
Association, DBKK discuss collaborative solutions for plastic waste management
KOTA KINABALU (July 18): Members of the Malaysian Plastics Manufacturers Association, Sabah Branch (MPMA Sabah), led by chairman Liaw Hen Kong, paid a courtesy call on Kota Kinabalu City Hall (DBKK) Mayor Datuk Seri Dr Sabin Samitah on July 16 to explore solutions and seek collaborations on plastics wastes management.
On the way forward for MPMA which has about 800 members across Peninsular and East Malaysia, Liaw shared that MPMA both at the headquarters and branch levels advocated and adopted plastics circularity.
MPMA is stepping up recycling efforts and hosting campaigns to spread the importance of recycling to the consumers including the young population on regular basis. Through responsible use of plastics by consumers such as Reduce, Reuse and Recycle (3Rs), our environment will be rid of plastics wastes.
Consumers are inconvenienced by the single-use plastics ban. Despite ban on certain single-use plastics, the Department of Statistics recorded annual national exports of plastics products rose over the years at RM11.94 billion in 2014 and RM17.34 billion last year. This is evidence that plastics is essential, efficient and economical.
However, plastics pollution is a challenge that the industry, the authorities and consumers collectively need to address and overcome.
Liaw welcomed the initiative by Sabin to have regular engagements with the plastics industry to learn and keep abreast of the latest developments and future plans of both the plastics industry and City Hall.
On the solution to solid waste management by City Hall, the mayor shared his plan to use incinerator and has proposed that the plastics industry consider this initiative to reducing not just plastics waste but municipal solid waste as well.
Other topics discussed were single-use plastics, paper straws, tetra packs, common misconceptions about plastics and recycled plastic products (Standard: SIRIM ECO 018 2024, AMD. 1:2024)
Liaw also invited Sabin to attend an upcoming event of MPMA Sabah, which is the plastics talk, themed 'Plastics Action – A Greener Future' in August.
Other MPMA Sabah members present were Datuk Alan Ang of Uniang Plastic Industries Sdn Bhd (advisor), Kelvin Hiew of HKT Furniture Sdn Bhd (welfare officer) and Law Yit Chean of Borneo Flexible Packaging Sdn Bhd (member).

RM1.09m drop recorded in City Hall housing rent arrears
KUALA LUMPUR: Rent arrears for Kuala Lumpur City Hall housing units have dropped to RM69 million, down from more than RM70 million previously. Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa said City Hall has introduced various initiatives and measures to ensure that tenants pay their rent, resulting in a marginal reduction of RM1.09 million. "The initiatives and efforts include engagement sessions and enforcement measures such as awareness campaigns on the responsibility to pay rent, and encouraging the settlement of arrears through the 'Jom Bayar Sewa PA/PPR' campaign. "We also issue arrears reminder notices and conduct face-to-face sessions in PA/PPR areas for negotiation and settlement of outstanding payments. "In addition, City Hall officers carry handheld payment terminals during visits to units in arrears to allow tenants to make payments without needing to go to the payment counters," she said in a written reply in the Dewan Rakyat today. She was responding to a question from Fong Kui Lun (PH–Bukit Bintang) on the measures taken against City Hall housing tenants who have yet to settle the RM70 million in arrears. She added that City Hall has also introduced instalment payment schemes for tenants unable to settle arrears in full, and offered multiple payment channels beyond counter services. Dr Zaliha said they are implementing the "Task Force Culas Sewa" operation, which involves cutting the water supply to units with prolonged arrears, but only after reminders have been issued and negotiation sessions conducted. She said this action is in line with Clause 9 of the City Hall Flat Tenancy Agreement, which allows the mayor to authorise the disconnection of water supply. "In implementing these initiatives, City Hall faces challenges in gaining tenant cooperation, as turnout for face-to-face sessions has been low. "Most tenants granted instalment plans also fail to comply with their payment schedules.

A major step forward to future-ready Kota Kinabalu: Mayor

Kota Kinabalu: Mayor Datuk Seri Dr Sabin Samitah said the signing two Memoranda of Understanding between City Hall (DBKK) with Petco Trading Labuan Company Ltd and Alpha Ocean Resources Berhad (AORB) Wednesday marked a major step forward in advancing the city's sustainable development, innovation and social wellbeing. He said it symbolised a joint commitment to building a future-ready city that balances economic growth, environmental sustainability and community welfare. 'Our development strategy is not reactive or isolated. It forms part of DBKK's long-term plan to develop a green, smart and liveable city that prioritises harmony between economic progress and ecological preservation,' he said at the signing ceremony at Pacific Sutera Hotel. Dr Sabin said the initiatives align with the Kota Kinabalu City Strategic Plan 2025–2035 and the aspirations of the Kota Kinabalu Low Carbon City Action Plan. They also support the New Urban Agenda outlined by UN-Habitat, which promotes inclusive, climate-resilient and innovation-driven urban development. He expressed appreciation to Petco Trading Labuan and AORB for their trust and commitment, saying without the involvement of progressive private sector partners, such ambitious visions could not be turned into impactful and effective action. 'I urge all city residents, government departments and agencies, academic institutions, industry players and civil society to continue supporting these projects,' he said. Petco Trading Labuan, a trading arm of Petronas established in 2008, will partner with DBKK under the signed Memorandum of Understanding (MoU) to develop a biogas energy complex at the Kayu Madang landfill site. Dr Sabin said this initiative aims to convert methane gas generated from solid waste, currently exceeding 850 tonnes daily in the West Coast area, into two Megawatts of green electricity, enough to power around 2,000 homes or several light industrial zones. 'This project is not just a waste management solution but also a catalyst for the circular economy and renewable energy sector. 'It will enhance the competitiveness of our manufacturing sector, especially in meeting sustainable production standards for local and global markets,' he said. The project also supports the third target of DBKK's Low Carbon City Plan, which aims to reduce urban carbon emissions by 45 per cent by 2030, in line with Malaysia's commitment under the 2015 Paris Agreement. Meanwhile, the MOU between DBKK and Alpha Ocean Resources Berhad (AORB) will pave the way for the development of a European Union (EU)-compliant deep-sea port in Kota Kinabalu, dedicated to tuna landing and processing. AORB, founded in 2019 and listed on Bursa Malaysia via the Leading Entrepreneur Accelerator Platform (Leap), specialises in deep-sea fishing, tuna processing and maritime logistics that meet premium export standards, especially for markets such as the EU and Japan. Dr Sabin said the port project will elevate Sabah's maritime development to an international level by adhering to globally recognised port management and seafood safety standards. 'Kota Kinabalu is geographically located along the international tuna migration route in the Sulu and Sulawesi Seas, an area that contributes nearly 15 per cent of global tuna production according to the Food and Agriculture Organization (FAO) 2022 report. 'However, this potential has long remained untapped due to infrastructure constraints, lack of international compliance standards and inefficient logistics support,' he said. The port is expected to open up new economic opportunities, including skilled employment and support industries, thereby strengthening the nation's tuna industry ecosystem. Dr Sabin emphasised that the success of these initiatives relies on continued cooperation between public and private sectors, as well as active community involvement. Sabah eyes top spot as regional deep-sea fisheries hub

The state lies along international tuna migration routes and is close to major seafood-producing nations such as Indonesia, the Philippines, and Papua New Guinea. A new RM360 million investment by Alpha Ocean Resources Berhad (AORB) will see the development of a European Union-standard port in Kota Kinabalu dedicated to tuna and deep-sea fish landings. The port, expected to be completed within 18 months, will create over 1,000 jobs across the industry's value chain and meet stringent food safety and sustainability standards. Malaysia's membership in the Western and Central Pacific Fisheries Commission will allow the port to serve as an authorised landing point for registered international fishing vessels. Sabah is projected to land 50,000 tonnes of tuna annually through this facility, generating up to RM1.8 billion in economic value, alongside support services such as bunkering, ice supply, and technical services.
