the departure permit granted to expatriate workers in the private sector (Article 18) is determined based on the wishes of the workers, as they have the right to choose the start and end dates of the permit upon submitting the application. In a statement to the newspaper, Al-Otaibi explained that the departure permit is used only to document the worker's departure date from the country and does not entail any commitment to a specific return date. He emphasized that this permit does not restrict the worker to a specific return date. He pointed out that this measure is part of a series of services offered by the authority to provide the necessary flexibility for workers and employers; enabling them to arrange travel procedures in line with their specific circumstances, while simultaneously maintaining the organization of the labor market and ensuring compliance with applicable laws. 'This is under the directives of First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousef Saud Al-Sabah,' he added. In a related development, PAM announced Thursday the launching of two online services -- Requesting an Exit Permit for Workers under Article 18 Visa on the unified government application for electronic services (Sahel) and Approving the Request through the unified government application for employers (Sahel Business). In a press statement, the authority disclosed that the service launched through the Sahel application allows workers to submit an electronic exit permit request to their employer, while the other service through the Sahel Business application enables employers to review and approve exit permit requests submitted by their employees. It added that the launching of the two services is in compliance with the circular issued by Sheikh Fahad Al-Yousef earlier; obligating expatriate workers in the private sector to obtain an 'exit permit' from their employers before leaving the country, starting from July 1.

Make Sure to Obtain an Exit Permit Before Leaving Kuwait

KUWAIT CITY, June 12: The Public Authority for Manpower announced on Thursday the launch of two new services through the Sahel digital platforms. The first service, available via the Sahel app, allows private sector workers under Article 18 to electronically submit exit permit requests to their employers. The second service, accessible through the Sahl Business app, enables employers to review and approve these requests. In a press release, the Authority stated that these services were introduced in line with a recent directive issued by First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef. The directive mandates that, starting from the beginning of July, expatriate workers in the private sector must obtain exit permits from their employers before leaving the country. However, it is important to note that the Sahel app currently does not offer an English language option for users. An English version is expected to be released soon to ensure broader accessibility.

Expat Workers Can Appeal Against Unjust Travel Denials by Employers

KUWAIT CITY, June 11: In a move aimed at enhancing the labor environment, tightening oversight of expatriate workforce movements, and safeguarding the rights of both employers and employees, the Kuwaiti government will now require private sector expatriate workers to obtain an official exit permit before leaving the country. The new policy, which mirrors existing regulations for public sector employees, will take effect in early July. According to a statement from the Public Authority for Manpower, the directive was issued through a ministerial circular by First Deputy Prime Minister and Minister of Interior Sheikh Fahad Al-Yousef. Once implemented, expatriate workers will be obligated to submit a formal exit permit application detailing their personal information and intended travel date. The application must be completed using an official form approved by the authority and submitted electronically through a designated platform to ensure efficient processing. 'This measure is intended to streamline the departure process for expatriate workers, ensure compliance with legal requirements, protect the rights of all parties, and minimize unauthorized departures,' a spokesperson for the authority explained. A senior official stated that the regulation applies to all private sector employees holding residency under Article 18. Applications for the exit permit can be submitted via the 'Sahel' app for individuals or the 'Ash'al Manpower Portal' website. Employers are responsible for approving the 'Sahel Business' platform or via the Ash'al portal for private companies. In cases of emergency or where workers do not have access to the Sahel app (such as unskilled laborers) employers may apply on their behalf. The process is available 24/7, and once approved by the employer, the permit is issued instantly with no additional formalities. To address concerns of potential misuse by employers, the official noted that any worker who is unjustly denied travel permission may file a complaint with the Public Authority for Manpower. Appropriate measures will then be taken to resolve the dispute. The source stressed that the new regulation is also intended to help curb visa trading and irregularities in the labor market. By creating a transparent, verifiable database of employer-employee relationships, the authority aims to strengthen labor market governance and ensure accountability across all levels.
