
Indo-Pak tensions, early onset of monsoon delay marine museum project in Sindhudurg
India's first marine (underwater) museum and artificial reef project slated to come up in Sindhudurg district under the supervision of the Maharashtra Tourism Development Corporation (MTDC) will be delayed due to the ongoing geopolitical situation between India and Pakistan and the early onset of the southwest monsoon as forecast by the India Meteorological Department (IMD).
Globally, sinking decommissioned vessels to create artificial reefs has emerged as a widely accepted practice, offering dual benefits. This approach is not only ecologically sustainable but also economically viable, providing a responsible solution for repurposing retired ships while promoting marine biodiversity. This practice also helps in preserving the historical legacy of the ship/vessel.
Borrowing a leaf from this and in a bid to encourage marine tourism in Maharashtra, the MTDC came up with the ambitious project of a marine (underwater) museum – the first such museum in the country.
In February this year, the MTDC acquired INS Guldar – a naval warship retired in January 2024 after serving the Indian Navy for 40 years. Thereafter, chief minister Devendra Fadnavis announced that the marine museum project would be completed in 100 days and an action plan for the same was prepared by the MTDC. The project was planned in a phased manner, and the fourth phase of the project was to take place on Sunday, May 11 wherein the retired warship was to be submerged in seawaters off the Sindhudurg coast at a depth of 20 to 22 metres. Furthermore, various sections were to be developed for fish and other aquatic animals, and a separate section was planned for coral walls. Moreover, a formal ceremony was planned by the MTDC on this occasion to be attended by the chief minister.
Due to the ongoing geopolitical situation between India and Pakistan however, the state and even more so its coastal areas have been placed on high alert. As such, sinking of the retired warship in the sea off the Sindhudurg coast could not be carried out and the ceremony had to be called off. Furthermore, with the IMD forecast of the southwest monsoon arriving in Kerala early on May 27, fishermen in coastal areas have been warned against setting sail after May 20. Due to all this, the fourth phase of the marine museum project has been delayed. A senior official from MTDC said that commencement of the fourth phase of the marine museum project is likely to be delayed and that the MTDC is now considering whether to dock the ship in a nearby dockyard or anchor and safeguard it at its existing place.
Deepak Harne, regional manager, MTDC, said, 'As part of the fourth phase, the warship will be submerged in seawater where the museum is planned. As the ceremony was cancelled on May 11, the warship is currently anchored in Vijaydurg. The ceremony is unlikely to take place anytime soon. Moreover, the fishing community and the marine tourism institutions are instructed to avoid entering the sea after May 20 as the weather conditions are likely to become unpredictable.'
'The warship has to be tugged from the area where it is anchored to the area where it will be submerged for which we need to cross two estuaries which is risky given the weather forecast. Hence, MTDC is now considering other options for the warship. MTDC is considering docking the ship safely in a nearby dockyard or safeguarding it at its current location. The decision on the same is yet to be taken,' Harne said.
The marine museum project is now most likely to commence after the monsoon season.
The project
In January 2024, INS Guldar, a naval warship was retired after serving in the Indian Navy for 40 years. The warship was handed over to MTDC in February 2025 for the marine museum project, which was the first phase of the entire project. In the second phase, the engineless warship was tugged to the shore of Vijaydurg area in Sindhudurg district. In the third phase, the warship was cleaned thoroughly to prepare it for the museum setup. In the fourth phase, the warship was to be submerged in sea water at a depth of 20 to 22 metres. Also, various sections were to be developed for fish and other aquatic animals. A separate section was planned for coral walls. Following this, a fifth phase was to be launched which included training for scuba diving guides, commissioning of special tourist boats etc. The museum was expected to be opened for tourists six to seven months after the warship was submerged. With this project, the MTDC intends to create a record in the Lincoln Book of Records. Moreover, the project also aims to create awareness about marine ecosystems by providing a first-hand experience of marine ecosystems at this museum.

Nagpur: The state govt signed a memorandum of understanding (MoU) with aircraft engineering and maintenance company — Max Aerospace & Aviation Private Limited — to establish in Nagpur what would be among the country's first private sector helicopter manufacturing units. The company is eyeing a collaboration with original equipment manufacturers (OEMs) across the world. Max is hopeful of striking a deal with an OEM soon, and an announcement will be made in the coming months, he said. Malkani stated the plan is to cater to both civil and defence sectors. Max is planning to make light and medium helicopters. In the defence sector, the idea is to serve the initially. There is a major need to cater to the Indian defence segment considering the strategic requirements of the country, he said. Max may need around 150 acres of land. Already in the maintenance business earlier, it planned to set up an aircraft maintenance repair and overhaul (MRO) business in the Mihan-SEZ. However, the company withdrew after it found taxation rules concerning an SEZ not compatible with its business plans. Once the construction begins it hopes the plant would be ready in the next three-and-half years. Malkani said the company chose to venture into helicopter manufacturing after it felt that the country needs to have an established player in the segment. India is one of the largest aviation markets, but there is hardly any presence in the manufacturing side. "Max plans to take the initiative and hopes that in the coming decades, the scenario may undergo a major change," he says. As it ties up with a global market, various models will be tried. A part of the components will be of the company's own proprietary design, he said. The project will have a centre of excellence for rotary wing platform customisation, integration, and flight testing, as per a press release issued from the chief minister's office. Locating the facility near the airport will enable it to provide basic support and logistics easily. CM said the govt hopes the company will start operations within the stipulated time.

State, Mumbai-based firm sign MoU to set up helicopter manufacturing facility in Nagpur
Mumbai-based Max Aerospace and Aviation Pvt Ltd on Friday signed a Memorandum of Understanding (MoU) with the state government to set up a helicopter manufacturing facility in Nagpur with an investment of Rs 8,000 crore over the next eight years. The MoU was signed in the presence of Chief Minister Devendra Fadnavis at the Sahyadri Guest House in Mumbai. The plant is expected to generate approximately 2,000 direct and indirect employment opportunities and is set to begin operations by 2026. Speaking at the event, Fadnavis said the project aligns with the Centre's 'Make in India' and 'Atmanirbhar Bharat' initiatives and will position Nagpur as a key hub for aerospace manufacturing in the country. 'Max Aerospace choosing Nagpur for this project is a significant step. The state government is committed to providing all necessary support to ensure timely execution of the project,' he said. According to officials, the upcoming facility will focus on the customisation, integration, and flight testing of rotary-wing platforms. Fadnavis emphasised that the state has created favourable conditions for defence manufacturing in Nagpur and assured that all necessary cooperation will be provided to Max Aerospace. The MoU was signed between P. Anbalagan, Principal Secretary of the Department of Industries, and Bharat Malkani, chairperson of Max Aerospace. CEO of Maharashtra Industrial Development Corporation (MIDC) P Velarasu and other senior state officials were also present. 'This is Maharashtra's first dedicated facility for full-scale helicopter production. It will not only support India's defence manufacturing goals but also enhance the aerospace supply chain capabilities in the region,' said Malkani.

Fadnavis pitches for fast-tracking of green energy projects, calls for time-bound execution
Mumbai: Maharashtra Chief Minister Devendra Fadnavis on Thursday directed the state energy department to expedite the completion of green energy development projects and strengthen the power distribution infrastructure through time-bound planning. Presiding over a review meeting of the energy department, he said ensuring affordable and uninterrupted electricity supply to citizens was the state government's priority. "There is a need to focus on green energy development in the coming years, and projects must be completed on schedule," he said. Fadnavis said the 'Mukhyamantri Saur Krushi Vahini Yojana 2.0', a flagship scheme to supply solar energy to agriculture feeders, should be completed by December 2025. He also directed the Maharashtra Energy Development Agency (MEDA) to complete the survey for solarisation of all government buildings under the 'PM Surya Ghar: Muft Bijli Yojana' and accelerate implementation. He called for joint efforts by MEDA and the state power distribution company Mahavitaran to develop model solar villages, and said all projects in the power generation, transmission and distribution sectors must adhere to strict deadlines, following the principles of the Gati Shakti mission. Fadnavis also stressed the need to reduce transmission losses and implement central schemes effectively, while launching awareness campaigns for efficient energy use. He further directed officials to recover pending dues from local self-government bodies and enhance capacity to meet growing future demand. Emphasising the importance of emerging technologies, the chief minister said policy-driven research, development and skill-building initiatives should be undertaken to develop the hydrogen energy ecosystem in the state.
