BRICS Leaders Strongly Condemn Pahalgam Terror Attack, Reject Double Standards In Countering Terrorism
As many as 26 innocent tourists were massacred in the Pakistan-sponsored terror attack in Jammu and Kashmir, a heinous act condemned throughout the world.
The 'Rio de Janeiro Declaration' adopted after the first day's proceedings at the 17th BRICS Summit being held in the Brazilian city, expressed "strong condemnation of any acts of terrorism as criminal and unjustifiable," regardless of their motivation, whenever, wherever and by whomsoever committed.
"We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which at least 26 people were killed and many more injured. We reaffirm our commitment to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing and safe havens," read Paragraph 34 of the Rio Declaration.
Investigations into the Pahalgam terror attack brought out the communication nodes of terrorists in and to Pakistan. A group calling itself The Resistance Front (TRF) - a front for the UN-proscribed Pakistani terror outfit Lashkar-e-Taiba - had claimed responsibility for the attack.
While committing the barbaric act in Pahalgam, the Pakistani terrorists killed Indian and Nepalese nationals and injured several others after segregating them on the basis of religion.
"We reiterate that terrorism should not be associated with any religion, nationality, civilisation or ethnic group and that all those involved in terrorist activities and their support must be held accountable and brought to justice in accordance with relevant national and international law," the BRICS leaders jointly stated on Sunday.
"We urge to ensure zero tolerance for terrorism and reject double standards in countering terrorism. We emphasise the primary responsibility of States in combating terrorism and that global efforts to prevent and counter terrorist threats must fully comply with their obligations under international law, including the Charter of the United Nations, in particular the purposes and principles thereof, and relevant international conventions and protocols, in particular international human rights law, international refugee law and international humanitarian law, as applicable," the declaration added.
The leaders of the grouping also welcomed the activities of the BRICS Counter-Terrorism Working Group (CTWG) and its five Subgroups based upon the BRICS Counter-Terrorism Strategy, the BRICS Counter-Terrorism Action Plan and the CTWG position paper.
"We look forward to further deepening counter-terrorism cooperation. We call for an expeditious finalisation and adoption of the Comprehensive Convention on International Terrorism in the UN framework. We call for concerted actions against all UN-designated terrorists and terrorist entities," the declaration stated.
Last month, while spotlighting the horrendous Pahalgam terror attack and India's subsequent Operation Sindoor to dismantle terror infrastructure across the border, National Security Advisor (NSA) Ajit Doval had called for the urgent need to shun double standards in the fight against terrorism and take decisive actions against UN-proscribed terrorists and entities.
Addressing the 20th meeting of the Security Council Secretaries of the Shanghai Cooperation Organization (SCO) Member States in Beijing, NSA Doval said that India is deeply concerned about continued threat from terror groups designated by United Nations Security Council (UNSC), including Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM) — two of the most dangerous and state-supported terror outfits operating out of Pakistan - besides Al Qaeda, ISIS and its affiliates.
In his intervention during the SCO meeting held in Beijing, he highlighted the need to shun double standards in the fight against terrorism and take decisive actions against UN-proscribed terrorists and entities like LeT, JeM and their proxies and dismantle their terror ecosystems.
India had also called on SCO members to hold accountable the perpetrators, organisers, financiers and sponsors of acts of cross-border terror and to help bring them to justice.

Rohtak: As the Union Cabinet, chaired by Prime Minister Narendra Modi, approved the 'Prime Minister Dhan-Dhaanya Krishi Yojana' for a period of six years starting 2025-26, farmers in Rohtak, Haryana, on Wednesday welcomed the decision with optimism, calling it a major boost for small and marginal farmers. Speaking to IANS, local farmers expressed their appreciation for the scheme and the potential benefits it promises to bring. "I want to thank Prime Minister Modi for this," said one farmer. "Common farmers are very happy. Earlier, the cost of producing paddy was very high. But with the new scheme and the increased Minimum Support Price (MSP), this will bring great relief to us. The government has taken a positive step for the farming community," he added. Another farmer echoed the sentiment, saying, "It will definitely benefit us. Meanwhile, the scheme draws inspiration from NITI Aayog's Aspirational District Programme, a first-of-its-kind initiative focusing exclusively on agriculture and allied sectors. It aims to enhance agricultural productivity, increase adoption of crop diversification and sustainable agricultural practices, augment post-harvest storage at the panchayat and block levels, improve irrigation facilities and facilitate availability of long-term and short-term credit, according to the official statement. The scheme was announced as part of the Budget proposals for 2025-26 to develop 100 districts under 'Prime Minister Dhan-Dhaanya Krishi Yojana'. The scheme will be implemented through the convergence of 36 existing schemes across 11 Departments, other State schemes and local partnerships with the private sector. As many as 100 districts will be identified based on three key indicators of low productivity, low cropping intensity, and less credit disbursement. The number of districts in each state/UT will be based on the share of Net Cropped Area and operational holdings. However, a minimum of 1 district will be selected from each state, according to an official statement. Committees will be formed at the District, State and National level for effective planning, implementation and monitoring of the Scheme. A District Agriculture and Allied Activities Plan will be finalised by the District Dhan Dhaanya Samiti, which will also have progressive farmers as members. The District Plans will be aligned to the national goals of crop diversification, conservation of water and soil health, self-sufficiency in agriculture and allied sectors, as well as expansion of natural and organic farming. The progress of the scheme in each Dhan-Dhaanya district will be monitored on 117 key Performance Indicators through a dashboard monthly.

NEW DELHI: The Union Cabinet on Wednesday approved the launch of the Prime Minister Dhan-Dhaanya Krishi Yojana, an umbrella programme that merges 36 existing schemes to uplift India's agriculture sector. The scheme, with an annual outlay of Rs 24,000 crore, will run for six years and focus on 100 deprived districts across the country, with a minimum of one district selected from each state and Union Territory. Briefing the media after the Cabinet meeting chaired by Prime Minister Narendra Modi, Information and Broadcasting Minister Ashwini Vaishnaw said the new initiative is designed to enhance post-harvest storage, improve irrigation infrastructure, raise agricultural productivity, and expand credit facilities for farmers. Nearly 1.7 crore farmers are expected to benefit from the scheme, he added. Officials said the Dhan-Dhaanya Krishi Yojana draws inspiration from NITI Aayog's Aspirational Districts Programme, but is unique in being the first initiative focused exclusively on agriculture and allied sectors. 'The scheme aims to enhance agricultural productivity, increase adoption of crop diversification and sustainable agricultural practices, augment post-harvest storage at the panchayat and block levels, improve irrigation facilities, and facilitate availability of long-term and short-term credit,' Vaishnaw said.

Tripura: Security forces seize drugs valued at Rs 30 crore
Agartala: In a major haul of drugs, the Assam Rifles, along with Tripura Police, have seized drugs worth Rs 30 crore on Wednesday, officials said. A defence spokesman said that during a routine check, the Assam Rifles troops and Tripura Police personnel intercepted a truck at Khayerpur in west Tripura, and during a subsequent search, three lakh highly addictive banned methamphetamine tablets were recovered from the vehicle. The estimated value of the methamphetamine tablets, also known as Yaba or party tablets, is Rs 30 crore. During the search of the truck, the driver managed to escape. The recovered narcotics have been handed over to the officials of the Directorate of Revenue Intelligence (DRI) for further investigation and necessary legal action. This recovery highlights the relentless efforts of Assam Rifles in its ongoing commitment towards a drug-free Tripura and a drug-free northeast, an official statement said. Police suspect that the methamphetamine tablets, a type of drug that lets people stay awake and do continuous activity with less need for sleep, were smuggled from Myanmar via Mizoram and southern Assam, entered Tripura to be smuggled to Bangladesh. These drugs are made as pills, powders, or chunky crystals called ice. Ice, nicknamed crystal meth, is a popular drug, especially with young adults and those who go to dance clubs and parties. Myanmar's Chin state is a hub for smuggling of varied drugs, exotic wildlife animals and many other contraband through six Mizoram districts -- Champhai, Siaha, Lawngtlai, Hnahthial, Saitual and Serchhip. Mizoram shares 510 km and 318 km of unfenced border with Myanmar and Bangladesh, respectively. Meanwhile, Tripura's Chief Minister recently said that on the advice of Prime Minister Narendra Modi and Home Minister Amit Shah, the state government has taken a zero-tolerance policy against the drug menace and its illegal trade. The Chief Minister, who also holds the Home portfolio, said that Tripura is being used as a corridor for the illegal drug trade, and the law enforcement agencies have always remained extra alert to curb the illicit activities.
