
India's strategic pillars are crumbling. Complacency is not an option
The wars in Ukraine and Gaza rage on with no clear end in sight, each serving as a proxy battlefield for deeper geopolitical rivalries. Meanwhile, the US, the self-appointed global policeman, has turned inward and belligerent, unleashing a tariff war that has upended global trading norms and strained relations with erstwhile allies. India, caught squarely in the crosshairs of these upheavals, finds itself in a precarious position. Its principal adversary, China, has deepened its strategic partnership with Pakistan. The US, under the Trump administration, has grown openly hostile, with Pakistan Army Chief Asim Munir even issuing nuclear threats from American soil.
The global order is once again in a state of flux, overtaken by multiple crises that have shattered old convictions and exposed new vulnerabilities. In this altered landscape, India must urgently recalibrate its national security policy and defence architecture to meet the demands of a more volatile, multipolar world.

India's strategic pillars under strain
India's strategic calculus is based on a few pillars: a robust deterrent posture against China and Pakistan; a growing partnership with the United States; and a commitment to multilateralism through forums like the UN, SCO, and BRICS. But each of these pillars is now under strain.
China's aggression along the Line of Actual Control, its naval assertiveness in the Indian Ocean, and its deepening ties with Pakistan—manifested in joint military exercises, intelligence sharing, and infrastructure projects under the China-Pakistan Economic Corridor—pose a multi-dimensional threat. Pakistan, emboldened by Chinese backing and the militarisation of its polity, has escalated both its rhetoric and capabilities. Munir's recent threats to target Indian economic assets such as the Jamnagar refinery and other intemperate remarks on nuclear retaliation while on US soil mark a dangerous new phase in Pakistan's strategic signalling.
Compounding these challenges is the deterioration in US-India relations. President Trump's tariff blitzkrieg of imposing duties of up to 50 per cent on Indian goods, has been vaguely justified on the grounds of India's continued trade with Russia, particularly in oil and defence. The irony is that the same administration which once hailed India as a counterweight to China now penalises it for pursuing strategic autonomy. The optics of Munir being hosted at the White House and issuing threats from Florida have not gone unnoticed by the strategic community in India, driving home a stark message that we can no longer rely on the US as a consistent strategic partner.
Overhauling national security doctrine
In light of these developments, India must undertake a comprehensive overhaul of its national security doctrine.

First, it must embrace the reality of a multipolar world and diversify its strategic partnerships. While the Quad remains important, India must also deepen ties with middle powers like France, Japan, and Australia, and explore new alignments with ASEAN, Africa, and Latin America. A new 'Quad', comprising Australia, Japan, and India, and including other countries of the South China Sea littoral—most notably the Philippines, which has shown the gumption to stand up to Chinese bullying in the region—must be explored. In this period of uncertainty, it is very unlikely that the Quad summit scheduled to be held in India later this year will materialise. Attempts should also be made to resuscitate SAARC, a fitting platform to engage our immediate neighbours. The aim should be to build a web of relationships that reduces dependence on any single power and enhances India's leverage in global and regional forums.
Second, India must accelerate its defence modernisation. The recent success of the S-400 air defence system in intercepting Pakistani aircraft during Operation Sindoor underscores the importance of technological superiority. India's nuclear triad, bolstered by MIRV-capable Agni-V missiles, provides credible deterrence, but conventional capabilities must also be upgraded. Investments in cyber warfare, space-based surveillance, and unmanned systems are no longer optional but inescapable operational imperatives. The Defence Research and Development Organisation (DRDO) must be restructured to incentivise innovation, concentrating solely on R&D and moving away from production. Reduction in procurement timelines remains a constant priority.
Third, India must rethink its internal security architecture. The threat from cross-border terrorism remains acute, especially with Pakistan's military increasingly aligned with extremist groups. The menace from Left Wing Extremism, though reduced, retains the potential to destabilise the country internally. Intelligence coordination between central and state agencies must be streamlined, and counterterrorism capabilities enhanced. The Paramilitary Forces (PMF), which play a crucial role in border management and internal security, must receive sounder training, modern equipment, and be better integrated with the armed forces. Attachment of PMF officers with army units would go a long way in achieving the dual aim of training and integration. The absorption of released Agniveers into the PMF will also be a positive step.
Fourth, India must recalibrate its nuclear posture. While maintaining a no-first-use policy, it must signal readiness to respond decisively to any nuclear blackmail. This includes developing second-strike capabilities, securing command and control systems, and conducting periodic strategic reviews. The rhetoric from Pakistan's leadership, threatening to 'take half the world down,' must be met not with escalation but with clarity and resolve. Re-articulating our nuclear policy, especially with regard to 'launch on warning', will discourage any nuclear adventurism. Strategic maturity lies in enunciating red lines and indicating the will to respond should these be in danger of being breached.
Fifth, India must leverage its economic position as the world's fourth-largest economy as a strategic tool. The asymmetry between India and Pakistan is most pronounced in economic terms. Every percentage point of GDP growth widens the gap, reducing Pakistan's relevance in global forums. India must continue to liberalise its economy, attract foreign investment, and build infrastructure corridors that enhance connectivity and resilience. Initiatives like the India-Middle East-Europe Economic Corridor (IMEC) need to be fast-tracked. Pending trade agreements, especially with ASEAN, should be pursued and, where existing, implemented without further ado. A multipolar export strategy must be adopted to mitigate the impact of US tariffs. The US may be our largest trading partner, but it is certainly not the only one, with the rest of the world still accounting for around 70 per cent of our trade.

Taking control of the narrative
Finally, India must invest in strategic communication.
In an age of information warfare, perception shapes policy. India must counter hostile narratives and, by engaging with global media, think tanks, and diaspora communities, actively project its role as a net-security provider for a stable and inclusive Indo-Pacific. The goal should be to build a narrative of India as a responsible power that's firm in its resolve, mature in its conduct, and committed to resolving disputes through dialogue.
The world is not what it was, and India cannot afford to be complacent. The threats are real and evolving, alliances uncertain and dynamic, and the risks higher than ever.
But within this churn—a modern-day Samudra Manthan—lies the opportunity for India to rise and redefine its role on the world stage by building a security architecture that is robust and adaptive.
India must chart its own course, guided not by fear but by foresight. The recalibration must begin now, sans rhetoric, but demonstrating firm resolve.

US policy on India is confusing; Trump an aberrational president: Ex-NSA John Bolton
Former Trump national security adviser John Bolton criticised Washington's 'confused' policy on India, questioning the 25% penalty on India for purchasing Russian energy while China faces no sanctions. In an interview with HT, Bolton acknowledged that the India-US relationship is for the time being in 'a very bad place' and believes Trump is an 'aberrational president' as he stressed on the need for efforts to limit damage to bilateral ties for the US President's remaining term. (Getty Images) Q. Former ambassador Bolton, just a couple of months ago, India was a close strategic ally of the United States. Now things seem to have changed entirely—a 180-degree turn. As President Trump's former National Security Advisor, can you channel some of his thinking on India? A. Well, I think it's unfortunately very confused. The first level of concern is the tariffs that emerged out of the so-called Liberation Day tariffs in April, where Indian negotiators were working to try and get a mutually satisfactory arrangement, and Trump kind of pulled the plug without warning and said the tariffs would be at 25%. The second matter is the 25% addition to that tariff because of purchases of Russian oil and gas. It turns out that Russia has not faced any new sanctions. China has not faced any new sanctions, notwithstanding the fact that they were the major purchasers of Russian oil and gas. India has been singled out. I wish India didn't buy oil and gas from Russia, because I think it's in the interest of India as well as the United States to recognise the threat posed by China, the growing axis between China and Russia, and the threat that poses globally. Leaving India hanging out to dry as the only country to which punitive action has been taken obviously leads a lot of people to conclude that the United States has given up on India, and I do worry that India is being driven closer to Russia and China. It's just part of the aberrational Trump presidency. But it's a very bad place for the relationship at the moment. Q. Treasury secretary Scott Bessent has come down hard on India for buying Russian energy. India has pushed back defending its position. Can you speak to that criticism? A. Secretary Bessent isn't very experienced in international affairs, and I don't think he sees the growing axis between China and Russia. The complaint is that India took some of the gasoline it was buying from Russia, perhaps refined it and sold it internationally. That's a complaint worth discussing. But the sanctions as written do not preclude anyone, including India, from buying Russian oil at the capped price, or below $60/barrel, and then selling it elsewhere. If that's the complaint, the complaint lies with the sanctions, not so much with India's behaviour. What India did isn't prohibited. Q. There are many in India questioning whether trust in the US has been strained beyond repair after the last few months. What would you say to them? A. Unfortunately, what Trump has done on tariffs is destroying decades of effort with India and many others to build up good faith and reliance, and it will take time to repair that. But here's what's important: Trump is aberrational. I don't know any other Republican or Democrat who ran for president who if elected would behave anything like this. Trump doesn't have a philosophy, so there's no legacy for his successors. Our objective should be to keep the damage to the relationship at a minimum, and then think about how to repair it quickly thereafter. When Trump leaves, he'll take almost the bulk of this history with him. Q. Regarding China, we've seen President Trump and his team push for a deal with the Chinese, but policy seems confused at times. What is Trump's China policy? A. It's confused. In the first term, Trump wanted the biggest trade deal in history with China. Deadlines for tariffs on China have already been extended 180 days. China hasn't faced secondary sanctions on its purchase of Russian oil and gas. If you want a trade war, we should have teamed up and had a trade war with China, because they're the worst actor in international economics. They steal intellectual property, subsidise companies, don't open their market even when they claim to. It's hard to explain why he gives China this much leeway. Q. Lastly, what do you see happening going forward? Are you optimistic that India and the US could return to normalcy? A. I think a couple things will need to happen. We need continued conversations between non-governmental Indians and Americans, so people see that what's happening at the top isn't reflective of what the whole country thinks. Modi should wait for the right moment, perhaps at the UN General Assembly in New York in September, to meet Trump one-on-one and clear the air. Before the tariff problem, Trump and Modi had a good personal relationship, which is central to Trump's view of state-to-state relations. That asset remains, and if deployed effectively, could be a step toward recovery.

Need to tap full potential of trade & investment ties: Jaishankar to Russia
Underlining that they were meeting in the backdrop of a 'complex geopolitical situation', External Affairs Minister S Jaishankar told Russia's First Deputy Prime Minister Denis Manturov Wednesday that they should tap into the 'full potential of trade and investment ties'. On a two-day visit to Moscow at a time when India faces 50 per cent tariffs from the Trump administration, including 25 per cent for importing Russian oil, Jaishankar said, 'We should not get stuck on a beaten track. Doing more and doing differently should be our mantras.' He will meet Russian Foreign Minister Sergey Lavrov Thursday. Russian officials have indicated that they will develop a 'special mechanism' to deal with the current situation. Jaishankar underlined the need for 'addressing tariff and non-tariff trade barriers, removing bottlenecks in logistics, promoting connectivity through the International North-South Transport Corridor, the Northern Sea Route and the Chennai-Vladivostok Corridor, effecting payment mechanisms smoothly, timely finalisation and execution of the Programme of Economic Cooperation till 2030, the early conclusion of the India-Eurasian Economic Union FTA, whose terms of reference were finalised today'. 'They will not only help to address the imbalance and grow our trade, but also hasten the timely achievement of our revised trade target of USD 100 billion by 2030,' he said while addressing the 26th Session of the India-Russia Inter-Governmental Commission for Trade, Economic, Scientific, Technological, and Cultural Cooperation (IRIGC-TEC). 'We are meeting here after about 10 months since the last session in November 2024 in New Delhi, and I think this is perhaps the shortest interval between the two sessions that we have ever had,' he said. 'We are all acutely aware that we are meeting in the backdrop of a complex geopolitical situation. Our leaders remain closely and regularly engaged. They provide us wise and practical guidance to our Special and Privileged Strategic Partnership. They had two 'in-person' meetings last year and are personally committed to further advancing our strategic partnership,' he said, referring to the two phone calls between Prime Minister Narendra Modi and President Vladimir Putin this month. The two leaders had discussed Putin's meeting with Trump in Alaska. While talking about the growing trade, Jaishankar also addressed the issue of the trade deficit. 'Over the last four years, our bilateral trade in goods has increased, as you have noted, more than five-fold from USD 13 billion in 2021 to USD 68 billion in 2024-25 and it continues to grow. However, a major trade imbalance has accompanied the growth; it has increased from USD 6.6 billion to USD 58.9 billion which is about nine times. So we need to address that urgently,' he said. After meeting Manturov, he said, 'We had detailed discussions on our cooperation in a wide-ranging arena including trade and economic sector, agriculture, energy, industries, skilling, mobility, education and culture.' Modi and Putin are likely to meet on the sidelines of the SCO leaders' summit in China's Tianjin on August 31 and September 1.

Bangladesh's accusations are misplaced, says Centre
The Union government on Wednesday (August 20, 2025) said that India does not allow foreign outfits to carry out political activities targeting any country from Indian territory. Bangladesh had accused India of hosting Awami League (AL) leaders and described the alleged activities of these leaders as an 'unambiguous affront' to the people and state of Bangladesh. Randhir Jaiswal, Official Spokesperson of the Ministry of External Affairs described Bangladesh's concerns as 'misplaced'. 'The Government of India is not aware of any anti-Bangladesh activities by purported members of the Awami League in India or of any action that is contrary to Indian law,' Mr. Jaiswal said. Earlier, the Ministry of Foreign Affairs of Bangladesh had accused India of allowing 'growing anti-Bangladesh activities' by the leadership of the Awami League which was banned last year after the Awami League government led by Prime Minister Sheikh Hasina was overthrown in a student-people uprising prompting Ms. Hasina to seek shelter in India. 'Any form of political activity campaigning against the interests of Bangladesh by Bangladeshi nationals, particularly by the absconding leaders/activists of a banned political party, staying on Indian soil, legally or illegally, including the establishment of offices is an unambiguous affront against the people and State of Bangladesh,' said the MoFA Bangladesh. The statement cited an event held at the Press Club of India on July 21 where a civil society outfit with ties with Bangladeshi diaspora spoke about the law and order situation in Bangladesh and distributed books and reading materials during the event and said such activities 'may trigger public sentiment in Bangladesh which may in turn impact the ongoing efforts of the two countries in further enhancing the relationship between the two closest neighbours.' The interim government of Bangladesh has banned Awami League citing the involvement of its top leaders in the crackdown against civilians and students during July-August 2024 before the collapse of the Sheikh Hasina government. Though many Awami League leaders are in hiding, the party maintains a large cadre base who recently clashed with ruling establishment's student supporters in Gopalganj. 'India reiterates its expectation that free, fair and inclusive elections will be held at the earliest in Bangldesh to ascertain the will and mandate of the people,' said Mr. Jaiswal.
