H.H. Sheikh Mohammed issues law regulating contracting activities in Dubai

In a major step to enhance regulation in Dubai's construction sector, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued a new law governing contracting activities across the emirate.
Law No. (7) of 2025 introduces a unified framework for contractor classification, oversight, and accountability—aiming to support sustainable growth and align with Dubai's long-term development plans and international best practices.
A key feature of the law is the creation of the Contracting Activities Regulation and Development Committee.
Chaired by a representative of Dubai Municipality and made up of representatives from relevant authorities, the committee will oversee the law's implementation, resolve disputes, and propose future policy changes for the sector.
The law applies to all contractors in Dubai, including those operating in free zones. Airport-related projects are exempt, as are any other activities specified by the Executive Council.
Dubai Municipality will launch an integrated electronic system to manage all contracting activities. This platform, linked to 'Invest in Dubai', will serve as the central registry and issue professional competency certificates.
Contractors must now adhere strictly to their approved classifications and cannot subcontract work or exceed capacity without prior approval.
Penalties for violating the provisions of the law or any related decisions include fines ranging from AED 1,000 to AED 100,000.
Repeat violations within a year may result in doubled fines, up to a maximum of AED 200,000, while additional actions may include suspension from contracting activities for up to one year, downgrading of classification, removal from the registry, cancellation of commercial licences, and suspension or de-registration of technical staff and revocation of their professional certificates.
All contractors operating in Dubai at the time the law comes into force are required to regularise their status within a year. This period may be extended by the Committee for another year if necessary.
Contractors whose registration expires during this period will be allowed to renew it upon submitting a declaration pledging to comply with the law's provisions within the given timeframe.
The law will come into force six months after it is published in the Official Gazette.

dnata has introduced autonomous ground support vehicles at Dubai World Central – Al Maktoum International (DWC), marking a significant advancement in automating airport ramp operations. The move is part of a broader effort to streamline one of the most labour- and time-intensive areas in aviation—ground handling. The rollout includes six EZTow electric baggage tractors, developed by TractEasy. These autonomous vehicles can tow up to four baggage containers at speeds of up to 15 km/h along predefined routes. By automating baggage movement between terminals and aircraft, dnata aims to reduce human error, enhance airside safety, and reassign drivers to more complex operational tasks that add value and speed up aircraft turnarounds. This AED 6 million (USD $1.6 million) initiative begins with Level 3 autonomy, which allows for limited human intervention, and is expected to evolve into Level 4 full autonomy by early 2026. The deployment also serves as a testbed for future large-scale automation at DWC, which is set to become the world's largest airport with a planned capacity of 260 million passengers and 12 million tonnes of cargo annually. The Sharjah Executive Council (SEC), during its meeting, on Tuesday, chaired by H.H. Sheikh Abdullah bin Salem bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Vice Chairman of the Council, issued a decision regarding the regulation of practising health activities and professions in the Emirate of Sharjah. The provisions of the decision apply to local health establishments affiliated with the government of the emirate, as well as private health facilities in the emirate and free zones. H.H. Sheikh Abdullah bin Salem bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Vice Chairman of the Sharjah Executive Council (SEC), chaired the SEC meeting, on Tuesday, held at the Sharjah Ruler's Office. At the start of the meeting, the SEC extended its congratulations to President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and to His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, as well as to the leadership and people of the United Arab Emirates, on the occasion of Faya being inscribed on the UNESCO World Heritage List. The SEC affirmed that this historic achievement reflects Sharjah's rich historical and archaeological value. It also documents humanity's ability to adapt in the region across different eras and periods, and crowns the Emirate's research and scientific efforts to preserve its historical and human heritage. The SEC praised the approval by His Highness the Ruler of Sharjah of a new batch of housing support beneficiaries in the Emirate, designated for urgent cases, with a budget of AED335 million. This reflects His Highness' commitment to ensuring a dignified life and supporting families in ways that enhance their stability and social cohesion. The SEC reviewed the final accounts report for the year 2024, which outlines the actual financial results, expenditures, and revenues for government and independent departments and entities in the Emirate of Sharjah for the 2024 fiscal year. The SEC issued a decision regarding the regulation of practising health activities and professions in the Emirate of Sharjah. The provisions apply to local health establishments affiliated with the Government of Sharjah and private health facilities in the Emirate and free zones, as well as professionals working in those establishments. The provisions do not apply to federal government health facilities operating in the Emirate. The decision aims to achieve the following: Establish an integrated system for health regulation management concerned with the development of health facility licensing services by the Sharjah Health Authority, as well as the licensing of health professionals and the assurance of quality healthcare services. Promote good governance standards by reinforcing the principles of transparency, fairness, and legal accountability in the Emirate's healthcare sector. Lay down the legal foundations for practising health professions to ensure their advancement and the provision of the best healthcare services to individuals. The decision also includes legal provisions related to the powers of the Sharjah Health Authority, committees on accountability, medical practice and grievances, as well as regulations for the practice of health activities and professions, conditions and procedures for issuing health facility permits and professional health licences, along with administrative penalties, fees, judicial enforcement, and other legal stipulations.

The financing was extended to a consortium formed by MAPA, LIMAK, and CRRC to support the new Dubai Metro Blue Line project. The Roads and Transport Authority (RTA) had earlier awarded the design and build contract for the Blue Line to the consortium. Emirates NBD engaged closely with the group through a comprehensive and collaborative process. Valued at AED 20.5 billion, the Dubai Metro Blue Line is part of the emirate's 2040 Urban Master Plan. It aims to enhance Dubai's public transport network, reduce traffic congestion, and connect key urban areas more efficiently. The project is expected to be completed by September 2029. Once operational, it will serve around 350,000 daily passengers by 2040. It will also provide seamless links to the existing Red and Green metro lines, as well as bus and taxi routes. The Blue Line is designed as a state-of-the-art electrified railway and qualifies as Green Financing under Emirates NBD's Sustainable Finance Framework, specifically within the 'Clean Transportation' category. Ahmed Al Qassim, Group Head of Wholesale Banking at Emirates NBD, said the project is a major milestone. He emphasized the bank's role in supporting Dubai's development through reliable and innovative financial solutions. Murathan Doruk Günal, Vice President & CEO at MAPA, highlighted the consortium's commitment to Dubai's sustainable growth. He noted the successful financial closing as a key achievement. Serdar Bacaksız, Board Member at Limak, added that the Blue Line reflects Dubai's progressive urban vision. He confirmed Limak's dedication to delivering high-impact infrastructure and enhancing connectivity.
