Anti-sacrilege bill will deter future desecration of scriptures: Punjab CM
Mann stated this while participating in a debate on the 'Punjab Prevention of Offences Against Holy Scripture(s) Bill 2025' on the concluding day of the Special Session of the Punjab Assembly here.
The House on Tuesday decided to refer the Bill, which was introduced on Monday, to a Select Committee of the Assembly for seeking views of all stakeholders.
Mann said the Guru Granth Sahib is the living Guru, who is highly revered by one and all across the globe. He said the 'Guru Granth Sahib' is a lighthouse of peace and tranquility for the entire mankind, and the Punjab government is "fully alive" to the deep emotional hurt caused by the incidents of sacrilege against the holy 'granths' in the past.
He said it is unfortunate that some forces had even gone to an extent of committing the most heinous sin against mankind through desecration of the 'Guru Granth Sahib', a holy book revered by the Sikh community.
Mann said the 'Guru Granth Sahib' is an eternal Guru for mankind and no one could ever tolerate the dastardly act of sacrilege.
Likewise, he said the 'Bhagavad Gita', 'Quran', 'Bible' and other 'granths' are also respected by humanity for showing a way of life to them.
Mann said every devout Sikh is deeply connected with the 'Shabad Guru' - in the form of the 'Guru Granth Sahib' and Gurmukhi, which means originating from the mouth of Guru.
Mann said the sacrilege incidents had bruised the psyche of every Punjabi in general and every Sikh in particular. In the absence of harsh punishment against this "unpardonable crime", there was no end to these incidents due to which the Bill was necessitated, he said.
According to the Bill, any person found guilty of sacrilege may face imprisonment ranging from 10 years to life. The guilty shall also be liable to pay a fine of Rs 5 lakh, which may extend up to Rs 10 lakh.
Those attempting to commit the offence may be sentenced to three to five years and shall also be liable to pay a fine which may extend up to Rs 3 lakh, as per the Bill. Individuals found abetting the crime will be punished in accordance with the offence committed.
Under the Bill, offence means any sacrilege, damage, destruction, defacing, disfiguring, de-colouring, de-filling, decomposing, burning, breaking or tearing of any holy scripture or part thereof.

Panel formed to find missing part of Justice Gurnam Commission report
Punjab Vidhan Sabha Speaker Kultar Sandhwan on Tuesday announced the formation of a committee to find the missing action taken report of the Justice Gurnam Singh Commission on the 1986 Nakodar sacrilege and police firing incidents. Finance Minister Harpal Singh Cheema brought to the Punjab Assembly's attention the Justice Gurnam Singh Commission Report, a copy of which is with the Assembly, but 'the action taken part mysteriously missing'. He urged Sandhwan to form a committee to find the report. Later, the Speaker announced the formation of a committee to find the report. Participating in the discussion on the Punjab Prevention of Crime Against Religious Scriptures Bill, 2025, in the Assembly, Cheema said, 'The missing part of the Justice Gurnam Singh Commission report will enable the people of Punjab to ascertain the truth behind the 1986 incidents, understanding actions of those involved at that time, and see the reality of their descendants' current actions.' Cheema said, 'Historically, whenever the SAD-led government or a religiously aligned government came to power in Punjab, there were attempts, either directly or through conspirators, to desecrate the Guru Granth Sahib to destabilise the state.' The minister cited an incident of February 2, 1986, during the SAD tenure, when five sacred 'Birs' were set ablaze at Gurdwara Sahib Guru Arjan Dev in Nakodar. Cheema recounted the events of February 4, 1986, stating, 'Four youths, Ravinder Singh Littran, Baldhir Singh Ramgarh, Jhirmal Singh Gursiana, and Harminder Singh, were shot dead while peacefully protesting, mirroring the peaceful demonstrations seen at Bargari.' The finance minister pointed out that during these incidents, 'the state was governed by the ASD, with Surjit Singh Barnala as the chief minister, Captain Kanwaljit Singh as the home minister, and Sukhjinder Singh Khaira, father of Congress MLA Sukhpal Singh Khaira as the education minister,' and expressed regret that 'not a single action or First Information Report (FIR) was filed by the then government'. Cheema alleged that the then minister Sukhjinder Singh had opposed the building of a gate in the name of one of the victims. However, heated exchanges ensued between Cheema and Sukhpal Singh Khaira after the minister took Khaira's father's name. Khaira said the minister was misleading the House. Amid the verbal duel between Cheema and Khaira, the Speaker asked the Congress MLA not to disrupt the House's proceedings and warned him of being named for indiscipline. Khaira dared Cheema to have an open debate with him over the issue outside. LoP Partap Singh Bajwa intervened in the matter and said, 'Let us not go personal.'

FM college student's death sparks political storm; Odisha CM announces Rs 20 lakh ex gratia, promises strict action
BHUBANESWAR: Hours after the death of the girl student of FM (Autonomous) College at AIIMS-Bhubaneswar, Chief Minister Mohan Charan Majhi, his ministers and officers went into a huddle to chart out a course of action to tackle the fallout on Tuesday. The chief minister, who accompanied President Droupadi Murmu to Cuttack in the morning to attend several programmes, returned to the state capital in the afternoon and held a series of high-level meetings. Again, after seeing off the President at the airport in the evening, he rushed to the state BJP office and held a meeting with top party functionaries, which lasted for more than two hours. Earlier in the morning, Majhi announced an ex gratia of Rs 20 lakh from the Chief Minister's Relief Fund to the next of the kin of the victim. The 20-year-old girl, who set herself ablaze on July 12 outside the principal's office on the college campus, was declared dead late on Monday night by the authorities of AIIMS-Bhubaneswar. Expressing grief over the student's demise, the chief minister assured the family that the accused in the case will be given the strictest of punishment. 'I have personally instructed the officials concerned on this. The government stands firmly with the family,' he said. Union Education minister Dharmendra Pradhan also expressed deep grief. Meanwhile, sources said the meetings held by the CM took note of the quick action taken by arresting the principal and the assistant professor of the college and provisioning best of treatment for the victim. While endorsing the action of the government, there was unanimity on expanding the scope of the investigation to bring each and everyone involved in the incident and its run up under its purview.

Delhi govt likely to extend EV policy by three more months amid delay in new rollout
It could also hold a stakeholder consultation to get feedback on the new policy. There is also a possibility that the government could put a draft of the EV Policy 2.0 in the public domain and seek public feedback. Launched in August 2020 as one of the key initiatives of the previous AAP government, the policy aimed to tackle vehicular pollution and push the adoption of electric vehicles to 25 per cent by 2024. Although its initial three-year term ended in August 2023, the government decided to extend it. According to the draft of the EV Policy 2.0, its primary objective is to encourage the adoption of electric vehicles to reduce pollution. It proposes to cover mass categories such as two-wheelers, buses, three-wheelers, and goods carriers, to transition them to electric vehicles. The draft policy also outlines a series of incentives to boost EV adoption. Women riders may be offered a subsidy of up to Rs 36,000 on the purchase of an electric two-wheeler. Similarly, to encourage the use of electric two-wheelers, the government may offer a purchase incentive of Rs 10,000 per kilowatt-hour, capped at Rs 30,000 per vehicle.
