National Registration Amendment Bill 2025 tabled for first reading

KUALA LUMPUR: The National Registration (Amendment) Bill 2025 was tabled for the first time at the Dewan Rakyat today.
Home Minister Datuk Seri Saifuddin Nasution Ismail confirmed the bill will also undergo its second and third readings during this Parliament session.
This legislative proposal aims to amend the National Registration Act 1959 (Act 78) by introducing significant updates to its provisions.
Section 2 will be amended to include a new definition of biometric data under Clause 2.
Subsection 6(2) of the same act will be enhanced to expand the Minister's power to make regulations under Clause 3.
Subclause 3(a) will replace paragraph 6(2)(d) of Act 78 to empower the Minister to make regulations to provide for the collection and recording of biometric data and the conditions that may be imposed on the collection and recording of biometric data.
Subclause 3(b) will amend paragraph 6(2)(e) of Act 78 to empower the Minister to make regulations to provide for controls on the use and information in identity cards.
Subclause 3(c) will delete paragraph 6(2)(j) of Act 78 which gives the Minister the power to prescribe the maximum charge for taking photographs since no charge is imposed for taking photographs.
The amendment will also insert a new section 6A into Act 78 to give the Minister the power, with the approval of the public prosecutor, to make regulations to prescribe the offences that can be compounded and the methods and procedures for compounding such offences.
This clause seeks to give the director-general the power to compound offences that can be compounded with the written consent of the public prosecutor. – Bernama

PUTRAJAYA: Automatic citizenship to children born overseas to Malaysian mothers and foreign fathers is expected to take effect by June, after royal nod. Home Minister Datuk Seri Saifuddin Nasution Ismail said preparations were underway. "When will it come into effect? Next year, around June or July, after the Yang di-Pertuan Agong gives his consent," he said in his officiating speech at the 2026 Budget Dialogue here today. Present were Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah and Inspector-General of Police Datuk Seri Mohd Khalid Ismail. Saifuddin said the implementation required procurement, adjustments to registration forms and other related changes. He said under the old provision, citizenship was tied to the father's nationality, and dual citizens must choose their nationality when they turned 18. "If the father was foreign, the child was foreign. Now, we have amended it, and the child will also follow the mother. "This means some children will have dual citizenship, but they will have to choose their nationality when they turn 18," he said. He also said that between 2013 and 2023, the ministry had received more than 19,000 long-term entry permit applications, of which 15,000 were approved and 4,000 rejected. "For 2024, we received 2,747 applications. I informed the immigration director-general that these too will be resolved within this month," he said. In a statement on the dialogue, the Home Ministry said various inputs and proposals on security issues had been gathered from stakeholders, including government agencies, the private sector, industry representatives, non-governmental organisations and civil society groups. It said four strategies had been outlined, including enhancing public safety and security, safeguarding national sovereignty, improving the welfare of security personnel and strengthening the management and rehabilitation of criminal offenders. "The Home Ministry's 2026 Budget dialogue will review all submissions in line with current perspectives and public expectations on security, to formulate initiatives for the 2026 Budget. "This effort is expected to bring about reforms and accelerate the aspirations of the Madani Economy through the 2026 Budget 2026, which will be tabled in Parliament on Oct 10," it said.

KOTA BHARU: The Kelantan Customs Department seized 2.8 million sticks of white cigarettes worth RM2.25 million, including unpaid tax, in a raid in Tumpat on Aug 5. Its director, Wan Jamal Abdul Salam Wan Long, said the Kota Bharu Enforcement Branch operations team raided an unoccupied house in Kampung Bendang Kerian at 11.30 am following public information and two weeks of surveillance. He said that when the raid was carried out, the house was locked and the operations team had to break down the door before recovering 288 boxes of cigarettes believed to be contraband. 'The value of the seized cigarettes is estimated at RM316,800 while the amount of tax owing is RM1.93 million, bringing the total value of the seizure to RM2.25 million. 'Initial investigations found that the syndicate used the rented house as a storage facility for smuggled cigarettes. The case is being investigated under Section 135(1)(d) of the Customs Act 1967,' he told a press conference here today. Wan Jamal said the new brand of cigarettes were believed to be smuggled from Thailand through illegal bases before being distributed to customers for markets outside Kelantan. – Bernama

KUALA LUMPUR: Malaysia's rubber glove sector achieved RM6 billion in export value during the first five months of 2025. Minister of Plantation and Commodities Datuk Seri Johari Abdul Ghani stated that this performance demonstrates the industry's resilience against challenges from United States tariffs on rubber glove products. He highlighted that Malaysian goods exported to the US face a 19% tariff, matching Thailand's rate but significantly lower than China's 55% tariff. 'This situation provides Malaysia with a slight competitive advantage over these two main rival countries,' he said during the winding-up debate on the 13th Malaysia Plan for his ministry in the Dewan Rakyat. Johari was responding to Nurul Amin Hamid regarding challenges facing the rubber industry following US tariff impositions on rubber gloves. The minister explained that Malaysia maintains competitive advantages through a comprehensive production ecosystem, economies of scale, consistent high quality, and diverse markets for both natural and synthetic rubber gloves. Several strategic projects have been proposed under the 13th Malaysia Plan to further strengthen the rubber industry. These include the Malaysia Sustainable Natural Rubber initiative, development of a geospatial system for smart agriculture, and creation of an Integrated Digital System for Rubber Technology Development and Transfer. Other proposals encompass developing a Digital Breeding Data System and Rubber Clone Verification Platform, eco-friendly latex stabiliser technology, and facilities for designing smart rubber compounds to support small and medium enterprises. 'The total funding requested for implementing these projects amounts to RM114.8 million,' Johari said. The Plantation and Commodities Ministry is finalising improvements to the Rubber Production Incentive, which will be implemented based on productivity. 'Under this new policy, smallholders who work diligently and achieve target productivity levels will receive financial rewards, while those who do not fully cultivate their holdings will not be eligible for any incentives,' he added. – Bernama
