Days after a major stampede in Bengaluru during a Royal Challengers Bengaluru (RCB) victory event left 11 dead, the Karnataka government is set to bring a new crowd management bill. The bill is expected to be discussed in the next cabinet meeting, state Law and Parliamentary Affairs Minister HK Patil said on Thursday.
Notably, the bill doesn't just hold event organisers responsible for failing to manage crowds, but it also proposes a fine of Rs 50,000 and up to three years of imprisonment.
'Four bills were proposed today — Karnataka crowd control, managing crowd at events and venue of mass gathering Bill, 2025; Karnataka Rohith Vemula Bill, 2025; Karnataka misinformation, fake news prohibition Bill, 2025; Karnataka hate speech and hate crimes prevention Bill, 2025," Patil told reporters after the cabinet meeting.
'These Bills were proposed at the meeting today. I mentioned that on some Bills there is a need for a detailed discussion. It has been decided that before the next cabinet meeting, concerned ministers will meet and discuss and bring the Bills before the cabinet," he added.
On June 4, a major stampede in front of the Chinnaswamy stadium left 11 dead. The incident took place after a large number number of RCB supporters thronged to participate in the team's victory celebrations. Besides 11 dead, 53 people were injured in the tragic incident.
Other Bills Introduced
Earlier in April, Congress leader Rahul Gandhi had written to Chief Minister Siddaramaiah urging him to enact the 'Rohith Vemula Act" to ensure that no one faces caste-based discrimination in the education system.

New projects on the Godavari being planned by Andhra Pradesh will be justifiable and fair only after the surplus river waters are shared between the two Telugu States, asserts Telangana Deputy Chief Minister Mallu Bhatti Vikramarka. The Congress leader was in Visakhapatnam on Sunday to participate in the party's nation-wide 'Vote Chori' campaign against the alleged theft of votes. Responding to the media queries on the dispute over Andhra Pradesh's proposal to construct Banakacherla project, Mr. Bhatti Vikramarka said the people of Telangana had fought and achieved a separate State to enjoy their rightful share in the river waters. 'It is justifiable to build new projects only after the share of surplus waters is decided after the ongoing projects such as Indira Sagar, Rajiv Sagar, and Devadula are completed and water allocations made to them. The onus of deciding the share of surplus water rests with the Centre,' he said. Dismissing any differences within the Telangana Congress in the wake of MLA Komatireddy Rajagopal Reddy's recent remarks against the Chief Minister, Mr. Bhatti Vikramarka said, 'Mr. Rajagopal Reddy too wants the Congress to be strong in Telangana. The party is very strong in Telangana, and in Andhra Pradesh, it will strengthen its base in the future. At the national level too, the party will flourish and Rahul Gandhi will become the Prime Minister.' On the alleged theft of votes, he said deletion of votes was tantamount to curbing the rights of the people. At a separate media conference, Congress Working Committee member Gidugu Rudraraju said the party would stage protests in all the 175 Assembly constituencies from Monday against the 'theft' of votes.

'The Election Commission is an independent body, and all institutions and political parties are equal before it. It works independently without any interference. Making such allegations against it is wrong. The EC has clearly stated that if you make false accusations, provide evidence. If there is no proof, then go to court. Without evidence, such claims are understood to be baseless,' Islam said. On Rahul Gandhi's Voter Adhikar Yatra, Zafar Islam took a dig at the Congress leader. 'Wherever Rahul Gandhi has gone, Congress has faced a complete wipeout. Now that he has stepped into Bihar, Congress is set to face the same fate here as well,' he remarked. In Patna, BJP leader Shahnawaz Hussain lauded the EC's detailed press conference on Sunday, saying it had given a 'strong response' to those 'creating unrest.' 'The names that were supposed to be collected have been collected, and if any names are still pending, there is still time to submit the forms,' Hussain told IANS. The saffron party also intensified its digital offensive, with BJP spokesperson Pradeep Bhandari posting a point-by-point rebuttal on X to counter Congress leader Jairam Ramesh's claims. Bhandari accused Rahul Gandhi of 'destroying public trust in elections by peddling lies' and challenged him to file an affidavit under oath if he truly believed in his allegations. The Sri Lankan government plans to sign more free trade agreements (FTAs) with foreign partners to diversify its export markets and boost foreign exchange earnings, media reports said on Sunday, citing a senior official. Deputy Minister of Industry and Entrepreneurship Development Chathuranga Abeysinghe said market diversification is critical to building a competitive and resilient export sector, Xinhua News Agency reported. He noted that expanding trade partnerships will not only help diversify products but also strengthen integration into global supply chains. The government is also focused on increasing value addition and building stronger brand recognition, he said. Abeysinghe highlighted that Sri Lanka's apparel exports generated more than $5 billion in 2024. The government aims to raise that figure to $8 billion by 2030. In July, the Sri Lankan government gazetted the Presidents' Entitlements (Repeal) Bill, aiming to abolish special privileges granted to former Presidents and their widows. The bill follows cabinet approval to amend the Presidents' Entitlements Act No. 4 of 1986. The proposed changes are designed to end longstanding benefits for former presidents and their widows. Sri Lanka currently provides a range of privileges for these groups. Earlier this year, a government minister disclosed that the state spent more than Rs 1.1 billion (about $3.7 million) in 2024 on benefits for former Presidents. The move to repeal these entitlements fulfils a key pledge of the current administration. On July 22, the Cabinet of Ministers approved the publication of a draft bill to repeal the Presidents' Entitlements Act, effectively revoking special privileges granted to former Presidents and their families. The move is in line with the government's policy declaration 'Pohosath Ratak – Lassana Jeewithayak', which pledges to reduce state expenditure and promote accountability.
